Question Response Mod No.

1 Please clarify the construction cost limits/criteria: Criterion 1 Specialized Experience, Page 3 states “each project’s construction cost shall be approximately $20 million or less….” and Criterion 2 Professional Qualifications, page 9 states “…construction cost must be approximately $30 million or less in construction value..”

(Criterion 2) The construction cost limit for Criterion 2 should be $20 million or less, to match the construction cost limit cited in Criterion 1.

The synopsis has been revised. See Synopsis Modification No. 1.

2 Block 19 of SF 330 Part 1 Section E and Block 22 of SF 330 Part I Section F require the year completed for professional services. Please define professional services in regards to this procurement. Does professional services include PCAS?

We realize that design and engineering services do not include PCAS.

(Criteria 1 & 2) Professional Services are design and engineering services, such as preparation of drawings/specifications; preparation of Design-Build RFP documents; Functional Analysis and Concept Development or design charrettes; and preparation MILCON Region/FEC Team DD1391. Professional services do not include

PCAS.

3 Similarly, the A-E contract period of performance is required for Block 24 of SF 330 Part I Section F. Does the A-E contract period of performance prefer to the period that design and engineering services were conducted or to the period that also included PCAS?

(Criterion 1, Submission Requirements, Item #8, Special Instructions for SF330, Part I, Section F) The A-E contract period of performance refers to the “contract” period, which may differ from the completion date of a particular design/engineering service that was performed.

4 Where do we include Attachment (2)? For Attachment (1), the procurement states to include it at the end of Section F after the example projects are presented. Do we include Attachment (2) at the end of resumes in Section E?

(Criterion 2) Include a completed Attachment (2) immediately after each Civil key personnel’s resume that it is associated with in Section E.

The synopsis has been revised. See Synopsis Modification No. 1.

5 Does every project have to demonstrate experience in preparation of drawings/specifications?

(Criteria 1 & 2) No, Firms/Offerors only need to demonstrate that they have sufficient design experience to meet Criteria 1 & 2. It is up to the Firm/Offeror on how many projects you want to submit in order to demonstrate design experience. For example, for Criterion 1, a Firm/Offeror may choose to submit 5-6 projects to demonstrate design experience and use the remaining projects to demonstrate other experience, i.e. Design-Build RFP, 1391, etc.

The synopsis has been revised. See Synopsis Modification No. 1.

6 Does the “100% set-aside for small business concerns basis” require that all members of the design team will need to qualify as a small business?

(General) No, only the Prime A-E Firm/Offeror must be small business under NAICS 541330 ($16.5M).

N62478-21-R-5040

7 We are a WOSB and in the process to be certified as 8a.

Will these additional qualifications have a positive effect on our selection scoring or will all qualified small businesses be evaluated equally?

(General & Selection Criteria) Having a size status of Women-Owned Small Business (WOSB) or 8(A) does not have a positive effect on how a Firms/Offeror will be evaluated. Firms/Offerors will be evaluated based on the selection criteria stated in the Synopsis.

8 Similarly, if we have subconsultants that also qualify as WOSB or other categories, will that also have a positive effect on our selection?

(General & Selection Criteria) Having sub-consultants that are WOSB or other small business categories, such as 8(A), Veteran-Owned, HubZone, will not have a positive effect on selection. Firms/Offerors will be evaluated based on the selection criteria stated in the Synopsis.

Note: This synopsis is for a 100% set-aside for small business concerns and does not have an evaluation criterion for commitment to small businesses that is typically seen on unrestricted procurements.

There is no requirement for Firms/Offerors to submit a Small Business Subcontracting Plan (SBSP), and if submitted, will not be evaluated.

9 This may be hard to quantify, but assuming all the submissions are qualified to do the work, will the consultant selection be weighted more heavily on WOSB/SBVOSB/8a qualifications or extensive experience on federal contracts?

(General & Selection Criteria) Firms/Offerors will be evaluated based on the selection criteria, which are listed in descending order of importance, with the last criterion for volume of work to serve as a tiebreaker. In the event that all firms are evaluated as being equal to each other, the last criterion will serve as a tiebreaker.
