About this file

This document is a Justification and Approval (J&A) for the use of other than full and open competition for the procurement of Eaton 15 KV 4-Way Pad-Mounted Switchgear for a project to replace primary circuits F1 and F3 at the Naval Computer and Telecommunications Area Master Station (NCTAMS) Pacific in Wahiawa, Hawaii. The project will replace existing 4.16 KV feeders with 12.47 KV feeders, including primary distribution equipment and secondary service substations. The J&A cites the statutory authority of 10 U.S.C. 3204(a)(1) to justify the sole source procurement, as the Eaton switchgear meets the technical requirements outlined in the Unified Facilities Criteria and is essential for equipment life-cycle maintainability and compliance with environmental regulations. A sources sought notice was posted, but no alternative options were identified. The Contracting Officer has determined the anticipated cost will be fair and reasonable.

The related federal contract opportunity is a Design-Build/Design-Bid-Build Small Business Multiple Award Construction Contract (DB/DBB SB MACC) for various locations in the State of Hawaii, which was awarded on 11/16/2021 to an unknown vendor for an unknown amount.

J&A No. 24-23

JUSTIFICATION AND APPROVAL

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

SOLICITATION WORK ORDER NUMBER , FY 2023 P-8005 REPLACE

PRIMARY CIRCUITS F1 AND F3, JOINT BASE PEARL HARBOR-HICKAM WAHIAWA

ANNEX, WAHIAWA, HAWAII

1. Contracting Activity.

Naval Facilities Engineering Systems Command, Hawaii (NAVFAC HI), Architect-Engineer Contract Division, Joint Base Pearl Harbor- Hickam (JBPHH), Hawaii.

2. Description of the Action Being Approved.

Request approval for the use of Eaton 15 KV 4-Way Pad-Mounted Switchgear, manufactured by Eaton, 1319 Lincoln Avenue, Waukesha, WI 53186 for Replace Primary Circuits F1 and F3, JBPHH Wahiawa Annex, Wahiawa, Hawaii.

3. Description of Supplies/Services.

This project will replace existing primary 4.16 KV feeders (circuits F1 and F3) with 12.47 KV feeders, including primary distribution equipment and secondary service substations located in the Naval Computer and Telecommunications Area Master Station (NCTAMS) Pacific, Wahiawa, Hawaii.

The primary circuits and associated equipment are components of the existing Navy Electrical System (NES) maintained by the Electrical Branch of the Utilities Management (UM) group. The Eaton 15 KV 4-Way Pad-Mounted Switchgear provides dead front construction with stainless steel tanks and operator full size viewing windows, split two-sided design which incorporates operating handles on the opposite side of the tank from the cable entrance bushings, terminations, and cables, vacuum bottle interruption technology, and high fire point liquid (non-temperature dependent) insulation technology. Standardizing on the Eaton 15 KV 4-Way Pad-Mounted Switchgear is essential for equipment life-cycle maintainability and compliance with Environmental regulations, uniformity, familiarity, and having replacement parts on hand.

The estimated procurement cost for the four Eaton 15 KV 4-Way Switchgear is .

4. Statutory Authority Permitting Other Than Full and Open

Competition.

This request is submitted pursuant to the authority of 10 U.S.C.

3204(a)(1), only one responsible source and no other supplies or services will satisfy agency requirements.

5. Rationale Justifying Use of Cited Statutory Authority.

UFC 3-550-01, Exterior Electrical Power Distribution, paragraph 3- 7 requires pad-mounted switchgear to be dead front construction with stainless steel tanks and operator full size viewing windows;

configured in a split two-sided design with operating handles on the opposite side of the tank from the cable entrance bushings, terminations, and cables; utilize vacuum bottle interruption technology; and allows for SF6 gas or high fire point liquid insulation. UFC 3-550-01, paragraph 2-3 also states, “Design primary distribution system equipment installations with future periodic maintenance as a principal consideration”.

UM’s Electrical Branch maintenance personnel cannot maintain pad-mounted switchgear utilizing SF6 gas insulation technology because they have no way of remediating the gas when taking the switches out of service. Neither NAVFAC Hawaii Environmental nor UM Electrical Branch have been able to find a Contractor that can dispose of switches containing SF6 gas and as a result UM Electrical Branch is currently in possession of more than half a dozen switches that cannot be disposed of.

The Eaton 15 KV 4-Way Pad-Mounted Switchgear should be used because it meets design, criteria, and maintenance requirements in accordance with UM Electrical Branch’s recommendation to avoid installing pad-mounted switches utilizing SF6 gas.

6. Description of Efforts Made to Solicit Offers from as Many

Offerors as Practicable.

A Sources Sought Notice (No. N62478CON33FY2418) was posted on 03 April 2024 on the SAM.gov website to determine if there were any alternative options to the Eaton 15KV 4-Way Pad-Mounted Switchgear. No responses were received in response to the sources sought.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.

8. Actions taken to remove barriers to future competition.

For the reasons set forth in section 5 above, NAVFAC HI does not intend to compete future contracts for the electric meter. If another potential source emerges, NAVFAC HI will assess whether competition for future requirements is feasible.
