Amendment No. 0002
RESPONSES TO QUESTIONS SUBMITTED FOR
RFP NO. N62478-19-R-4039 DESIGN-BUILD/DESIGN-BID-BUILD SMALL BUSINESS ROOFING
MULTIPLE AWARD CONSTRUCTION CONTRACT (DB/DBB SB ROOFING MACC),
VARIOUS LOCATIONS, STATE OF HAWAII
Q1. Document 00100 Instruction to Offerors, Section 1.5 Pre-award Survey/Responsibility Determination notes to send (A) Company financial statements (balance sheets) for the past three years and (B) Financial resources available to perform the contract. Document 00110, Evaluation Factors A.1.a.(10) notes a current balance sheet which will be used for responsibility determination. Please advise if only a current balance sheet is required or if 3 years of balance sheets are required along with information on financial resources available to perform the contract.
A1. Submit balance sheets for the past three years (2016, 2017, and 2018).
Q2. Page 10 of the RFP states that the offeror has to meet standard business size of $15 million under the
NAICS Code 238160 - Roofing Contractors. We respectfully request that NAICS Code 236210 – Industrial Building Construction ($36.5 million standard business size) also be considered for the following reasons:
1) Most Roofing contractors in Hawaii are also general contractors which generate their revenue from general contracting operations in addition to their roofing work revenue. Due to this reason, some of us have revenues above the average $15 million per year for the last 3 years. In the case of our company, more than half of our revenue was generated from general contracting projects compared to roofing projects.
2) Having an experience as multi-trade contractor in addition being a roofing specialty contractor would provide an advantage in the design, coordination and execution of the roofing projects. A lot of the roofing projects have electrical, HVAC, plumbing and sheet metal work associated to it.
3) It is our belief that including the NAICS Code 236210 would allow the government to avail wider latitude for the selection of the best qualified candidate for this contract.
A2. The Government determined that NAICS Code 238160 – “Roofing Contractors” is appropriate for this requirement. Also, effective 19 August 2019, NAICS Code 238160 – “Roofing Contractors” size standard has been increased from $15 million to $16.5 million per the Small Business Administration.
Q3. Please provide a drawing or plans that show the existing roof.
A3. As-built plans of Building 3004H (.pdf) are in “B3004H Reroof Seed Project Specs FINAL” Part 6

A5. Core samples will not be provided.
Q6. Ref: Solicitation - (B) Non-Cost/Price Evaluation Factors, 1. Factor 1 – Corporate Experience, (1)
Construction Experience, para iii and (2) Design Experience, para v. Are offerors permitted to use derivatives of the Arial font family as long as it complies with the 11 point requirement for text?
A6. Other derivatives of the Arial font family are allowable so long as it is legible.
Q7. Ref: Solicitation - (B) Non-Cost/Price Evaluation Factors, 1. Factor 1 – Corporate Experience, (1) Construction Experience, para iii and (2) Design Experience, para v. With the 11 point font requirement and 2 page limit, are offerors permitted to reduce the height of individual blocks in Attachment C1 while still maintaining the government’s content and requirements within each block?
A7. Reducing the height of individual blocks in Attachment C1 is allowable so long as it maintains the government’s content and requirements within each block.
Q8. Ref: Solicitation - (B) Non-Cost/Price Evaluation Factors, 1. Factor 1 – Corporate Experience, (1)
Construction Experience, para iii and (2) Design Experience, para v. Are offerors permitted to use a reduced font size for graphics and tables, as long as the font is clear and legible?
A8. Reduced font size for graphics and tables is allowable so long as it is clear and legible.
Q9. Ref: Solicitation - (B) Non-Cost/Price Evaluation Factors, 1. Factor 1 – Corporate Experience, (1)
Construction Experience, para i. Please confirm a project is considered “complete” if all physical construction aspects of the contract have been completed.
A9. Confirmed.
Q10. Ref: Solicitation - (B) Non-Cost/Price Evaluation Factors, 1. Factor 1 – Corporate Experience, (2) Design
Experience, para i. Please confirm the Designer of Record must be the Prime A-E firm for the projects submitted under Factor 1, Design Experience.
A10. Confirmed.
Q11. What is the extent of exterior painting required on the “Seed Project”? Please clarify what areas will require painting. Touch-up paint will not match exactly as the building has faded please advise.
A11. See RFP Part 3 B201009 Exterior Painting and Coatings. Match existing paint color and sheen to the extent practical. The Government understands the match may not be perfect.
Q12. Cool Roof Definition. Project Program, Section 6, B301001 Steep Slope Roofing Systems notes “See Part
6 – Attachments for a definition of a cool metal roofing system”. Please provide that attachment, it was not included in Part 6 – Attachments.
A12. Delete in paragraph B301001: “The new metal roofing system shall be a cool metal roofing system. See
Part 6-Attachements for a definition of a cool metal roofing system.”
Q13. Project Program Section 1.0 Project Description. Please confirm that the last bullet point in the Section
“Building 3004H renovation work includes” should be redlined out. In the bullet points above it is noted in red “will be removed and reinstalled by Government forces.”
A13. Confirmed. All existing electrical and data equipment will be removed and reinstalled by Government forces. Coordinate with Contracting Officer.
Q14. Project Program, Section F, F2010 1.3 Dust Control. “Contractor shall monitor the air before, during, and after the project to ensure that the building occupants are protected from any construction related hazards.”
Please clarify the exact type of monitoring required.
A14. Delete the sentence in F2010 1.3 Dust Control: “The contractor shall monitor the air before, during and after the project to ensure that the building occupants are protected from any construction related hazards.”
Q15. Project Program, Section F, F2020 Hazardous Component Abatement. This section notes that hazardous materials are not present, but also requires the contract to confirm this by testing. Please confirm that if test results come back positive and abatement is required that a contract modification will be issued for the costs associated with abatement.
A15. Contractor is responsible for all costs, material & labor to abatement, remove and properly dispose of all hazardous material found (lead, asbestos, arsenic, etc.) regardless of whether the material was suspected or not.
Q16. Project Program, Section F, F2020 1.10 Molds and Spores. From the limited site visit it is very hard to determine whether or not cleaning of molds and spores will be required and the extent of that cleaning.
Please consider revising this section so that if mold and spore cleaning is required on the surface areas that the Navy will provide a contract modification for the associated costs.
A16. The Contractor is responsible for all costs, material & labor to clean mold and spores, if encountered in way of re-roofing. The extent is limited to surfaces that would be impossible to clean after the roof components are installed (i.e. top of z-purlins).
Q17. Contractor’s laydown area. Could you please provide a diagram that shows where the contractors laydown area will be located and the size of that laydown area.
A17. See attached diagram for the laydown area. The preferred location of the laydown area would be in front of the hangar (NoseDock).
Q18. Please confirm whether or not the lower roofs on the building are to be replaced.
A18. Replace all roofs.
Q19. The building is within the historical plane and typically it is required to match existing in historical areas.
A majority of the roof(s) are corrugated metal, Part 4, Section B301001 1.4.1 a. notes to “Provide with inverted “L” Standing Seam Shape metal panels”. Please confirm that this panel profile is correct for all roof work and will be accepted by the JBPHH EV5 Historic Preservation Architect.
A19. Match existing profile. Provide panel thickness that will span existing supports and uplift, but no less than
22 gauge panels. Provide corrosion treatment per UFC 3-110-03, para. 5-2.5.
Q20. Please confirm whether Registered Roof Consultant or RA per UFC 3-110-03, Section 1-8.11 is required.
A20. Yes, Registered Roof Consultant or PE or RA is required per UFC 3-110-03 (Change 3), Section 1-8.11.
Q21. Project Program Section 2.3.3 Energy Efficiency. Please clarify energy efficiency requirements from UFC
1-200-02. Energy efficiency is typically gained with roof insulation however, ESR B3010003 Roof Insulation and Fill notes “Not Used”.
A21. Delete paragraph 2.3.3 Energy Efficiency.
Q22. ESR B301006 states, Provide new skylight panels. New skylight panels shall match existing in color, profile, and translucency. This may conflict with UFC 3-110-03, Section 1-8.8 if existing doesn’t have skylight curbs per UFC. Also may conflict with IBC Section 2610. Please confirm conform to UFC/IBC or existing condition.
A22. Conform new skylight panels to current UFC requirements.
Q23. The building has in-ground drain lines on some of the downspouts. The project plan notes to put splash blocks on ALL downspouts. Please provide direction on how the in-ground drain lines should be addressed.
A23. Delete sentence in RFP 1.0 Project Description: “Provide new splash blocks at all downspouts”. See RFP section B301005 Gutter and Downspouts, paragraph six: “Add new concrete splash blocks at the base of the new downspouts where required. Where new downspouts terminate into existing drain lines, no new splash block is required. Do not re-use existing splash blocks.”
Q24. Design specifications on PTS Section B30 discusses standing seam metal and structural roof panels systems. These appear not applicable to the scope of work at Building 3004H. Per project description on Part 3 of the RFP, contractors are to match the existing roof; which is a “J” rib type panel. Does the government have a PTS for a 3 foot wide panel and profile as mentioned?
A24. PTS section to match the existing roof panel is not available. See Question #19.
Q25. The existing run of the panel per side is approximately 105 feet long. To install the roofing panel in one continuous piece is a very daunting task to perform. The panels are 3 feet wide and with the height of the building, installing the panels in one piece length is not only extremely difficult but it would be unsafe as well as the metal panels are prone to even the slightest windy condition. During the site visit, it was observed that there are head laps on the existing roof panels, meaning the panels were installed in sections.
Similar previous design build projects completed allowed us to use multiple sections; however we were required to have to a lap 3 purlins gap in length as determined by the designers. Please confirm that this would be acceptable.
A25. Roof panels can be installed in sections. Panel lap requirements must be provided by Designer of Record.
Q26. Since the project is an exposed fastener metal roofing system, a NDL (No Dollar Limit) Warranty is not available. Material Warranty is available. Please confirm that this is acceptable.
A26. Provide 2-year Contractor Bonded Watertight Warranty for labor and material, and a 20-year
Manufacturer Material Warranty for panel, including finish.
Q27. If certain wind uplift rating is required, it is very likely that this would not be able to be met since the wind rating is dependent on the spacing of the existing purlins. Replacing or beefing up the purlins is not included in the SOW. Please confirm that wind requirement beyond what the existing purlins can support will not be required.
A27. Confirmed.
Q28. The project would utilize a crane to load materials and probably to unload the removed existing panels.
Please advise on which of the areas is the contractor allowed to stage, and if security escorts as provided by the government is needed.
A28. See Question #17. Security escorts are required on the flight line side, and will be provided by the
Government. Use of construction equipment on the flight line side needs to be approved. Coordinate with Contracting Officer and Hickam Flight Line Management (post-award).
Q29. The project would also need to utilize a scaffolding stair to access the roof. Please advise on which of the areas is the contractor allowed to stage.
A29. See Question #28.
Q30. B30 General System Description, Part 3, Chapter 6, calls for UFC-1-200-02. UFC 1-200-02 paragraph 2-
1.2 Work in Existing Buildings states that for renovation/sustainment projects “the goal is to improve the performance of the existing building inventory with every investment.” for new construction ASHRAE
90.1 would require a minimum of R-30 insulation and R20 for existing buildings in conjunction with a cool roof and if placed beneath the roof deck at conditioned space. Other than the office spaces which are not directly under the roof, the building is not conditioned. The existing building also has no batt insulation under the existing metal roof. Installation of new batt insulation is not mentioned in the SOW either. Please advise whether a batt insulation should be or should not be installed.
A30. New batt installation is not required in areas where none currently exist. Existing insulation shall remain in place.
Q31. Ref: General. Are any of the lower shed roofs attached to the building included in the project scope for re-roofing?
A31. See Question #18.
Q32. Ref: Part 3 -chapter 6/ESR B30-page 13; Part 4 section B30 page 12 (B301001 1.5.5 and 1.5.7). In reference to the metal roof attachment, does NAVFAC prefer more expensive concealed fastening with independent panel clips to allow for expansion and contraction or the current system in which panels are mechanically fastened directly to the purlins?
A32. See Question #19.
Q33. Ref: Part 3 -chapter 6/ESR B30-page 13; Part 4 section B30 page 12 (B301001 1.5.5 and 1.5.7). Is it acceptable to provide a close standard color match to the Fuller O'Brian (Beachrock) paint color rather than a custom premium color match? Typically manufacturers offer multiple colors in both standard and premium color choices. Custom prefinished colors will require entire coils to be painted at the factory which will result in higher prices and material waste.
A33. The Government will consider a color substitute submittal (post-award) but reserves the right to require the color specified in the RFP.
Q34. Ref: General. Please specify a laydown area near the building on the flightline side of the 3004H. Will the building users allow for a laydown area close to the building to store replacement panels as well as the existing panels that are removed?
A34. See Questions #17 and #28. For a laydown area on the flight line side of 3004H, contractor must confirm with Hickam Flight Line Management (post-award).
Q35. Ref: General. Will we be able to keep a boom truck or crane close to the building as well as a dumpster?
Preferred location of crane is on either side of hangar doors on flight line side, as close to centerline gable as possible.
A35. See Questions #17 and #28. There is room for a dumpster in front of the hangar.
Q36. Ref: Part 3 - Chapter 6/ESR B30 - page 13 B301001. What is NAVFACs's definition of Cool Metal Roof
System? Could not locate it in the Part 6 attachments as stated.
A36. See Question #12.
Q37. Ref: Part 3/1.0 project description vs B201009 exterior paint. How do we determine the defined quantities of peeling and flaking paint removal and repainting at the walls? Project description states, "Touch up exterior painting is required where needed." During the site visit, it appeared that the majority of the exterior walls required painting.
A37. See Question #11.
Q38. Ref: Part 3 B301005 gutters and downspouts page 13 &14. Some of the existing downspouts are pre-manufactured modular with some partially painted or in bare zinc. Others were fabricated in a sheet metal shop in a square profile out of prefinished sheet metal. Can we use the modular profile and have them painted to match even though they may be available in only 26 or 24 gauge?
A38. Provide square, or rectangular profile in 22 gauge. Size and details shall be designed by the Designer of
Record. Color to match existing walls (see Question #11 for similar information on color match).
