About this file
This document is a Justification and Approval (J&A) for the use of other than full and open competition for the project "RM24-2488 REPLACE RED HILL WATER WELL PUMPS 2 & 4, JOINT BASE PEARL HARBOR-HICKAM (RED HILL), HAWAII."
The project requires the replacement of Red Hill Water Well Pumps 2 and 4 and the integration of the new equipment into the existing Utilities Management Potable Water (UM PW) Supervisory Control and Data Acquisition (SCADA) system. The J&A justifies the sole-source procurement of the Rugid Computer Inc. RUG 9 Programmable Logic Controller (PLC) and R9 Input/Output (I/O) Module, which are required for seamless integration into the existing SCADA system and to comply with cybersecurity requirements. A Sources Sought notice was posted, but no alternative products were found that met the technical and cybersecurity requirements. The Contracting Officer has determined the anticipated cost to be fair and reasonable. NAVFAC Hawaii will continue to monitor the market for potential competition in the future.

JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
SOLICITATION WORK ORDER NUMBER (WON) , RM24-2488 REPLACE RED
HILL WATER WELL PUMPS 2 & 4, JOINT BASE PEARL HARBOR-HICKAM (RED
HILL), HAWAII
1. Contracting Activity.
Naval Facilities Engineering Systems Command, Hawaii (NAVFAC HI), Architect-Engineer Contract Division, Joint Base Pearl Harbor- Hickam (JBPHH), Hawaii.
2. Description of the Action Being Approved.
Request approval for the use of RUG 9 Programmable Logic Controller (PLC) and R9 Input/Output (I/O) Module, manufactured by Rugid Computer Inc., 25587 Conifer Road, Conifer, CO, 80433 for
RM24-2488 REPLACE RED HILL WATER WELL PUMPS 2 & 4.
3. Description of Supplies/Services.
This project will replace the Red Hill Water Well Pumps 2 and 4 at NAVFAC Red Hill, Halawa, Hawaii. The scope of work includes connecting all new equipment to the existing Utilities Management Potable Water (UM PW) Supervisory Control and Data Acquisition (SCADA) system.
A SCADA system is a centralized control system that utilizes computers, networked data communications and graphical user interfaces (also referred to as human machine interfaces or HMIs) to monitor and control the pump station system. SCADA systems typically implement a tag database. Each “tag” is a point of data the system monitors.
This project will require additional PLCs for expanded monitoring and control. RUG 9 Programmable Logic Controller (PLC) and R9 Input/Output (I/O) are components of the existing SCADA system and are required for seamless integration into the existing Potable Water ICS/SCADA system.
The estimated procurement cost for two RUG 9 Programmable Logic Controller (PLC) and nine R9 Input/Output (I/O) Module is .
4. Statutory Authority Permitting Other Than Full and Open Competition.
This request is submitted pursuant to the authority of 10 U.S.C.
3204(a)(1), only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority.
The Department of the Navy has determined that UM water system operations should be captured and conveyed over cyber secure communication networks to a central repository.
The existing Potable Water SCADA System currently is utilizing the RUG 9 PLC. The equipment is required to match existing system equipment and software and comply with the existing cybersecurity posture, in accordance with the conditions of NAVFACINST 11000.2
FACILITIES. RELATED CONTROLS SYSTEMS STANDARDIZATION.
6. Description of Efforts Made to Solicit Offers from as Many
Offerors as Practicable.
A Sources Sought Notice (No. N62478CON33FY2414) was posted on 30 January 2024 on the SAM.gov website to determine if there were any alternative options to the RUG 9 Programmable Logic Controller (PLC) and R9 Input/Output (I/O) Module.
proposed alternative products. However, does not meet the conditions of NAVFACINST 11000.2
FACILITIES RELATED CONTROLS SYSTEMS STANDARDIZATION. Equipment and software does not match existing system equipment and software and is not compliant with the existing cybersecurity posture.
is proposing a platform that is not the same as RUG 9, and would require different programming software. The company does not do MISER programming, so is not qualified to work on the existing system.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
8. Actions taken to remove barriers to future competition.
NAVFAC Hawaii will continue to monitor the pump station SCADA industry to determine if other manufacturer compatible PLC becomes available. If another potential source emerges, NAVFAC HI will assess whether competition for future requirements is feasible.
