The key details include:
- Requests to update the Small Business Subcontracting Plan template to align with the current FAR 52.219-9 language
- Clarification that Section E, Block 19 resumes are only required for architectural key personnel
- Confirmation that the Cost Estimator is considered a key personnel position
- Revisions to the project requirements under Criterion 1, including that each facility feature does not need to be in a single project scope, but the total estimated construction cost for each facility must be at least $20 million

For the Small Business Subcontracting Plan template Paragraph 9, to be consistent with the current version of FAR 52.219-9(d)(9), may we please replace the text from:
“Contractor Name agrees that the FAR clause 52.219-8 entitled "Utilization of Small Business Concerns " will be included in all subcontracts which offer further subcontracting opportunities, and all subcontractors, except SB concerns, that receive subcontracts in excess of $750,000 ($1,500,000 for construction) will be required to adopt plans that comply with the requirements of the clause at 52.219- 9, Small Business Subcontracting Plan.”
to
“[Contractor Name] will include FAR clause 52.219-8 of this contract entitled "Utilization of Small Business Concerns" in all subcontracts that offer further subcontracting opportunities, and [Contractor Name] will require all subcontractors (except small business concerns) that receive subcontracts in excess of the applicable threshold specified in FAR 19.702(a) on the date of subcontract award, with further subcontracting possibilities to adopt a subcontracting plan that complies with the requirements of the clause at FAR 52.219-9, Small Business Subcontracting Plan.”?
(Criterion 8) For consistency, please utilize Attachment (E), Small Business Subcontracting Plan (SBSP) that was provided in the notice even though the SBSP template (version May 2022) has not been updated with the current version of the FAR.
For the Small Business Subcontracting Plan template Paragraph 11, part c., to be consistent with the current version of FAR 52.219- 9(d)(11)(iii), may we please replace the text from:
“On a contract-by-contract basis, records on all subcontract solicitations over $150,000 and indicating for each solicitation:”
to
“Records on each subcontract solicitation resulting in an award of more than the simplified acquisition threshold, as defined in FAR 2.101 on the date of subcontract award, indicating:”?
For the Small Business Subcontracting Plan template Paragraph 11, part d., to be consistent with the current version of FAR 52.219- 9(d)(11)(iv)(D), may we please replace the following text from:
“frequency of accessing SAM.”
to
“Veterans service organizations.”?
On Page 9 of 15, Criterion 2, Professional Qualifications, Item 3 (top of page), the solicitation states: "For other key personnel (see above Submission Requirements para. 1), complete only Section E Blocks 12 through 18; and leave Block 19, Relevant Projects, blank. Relevant project information for other key personnel is not required and if submitted, will not be considered in the evaluation." Please confirm that the ONLY SF330 Section E resumes for key personnel that will have Block 19 completed are the architectural disciplines (Principal and Project Manager/Project Architect).
(Criterion 2) Section E, Block 19 shall only be completed for architectural disciplines.
Please note the following:
Criterion 2 (page 6 of 15) indicates: “Specific disciplines that must be included in key personnel are Architect (including Principal-in- Charge and Project Manager/Project Architect)….”
Criterion 2 (page 8 of 15) indicates: “2. Special Instructions for key personnel (see above Submission Requirements para. 1).
• Block 19, Relevant Projects: Submit a maximum of five (5) projects for each architectural key personnel….”
Language for Criterion 2 (page 9 of 15) has been revised for clarity, from:
“2. Special Instructions for key personnel (see above Submission Requirements para. 1). ” to:
“2. Special Instructions for architectural key personnel (see above Submission Requirements para. 1). ”
The synopsis has been revised. See Synopsis Modification No.1.
In Criterion 2, Professional Qualifications, a Cost Estimator is noted as a key person (Solicitation Pages 6 and 8 of 15), which requires a resume. A Cost Estimator is also noted as a NON-key person (Solicitation Page 9 of 15, item 5), which requires no resume only a position on the Section D organizational chart. Please clarify if a Cost Estimator is to be a Key or Non-Key position so we are fully compliant in the SF330.
(Criterion 2) Cost Estimator is considered to be a key personnel.
Language for Criterion 2 (page 9 of 15) has been revised to remove Cost Estimator and include disciplines for other non-key personnel, from:
“5. Firms must indicate non-key personnel team members, including, but not limited to, Cost Estimator, Surveyor, and Environmental in the SF330, Part I, Section D organization chart” to:
“5. Firms must indicate non-key personnel team members, including, but not limited to, Cost Estimator, Geotechnical Engineer, Surveyor, Interior Designer, Historic Architect, and Environmental in the SF330, Part I, Section D organization chart.”
CRITERION 1 on Page 3 of 15 clearly states that “Each project’s construction cost shall be approximately $20 million or more, with the services completed within the past ten (10) years, exclusive of Post Construction Award Services (PCAS)." We believe that this requirement by itself should be sufficient to qualify a project as a “Recent Relevant Project”.
Further, we request that the project example on page 4 of 15 be deleted in that it states: “For example, you may have a single project that included BEQ and a fitness center, however, each facility, BEQ and fitness center shall each be at least $20M or more in estimated construction costs/awarded construction costs.”. It is atypical for one project to include two such features at $20M estimated construction costs each (which would total $40M), and it exceeds the overall Navy’s intent that an entire project’s construction cost should be approximately $20M or more to qualify as a recent relevant project.
Except for single purpose facilities (e.g., Bachelor Enlisted Quarters, Headquarter Building), on a typical DoD new construction, the aggregate value of the multiple features is a fraction (typically 18 to 25%) of the overall construction value. So, a project to have a $20M construction cost for a SINGLE feature would require firms to have MEGA projects as all of their Criterion 1 projects.
(Criterion 1) Language for Criterion 1 (page 4 of 15) has been revised, from:
“Each feature listed above, i.e., fire station, fitness centers, etc., do not have to be in a single project scope. For example, you may have a single project that included BEQ and a fitness center, however, each facility, BEQ and fitness center shall each be at least $20M or more in estimated construction costs/awarded construction costs....”
to:
“Each feature listed above, i.e., fire station, fitness centers, etc., do not have to be in a single project scope. For example, you may have a single project that included BEQ and a fitness center, however, each facility, BEQ and fitness center shall each be with at least $20M or more in total estimated construction costs/awarded construction costs....”
On page 3 of 15, under CRITERION 1 - Specialized Experience [SF330, Part I, Section F and Attachment (A)], the solicitation states that firms will be evaluated on specialized experience in performance of services of “Recent Relevant Projects” that are similar to those anticipated under this contract through evaluation of experience in:
1. Military Construction (MILCON) DD Form 1391
2. Functional Analysis and Concept Development (FACD)/Concept Design Workshops (CDW)/Design Charrettes
3. Design-Build (DB) Request for Proposal (RFP) construction
4. Design-Bid-Build (DBB)/Final Design construction documents
Question: Please confirm the four (4) service elements listed on Page 3 are all that will be scored in the CRITERION 1 projects?
(Criterion 1) Please read Criterion 1 in its entirety on what firms will need to demonstrate for evaluation purposes.
In general, but not limited to, firms will be evaluated on specialized experience in performance of services of “Recent Relevant Projects” that are similar to those anticipated under this contract in the four (4) service types listed. Firms do not need to demonstrate experience in all four (4) types of services, but must at least demonstrate experience in preparation of drawings/specifications. Firms will also be evaluated on demonstrating experience in at least three (3) of the six (6) facility types listed. Firms will also be evaluated on the seven (7) Favorable Items listed.
On page 8 of 15, under CRITERION 2 – Professional Qualifications [SF330, Part I, Sections E & G and Attachment (B)], the solicitation states the following:
1. Complete Section E, Blocks 12 through 18 for ALL key personnel.
Key personnel are designated as follows, with the maximum number of key personnel annotated in parentheses:
Principal (1) Project Manager/Project Architect (3) Civil Engineer (2) Structural Engineer (2) Mechanical Engineer (2) Electrical Engineer (2) Fire Protection Engineer (2) Telecom (RCDD) (2) Cost Estimator (2)
Can you please advise if an Attachment (B) is needed for each Key Personnel or just the Architects?
(Criterion 2) Attachment (B) is only needed for the architectural key personnel. Please see response to Question No. 4 above.
Please note, Criterion 2 (page 8 of 15) indicates:
“2. Special Instructions for key personnel (see above Submission Requirements para. 1).
• Block 19, Relevant Projects: Submit a maximum of five (5) projects for each architectural key personnel….
• In addition to completing Section E. Block 19, submit the supplemental attachment, Attachment (B), for the projects listed in Block 19. ”
