This procurement will result in one Indefinite Delivery/Indefinite Quantity (IDIQ) contract for multi-discipline Architect-Engineer (A-E) services for architectural projects within the State of Hawaii, but may also include work worldwide. These services will be procured in accordance with 40 USC Chapter 11, Selection of Architects and Engineers, as implemented by FAR Subpart 36.6. The IDIQ contract will be limited to a term of five (5) years. The total fee for the entire contract term shall not exceed $75,000,000.00. The guaranteed minimum for the contract term is $3,000.00. Firm-fixed price task orders will be negotiated for this contract. Estimated start date is March 2025.
This proposed contract is being solicited on an UNRESTRICTED basis. The Small Business size standard classification is North American Industrial Classification System (NAICS) Code 541310, Architectural Services. The Government seeks the most highly qualified firm to perform the required services, based on the demonstrated competence and qualifications, in accordance with the selection criteria.
The market research study Sources Sought Number N62478ACQ33FY2106 conducted by NAVFAC Hawaii included an assessment of relevant qualifications and capabilities of potentially qualified firms. As a result of the market research analysis, a determination was made to solicit this procurement on an unrestricted basis inviting full and open competition. The NAVFAC Hawaii small business office concurs with this decision.
The type of architectural design and engineering services expected to be performed under this contract include, but are not limited to:
Execution and delivery of Military Construction (MILCON) project documentation (DD Form 1391).
Functional Analysis and Concept Development (FACD) workshops/Concept Design Workshops (CDW)/Design Charrettes.

Architectural projects may consist of new construction and/or repair/renovation/alteration, primarily for base development facility projects consist of, but are not limited to multi-unit dwelling/lodging complex (bachelor quarters, apartment, condominium, hotel, motel, dormitory), fire stations, fitness centers, dining facilities, auditorium/theaters, exchange/retail stores, child development centers, headquarters buildings, administration/training facilities, laboratories, aircraft hangars, distribution warehouses, industrial facilities, and armories. Supporting facilities may include utility connections (water, sewers, electrical, telecommunications, and cable television).
All contractors are advised that a Unique Entity Identifier is required prior to award. Contractors must complete the registration in System for Award Management (SAM) Database by selecting “Entity Information”. Failure to register in the SAM Database may render your firm ineligible for award. For more information, check the SAM Web site (https://www.sam.gov) Entity Information section.
The awarded contract will be subject to specific provisions addressing the avoidance of organizational conflicts of interest. The prime firm for this contract will be required to perform throughout the contract term.
The selected firm, its subsidiaries or affiliates that design or prepare specifications for a construction contract cannot provide the construction services for the same contract.
Interviews may be scheduled with firms slated as the most highly qualified. Firms slated for interviews may be asked to clarify information contained in the SF330 submittal. Elaborate presentations are not desired.
Completion of electronic annual representations and certifications are also mandatory prior to award of a contract. Refer to FAR 52.204-8 Annual Representations and Certifications.
The contract will require that the selected A-E firm have e-mail and internet access for routine exchange of correspondence.
SELECTION CRITERIA
Firms responding to this synopsis will be evaluated to determine the most highly qualified firms to perform the required services in accordance with the published selection criteria. Failure to comply with instructions, or provide complete information may affect the firm’s evaluation or disqualify the firm from further consideration. The selection criteria are in descending order of importance, with the last criterion for volume of work to serve as a tiebreaker. Specific selection criteria include:
1. Specialized Experience
2. Professional Qualifications
3. Past Performance
4. Quality Control Program
5. Program Management and Capacity
6. Firm Location
7. Sustainable Design
8. Commitment to Small Business
9. Volume of Work (tiebreaker)
Criterion 1 – Specialized Experience (SF330, Part I, Section F and Attachment (A)):
Firms will be evaluated on specialized experience in performance of services of “Recent Relevant Projects” that are similar to those anticipated under this contract through evaluation of experience in:
1. Military Construction (MILCON) DD Form 1391
2. Functional Analysis and Concept Development (FACD)/Concept Design Workshops
(CDW)/Design Charrettes
3. Design-Build (DB) Request for Proposal (RFP) construction documents
4. Design-Bid-Build (DBB)/Final Design construction documents
Firms do not need to demonstrate experience in all four (4) types of services (i.e. DD1391, FACD, etc.). In order to be evaluated as having minimally met Criterion 1, the firm must demonstrate that they have sufficient design experience in “Recent Relevant Projects” from any of the projects that the firm submits. Firms must clearly demonstrate experience in at least preparation of drawings/specifications (as a DBB DOR on an A-E contract and/or as an A-E DOR for a D-B construction contract). Each feature listed above does not have to be in a single project scope.
“Recent Relevant Projects” include new construction and/or repair/renovation/alteration in the following types listed below. Each project’s construction cost shall be approximately $20 million or more, with the services completed within the past ten (10) years, exclusive of Post Construction Award Services (PCAS).
For each project submitted for evaluation, please indicate whether any of the following types were included. All of the following need not be in one project scope, however, in order to be evaluated as having met the criteria for relevancy, the SF330 must demonstrate that the firm has experience in the following:
(1) Multi-unit dwelling/lodging complex, such as Bachelor Enlisted Quarters (BEQ), Bachelor Officer Quarters (BOQ), apartments, condominiums, hotels, motels, and dormitories;
(2) Administration facilities, such as offices, headquarter buildings, and training facilities;
(3) Industrial facilities, such as operations, manufacturing, maintenance, warehouse, armories, laboratories, and hangars;
(4) Educational facilities, such as schools and training facilities;
(5) Retail spaces, such as shopping, exchange, and commissary;
(6) Community Support Facilities, such as fire stations, fitness centers, dining facilities with commercial kitchens, child development centers, community/recreation centers, auditoriums/theaters, and churches.
Firms do not need to demonstrate experience in all six (6) facility types, but must minimally demonstrate experience in three (3) facility types.
Each feature listed above, i.e., fire station, fitness centers, etc., do not have to be in a single project scope. For example, you may have a single project that included BEQ and a fitness center, however, each facility, BEQ and fitness center shall each be at least $20M or more in estimated construction costs/awarded construction costs. If a single project has multiple relevant features, the firm must provide the construction dollar value of each relevant feature.
NOTE: Experience performed by the firm in the capacity/role as the Prime A-E or as a sub-consultant will only be considered. Experience from a firm’s sub-consultant(s) will not be considered, except for experience in “Telecommunications systems for facilities”. Firms will only be allowed to submit project(s) for “Telecommunications systems for facilities” that were performed by either the firm itself or the firm’s sub-consultant in order to demonstrate experience for this criterion. Projects not meeting these requirements will be excluded from consideration in the evaluation.
Favorable Items: Firms may be considered more favorably by demonstrating the following, which are not listed in any order of preference:
1. Experience in more types of “Recent Relevant Projects”.
2. New construction projects may be given more favorable consideration than repair/renovation/alteration projects.
3. Projects with estimated construction costs/awarded construction costs approximately $75M or higher may be given more favorable consideration.
4. Experience in “Recent Relevant Projects” designed and constructed in Hawaii and tropical regions similar to Hawaii. Tropical is defined as being located between the Tropic of Capricorn and the Tropic of Cancer, excluding arid and high elevation areas.
Tropical regions are hot and humid and require special attention in the design of shore-based facilities subject to highly corrosive environments. Highly corrosive environments have Environmental Severity Classifications of C4 or C5 as defined in UFC 1-200-02 Building Code.
Note: For projects in areas such as Florida, the Gulf Coast, Okinawa, as well as other areas north of the Tropic of Cancer, firms must clearly demonstrate that the project’s location deals with environmental concerns for all elements of a tropical environment subject to highly corrosive environments.
5. Experience in Department of Defense (DoD) projects (i.e., NAVFAC, USACE, Air Force, NGB, etc.).
6. Projects performed as a prime A-E or prime JV partner(s) for a DBB contract will be considered more favorable than experience performed by the firm as a sub-consultant or as an A-E Designer of Record (DOR) for a DB contract.
7. Proposed team with a demonstrated history of firms working successfully together on prior projects.
Submission Requirements: Provide a maximum of ten (10) “Recent Relevant Projects” with design and engineering services completed or substantially completed within the past ten (10) years immediately preceding the date of issuance of this notice that best demonstrate specialized experience of the proposed team in the areas outlined above. If any of the professional services are substantially completed, provide the substantial completion date and justify how the project is considered substantially completed in Block 24, “Brief Description of Project and Relevance to this Contract”. Sufficient information to determine the date of completion of the projects must be included in the project description or the project will not be considered. If more than the maximum number of projects are submitted, the Government will only evaluate projects up to the maximum number authorized in the order submitted.
All projects provided in the SF330 must be completed by the actual office/branch/regional office proposed to manage and perform work under this contract. Projects not meeting this requirement will be excluded from consideration in the evaluation. To enable verification, firms should include the Unique Entity Identifier number along with each firm name in the SF330 Part 1, Section F, block 25, “Firm Name.” Include a contract number or project identification number in block 21. Include an e-mail address and phone number for the point of contact in block 23(c).
In block 24, include in the project description, the contract period of performance, award contract value, current contract value, and a summary of the work performed that demonstrates relevance to specialized experience as outlined above. For projects performed as a subcontractor or a joint venture involving different partners, specifically indicate the value of the work performed as a subcontractor or by those firms proposed for this contract, and identify the specific roles and responsibilities performed as a subcontractor or by those firms on the project rather than the work performed on the project as a whole. If the project description does not clearly delineate the work performed by the entity/entities offering/teaming on this contract, the project could be eliminated from consideration.
NOTE: If the firm is a joint venture, projects performed by the joint venture should be submitted;
however, if there are no projects performed by the joint venture, projects must be submitted for each joint venture partner, not to exceed a total of ten (10) projects. Firms failing to provide projects from all joint venture partners will be considered to have not met the requirements of the criterion.
Projects shall be submitted on the SF330 at Part I, Section F and Attachment (A) Specialized Experience and shall be completed or substantially completed projects. Projects not completed will be excluded from evaluation consideration. The projects indicated in Attachment (A) must match, in the same order, the projects indicated in Part I, Section F. Include Attachment (A) at the end of Section F. For submittal purposes, a task order on an IDIQ contract is considered a project, as is a stand-alone contract award. Do not submit an IDIQ contract as an example project. Instead, list relevant task orders or standalone contract awards that fit within the definition above. If a single project is executed over multiple task orders, provide all contract and task order numbers in the Part I, Section F form for that project. The Government will not evaluate information provided for an IDIQ contract. Examples of project work submitted that do not conform to this requirement will not be evaluated.
All information for Criterion 1 should be submitted in the SF330, Part I, Section F and Attachment (A). The Government WILL NOT consider information submitted in addition to Part 1, Section F and Attachment (A) in evaluation of Criterion 1.
Criterion 2 – Professional Qualifications (SF330, Part I, Sections E & G and Attachment (B)):
Firms will be evaluated on professional qualifications, competence, and experience of their proposed key personnel in providing services to accomplish the tasks required under this contract, including participation in example projects in the SF330, Part I, Section G.
Key personnel are individuals who will have major contract or project management responsibilities and/or will provide unusual or unique expertise. Specific disciplines that must be included in key personnel are Architect (including Principal-in-Charge and Project Manager/Project Architect), Civil, Structural, Mechanical, Electrical, Fire Protection, Telecommunications, and Cost Estimator. All key personnel must be licensed in their specific discipline, with the exception of the Structural Engineer, which can be a licensed Civil Engineer if a State does not issue licenses in Structural engineering. The Telecommunications Engineer must be both a licensed Electrical Engineer and a Registered Communication Distribution Designer (RCDD). If a key person is not licensed in their specific discipline, the SF330 must clearly provide evidence that a licensing State does not issue licenses in that particular discipline; if it is not clearly evidenced in the SF330, the key person will be considered to not have met the licensing requirement in their own discipline, even though they are licensed. For experience of proposed key personnel, see Criterion 1 for the definition of “recent relevant projects” and types of design/engineering services. Architectural key personnel must collectively demonstrate experience in all four (4) service types and three (3) facility types listed in
Criterion 1.
Competence and Experience. All key personnel will be evaluated on their specialized experience and technical competence in the design of Recent Relevant Projects, approximately $20 million or more in construction value per project/contract with Professional Services (design) completed, or substantially completed, within the past ten
(10) years. A completed design may be exclusive of PCAS. See Criterion 1 for the definition of Recent Relevant Projects.
Favorable Items: Firms may be given more favorable consideration for their key personnel who demonstrate the following, which are not listed in any order of preference:
1. Experience in more types of “Recent Relevant Projects”.
2. New construction projects may be given more favorable consideration than repair/renovation/alteration projects.
3. Projects with estimated construction costs/awarded construction costs approximately $75M or higher may be given more favorable consideration
5. Experience in Department of Defense (DoD) projects (e.g. NAVFAC, USACE, Air Force, NGB, etc.).
Submission Requirements:

5. Firms must indicate non-key personnel team members, including, but not limited to, Cost
Estimator, Surveyor, and Environmental in the SF330, Part I, Section D organization chart
Criterion 3 – Past Performance (SF330, Part I, Section H and Attachment (C)):
Firms will be evaluated on past performance with Government agencies and private industry in terms of work quality, compliance with schedules, cost control, and stakeholder/ customer satisfaction. Evaluating past performance and experience will include information provided in Past Performance Questionnaires (PPQs) or CPARS for Criterion 1 projects and may include customer inquiries, Government databases, and other information available to the Government including contacts with points of contact in other criteria. NOTE: Past performance information for projects listed under Criterion 1 may be given greater weight.
Firms may be given more favorable consideration for their past performance as the prime contractor than for past performance as a sub-consultant or subcontractor.
Submission Requirements:
SUBMIT ALL COMPLETED INTERIM AND, IF AVAILABLE, A FINAL CPARS
EVALUATION FOR EACH PROJECT UNDER CRITERION 1. IF A COMPLETED CPARS
EVALUATION IS NOT AVAILABLE, the Past Performance Questionnaire (PPQ) (Attachment (C)) included in this notice is provided for the firm or its team members to submit to the client for each project included under Criterion 1, Specialized Experience. DO NOT SUBMIT A PPQ
WHEN A COMPLETED CPARS IS AVAILABLE.
IF A CPARS EVALUATION IS NOT AVAILABLE, ensure correct phone numbers and email addresses are provided for the client point of contact. Completed PPQs should be submitted with your SF330. If the firm is unable to obtain a completed PPQ from a client for a project(s) before the response date set forth in this notice, firms should complete and submit with their responses the first page of the PPQ (Attachment (C)), which will provide contract and client information for the respective project(s). Firms may submit a PPQ previously submitted under a different Notice/RFP (legible copies are acceptable) as long as it is on the same form as posted with this Synopsis. Firms should follow up with clients/references to ensure timely submittal of questionnaires. If requested by the client, questionnaires may be submitted directly to the Government's points of contact, NAVFAC Hawaii, Code CON33, Attn: Alice Mende via email at alice.s.mende.civ@us.navy.mil, and Jennifer Lau via email at jennifer.m.lau2.civ@us.navy.mil, prior to the response date. Firms shall not incorporate by reference into their response PPQs or CPARS previously submitted in response to other A-E services procurements. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.
Firms may provide any information on problems encountered and the corrective actions taken on projects submitted under Criterion 1 Specialized Experience. Firms may also address any adverse past performance issues. Information shall not exceed four (4) pages in total.
The PPQ shall be from the contracting agent and/or their representative responsible for the construction contract administration or from the facility owner/user. It shall not be from the prime construction contractor on a DB project, nor shall it be from a prime contractor to a subcontractor. PPQs will be considered if it is prepared and signed by the project owner’s/client’s representative i.e., someone who is authorized to provide an evaluation or feedback on the A-E’s performance. If the firm was hired as a sub-consultant to a prime A-E, that prime A-E cannot provide a PPQ; rather, that prime A-E’s client or their representative must provide the PPQ for your firm in your role a sub-consultant. Past performance information not related to the projects described to meet Criterion 1 will not be considered.
Awards, letters of commendation, certificates of appreciation, etc. shall not be submitted and will not be considered in the evaluation.
The Government is not restricted to the past performance evaluations provided in the SF330 and may use other sources to access past performance information such as the Contractor Performance Assessment Reporting System (CPARS) and inquiries with previous customers/owners. CPARS will be evaluated for the prime A-E firm that will perform the work, and the Government’s search will be based upon the prime A-E firm’s UEI number.
Criterion 4 - Quality Control Program (SF330, Part I, Section H):
Firms will be evaluated on the strength of the quality control program proposed by the firm to ensure quality products and services under this contract, and means of ensuring quality services from their consultants/subcontractors.
