Ques.
No.
Question Response Mod No.
8 I do not see an ‘Interested Vendors’ Link on beta.SAM when I’m logged in. I would like to see a copy of the interested plan-holders list, so I can reach out to the prime vendors.
(General Information): Response to Question #7 indicated that “You must be logged into the beta.SAM website in order to access the Interested Vendors List.” In addition, your account will need to have an entity associated with it in order to view the Interested Vendors List. You can add an entity by going into your account profile and adding your company’s cage code.
9 Given that this project is limited mainly to Electrical and Telecommunication engineering (which is typically just a portion of a larger design effort), and considering that this is a small business set aside targeting companies where much of this segmented primary electrical design work could very well be less than $150K, would the government be willing to reduce or rescind the $150K design fee threshold? Making this small adjustment would increase small business competition greatly and allow companies to showcase highly relevant work listed in the solicitation that might not typically garner fees greater than $150K (such as power studies, arc flash analysis, coordination studies, and RFP development).
(Criteria 1 & 2): The requirement for each project’s electrical design fee to be at least $150,000.00 or more is removed.
The synopsis has been revised. See Synopsis Modification No. 2.
10 The solicitation lists the Principal-in-Charge as key personnel requiring a full resume (SF330 part 1 section E, including block 19) and attachment 2. However, in your response to our question about key personnel resumes on 04 JAN 21, you did not list the Principal-in-Charge as a key member requiring a full resume. Our team would like to include the Principal-in- Charge’s full resume per the solicitation, and would just like to confirm that it will be accepted and evaluated by the selection panel along with that of the Electrical Engineers (2-5 total) and Telecom Engineer (1 total). Please confirm.
(Criterion 2): The Principal-in-Charge is considered as key personnel.
Criterion 2, Submission Requirements, para. 2 states:
“Provide resumes for all proposed key personnel that illustrate experience in the work proposed under this contract. Key personnel are designated as follows…
a. Principal-in-Charge of the Prime A-E firm (1)
b. Electrical Engineers (Minimum: 2, Maximum: 5)
c. Telecommunications (RCDD) (1)”
NOTE:
The Principal-in-Charge is should be an Electrical discipline.
Do not submit a resume for a Principal-in-Charge that is for another discipline.
