CONTAINED HEREIN. THERE IS NO SEPARATE REQUEST FOR PROPOSALS (RFP)
PACKAGE TO DOWNLOAD.
This procurement will result in one Indefinite Delivery/Indefinite Quantity (IDIQ) contract for multi-discipline Architect-Engineer (A-E) services for electrical engineering projects within the State of Hawaii, but may also include work worldwide. These services will be procured in accordance with 40 USC Chapter 11, Selection of Architects and Engineers, as implemented by FAR Subpart 36.6. The IDIQ contract will be for a base period of one year and four one-year option periods (if exercised). The total fee for the contract term shall not exceed $15,000,000.00. The guaranteed minimum for the contract term (including option years) is $10,000.00. Firm-fixed price task orders will be negotiated for this contract. There will be no dollar limit per task order and no dollar limit per year. Estimated start date is August 2021.
This proposed contract is being solicited on a 100% set-aside for small business concerns basis.
The Small Business size standard classification is North American Industrial Classification System (NAICS) Code 541330, Engineering Services. The Government seeks the most highly qualified firm to perform the required services, based on the demonstrated competence and qualifications, in accordance with the selection criteria.
The market research study Sources Sought Announcement N62478ACQ33FY2101 conducted by NAVFAC Hawaii included an assessment of relevant qualifications and capabilities of potentially qualified Small Business, specifically Women-Owned Small Business (WOSB) and Service-Disabled Veteran-Owned Small Business (SBVOSB) firms. As a result of the market research analysis, a determination was made to set aside this procurement under the Small Business Program as a 100% small business set-aside. The NAVFAC Hawaii small business office concurs with this decision.
The type of design and engineering services expected to be performed under this contract are primarily for Request for Proposal (RFP) documentation for Design-Bid-Build (DBB) electrical engineering projects with associated multi-discipline architect-engineering support services for new construction, alteration, and repair of electrical systems and associated facilities. Other design and engineering services may include, but are not limited to, Design-Build (D-B) RFP documentation; engineering investigations/concept studies; Functional Analysis Concept Development (FACD)/charrettes; DD1391 project programming documents; electrical studies;
power quality analysis; calculations/analysis for short circuit, arc flash, relay coordination, and load flow (static and dynamic); and Post Construction Award Services (PCAS). PCAS consists of technical consultation during construction, including, but not limited to, review of construction submittals, site visits, operations and maintenance support information, record drawings, and other miscellaneous services. Projects consist of, but are not limited to, new construction and/or alteration/repair of electrical systems for interior/exterior lighting, emergency power systems, interior telecommunications, electrical distribution systems, power generation, and renewable energy.
All Firms/Offerors are advised that registration in System for Award Management (SAM) Database is required prior to award of a contract. Failure to register in the SAM Database may render your firm ineligible for award. For more information, check the SAM website:
https://www.sam.gov.
The awarded contract will be subject to specific provisions addressing the avoidance of organizational conflicts of interest. The prime firm for this contract will be required to perform throughout the contract term.
The selected firm and its subsidiaries or affiliates may be tasked to assist in the preparation of a statement of work, a plan, or a specification for a construction project. This includes concept design, which includes preparation of project programming documents (DD 1391), facility studies, environment assessments, or other activities that result in identification of project scope and cost. The selected firm, its subsidiaries or affiliates that design or prepare specifications for a construction contract cannot provide the construction services for the same contract.
Interviews may be scheduled with firms slated as the most highly qualified. Firms slated for interviews may be asked to clarify information contained in the SF330 submittal. Elaborate presentations are not desired.
