About this file
This document is a Justification and Approval (J&A) for the use of other than full and open competition for the replacement of primary electrical circuits F1 and F3 at the Naval Computer and Telecommunications Area Master Station (NCTAMS) Pacific in Wahiawa, Hawaii. The project will replace existing 4.16 KV feeder circuits with 12.47 KV circuits, including distribution equipment and substations. The J&A justifies the use of Schweitzer Engineering Laboratories (SEL) SEL-751 feeder protection relays, citing the need for standardization, maintenance efficiencies, and reduction of spare parts requirements. A sources sought notice was posted, but using a different relay brand would result in substantial duplication of costs. The Contracting Officer has determined the anticipated cost will be fair and reasonable. NAVFAC Hawaii does not currently plan to compete future contracts for these feeder protection relays, but will assess feasibility if another potential source emerges.

NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND, HAWAII
400 MARSHALL ROAD
JBPHH, HAWAII 96860-3139
J&A No. 24-24
JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
SOLICITATION WORK ORDER NUMBER , FY 2023 P-8005 REPLACE
PRIMARY CIRCUITS F1 AND F3, JOINT BASE PEARL HARBOR-HICKAM WAHIAWA
ANNEX, WAHIAWA, HAWAII
1. Contracting Activity.
Naval Facilities Engineering Systems Command, Hawaii (NAVFAC HI), Architect-Engineer Contract Division, Joint Base Pearl Harbor- Hickam (JBPHH), Hawaii.
2. Description of the Action Being Approved.
Request approval for the use of SEL-751 feeder protection relay, manufactured by Schweitzer Engineering Laboratories (SEL), 2350 NE Hopkins Court, Pullman, WA 99163, for Replace Primary Circuits F1 and F3, JBPHH Wahiawa Annex, Wahiawa, Hawaii.
3. Description of Supplies/Services.
This project will replace existing primary 4.16 KV feeders (circuits F1 and F3) with 12.47 KV feeders, including primary distribution equipment and secondary service substations located in the Naval Computer and Telecommunications Area Master Station (NCTAMS) Pacific, Wahiawa, Hawaii.
The primary circuits and associated equipment are components of the existing Navy Electrical System (NES) maintained by the Electrical Branch of the Utilities Management (UM) group. The primary switchgear includes the SEL feeder protection relays to provide overcurrent protection and arc-flash mitigation for the primary electrical circuits and primary transformer protection.
Standardizing on the SEL relays is essential for uniformity, familiarity, and having replacement parts on hand.
The estimated procurement cost for the two SEL-751 feeder protection relays is
4. Statutory Authority Permitting Other Than Full and Open Competition.
This request is submitted pursuant to the authority of 10 U.S.C.
3204(a)(1), only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority.
The SEL-751 feeder protection relay should be used because of the maintenance efficiencies with standardized equipment.
UM’s Electrical Branch maintenance personnel are currently familiar with the existing SEL relays installed throughout the NES, and have received training in the use of SEL equipment. If a different brand of relays are used, it will require additional personnel training costs. Maintaining multiple brands of relays, each with their own unique hardware and interfaces, is inefficient and increases the maintenance burden. It also increases the risk of user error during maintenance, since it is more difficult for personnel to specialize in two different brands rather than a single brand. In addition, spare parts requirements will be reduced if SEL relays are utilized. Using a brand of relays other than SEL will result in substantial duplication of costs to the Government.
6. Description of Efforts Made to Solicit Offers from as Many
Offerors as Practicable.
A Sources Sought Notice (No. N62478CON33FY2405) was posted on 26 October 2023 on the SAM.gov website. The sources sought requested all interested parties respond within 15 days after the date of publication of the synopsis and if able to provide compatible products to the SEL-751 feeder protection relay.
One response was received from a vendor that could provide a similar item. However, as also stated in section 5, using any other product besides the SEL-751 feeder protection relay will affect system reliability as well as accrue substantial duplication of costs to the government.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
8. Actions taken to remove barriers to future competition.
For the reasons set forth in section 5 above, NAVFAC HI has no plans at this time to compete future contracts for feeder protection relays installed on the NES. If another potential source emerges, NAVFAC HI will assess whether competition for future requirements is feasible.
