10 Does the Navy / the evaluation committee consider contract hires’ as subconsultants?

(Criteria 1 & 2) A contract hire or contract labor generally refers to an independent contractor. Please refer to labor laws regarding an employee vs. independent contractor in order to determine if an independent contractor is considered to be a sub-consultant. A sub-consultant generally means a firm that furnishes services to or for a prime contractor or another sub-consultant.

(Criterion 2) For the Government’s evaluation of Criterion 2, Professional Qualifications, a maximum of three (3) civil key personnel is required, of which one of the civil key personnel must be a Principal-in-Charge of the Prime A-E firm. All other civil key personnel are not required to be from the Prime A-E firm and may be an independent contractor or a sub-consultant. However, the contract will require that at least 50 percent of the contract be performed by the civil small business Prime A-E firm.

11 Can we use subconsultants to provide the required expertise for the various Civil, Architect, Geotech, Structural, etc.

According to note 1 on page 3, their expertise/experience won’t be considered during the evaluation?

(Criterion 1) As indicated in Note 1 under Criterion 1 on page 3 of the synopsis, experience from any of the Firm’s/Offeror’s sub-consultant(s) will not be considered in the evaluation of Criterion 1.

Projects for “Recent Relevant Civil Engineering System Design Projects” should be submitted by the Firm/Offeror that they performed as the Prime A-E or as a sub-consultant. Do not submit projects from your sub-consultants for which you had no involvement on the project.

Note, you must show the required design experience in Civil Engineering Systems required in Criterion 1. You do not have to demonstrate experience for other disciplines of your team, i.e.

Architect, Geotech, Structural, etc. However, you may indicate what disciplines were involved on the project using Attachment (1) Specialized Experience.

(Criterion 2) It appears that this question is also pertaining to Criterion 2 even though it is referencing Criterion 1. For the Government’s evaluation for Criterion 2, Professional Qualifications, key personnel from a sub-consultant may be used to demonstrate “Professional Qualifications” (Section E. Blocks 12-18) for each required discipline. For civil key personnel’s “Competence and Experience” (Block 19), please refer to the response for Question #10 above.

12 Can my client send the PPQ directly to the government? (Criterion 3) As stated in Submission Requirements on page 10 of the synopsis, completed PPQs should be submitted with your SF330 Section F, unless you are unable to obtain the PPQ before the closing date/time set forth in the notice or the client requests to submit it directly to the Government. In either case, the client must submit the PPQ prior to the closing date/time.

Please note, if you are unable to obtain the PPQ before the closing date/time, please still complete and submit the first page of the PPQ (Attachment (3)) as part of your SF330 Section F, which needs to provide the contract and client information for the respective project(s).
