About this file

This document is a Justification and Approval (J&A) for the use of other than full and open competition for a naval facilities engineering project to replace water well pumps at Joint Base Pearl Harbor-Hickam in Hawaii.

The project will replace Red Hill Water Well Pumps 2 and 4 and connect the new equipment to the existing Utilities Management Potable Water Supervisory Control and Data Acquisition (SCADA) system. The J&A justifies the sole source award to HSQ Technology for the MISER human machine interface software, as it is the proprietary software used in the existing SCADA system and only HSQ has the necessary programming knowledge. Transitioning to a new SCADA system would result in an inefficient or non-functioning system. The estimated procurement cost for the HSQ MISER HMI license is [REDACTED]. The contracting activity is the Naval Facilities Engineering Systems Command, Hawaii.

JUSTIFICATION AND APPROVAL

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

SOLICITATION WORK ORDER NUMBER (WON) , RM24-2488 REPLACE RED

HILL WATER WELL PUMPS 2 & 4, JOINT BASE PEARL HARBOR-HICKAM (RED

HILL), HAWAII

1. Contracting Activity.

Naval Facilities Engineering Systems Command, Hawaii (NAVFAC HI), Architect-Engineer Contract Division, Joint Base Pearl Harbor- Hickam (JBPHH), Hawaii.

2. Description of the Action Being Approved.

Request approval for the use of HSQ programming for the HSQ Miser Human Machine Interface manufactured by HSQ Technology, 26227 Research Road, Hayward, CA, 94545 for RM24-2488 REPLACE RED HILL

WATER WELL PUMPS 2 & 4.

3. Description of Supplies/Services.

This project will replace the Red Hill Water Well Pumps 2 and 4 at NAVFAC Red Hill, Halawa, Hawaii. The scope of work includes connecting all new equipment to the existing Utilities Management Potable Water (UM PW) Supervisory Control and Data Acquisition (SCADA) system.

A SCADA system is a centralized control system that utilizes computers, networked data communications and graphical user interfaces (also referred to as human machine interfaces or HMIs) to monitor and control the pump station system. SCADA systems typically implement a tag database. Each “tag” is a point of data the system monitors.

The HMI is the means by which operators view system parameters and interact with the automated functions of the water treatment system. The graphical user interface (GUI) will feature a high-performance HMI graphics package and display the system in both a plan view and process flow diagram layout. Key process values will be displayed with the ability to interact with the graphics to change drilldown into unique variables. Operators can interact with the system by starting or stopping equipment and invoking popup menus to change set points for automatic control, alarms, warnings, or shutdowns.

MISER software is presently in use for the water system.

Developing the new HMI graphics in MISER will allow personnel already familiar with the control system to easily learn the new system using known graphical interface.

The estimated procurement cost for the HSQ MISER HMI license is

4. Statutory Authority Permitting Other Than Full and Open Competition.

This request is submitted pursuant to the authority of 10 U.S.C.

3204(a)(1), only one responsible source and no other supplies or services will satisfy agency requirements.

5. Rationale Justifying Use of Cited Statutory Authority.

HSQ should be used to meet the standardization requirements for the Potable Water ICS/SCADA system. HSQ is the manufacturer of the existing SCADA System, including the master station software, which is proprietary. The master station software for the SCADA system was developed and programmed by HSQ and is unique to any other master station software. HSQ is the only entity with knowledge of the necessary programming code, points, graphical display, and configurations for the facility’s master station software. HSQ’s proprietary master station software controls all SCADA system user functions and interacts with all SCADA system components.

Integration by a company other than HSQ will result in a system which is not fully operational and compatible with HSQ’s software.

This will result in either an inefficient or a non-functioning SCADA system due to the inability of different proprietary elements of software systems having to interoperate with each other.

Use of other than HSQ SCADA technology would have a detrimental effect on critical mission elements of the agency’s infrastructure. Use of incompatible equipment/software will create problems with integration of the control of the new equipment with the existing equipment, preventing timely response to critical changes within the pump station system. Integration from other manufacturers would also require additional personnel training costs, the procurement of additional equipment, maintenance and support contracts for another manufacturer’s hardware and software, and the maintenance of an additional parts inventory.

Using and maintaining different brands of SCADA equipment and software is inefficient and would increase the total costs of ownership and manpower, thereby negating any perceived benefits that might have been obtained through competition.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

A Sources Sought Notice (No. N62478CON33FY2415) was posted on 30 January 2024 on the SAM.gov website to determine if there were any alternative options to the use of a HSQ programming for the HSQ Miser Human Machine Interface. proposed an alternative, but it does not meet the conditions of NAVFACINST

11000.2 FACILITIES RELATED CONTROLS SYSTEMS STANDARDIZATION.

Equipment and software does not match existing system equipment and software and is not compliant with the existing cybersecurity posture.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.

8. Actions taken to remove barriers to future competition.

NAVFAC HI will continue to monitor the pump station SCADA industry to determine if universal SCADA software becomes available, and if another potential source emerges, NAVFAC HI will assess whether competition for future requirements is feasible.
