REQUESTS FOR INFORMATION & RESPONSES

FOR

RFP NO. NO. N62478-19-R-1520

RM 17-1369 HOTEL PIER REPAIRS AT JOINT BASE PEARL HARBOR-HICKAM, HAWAII

Q1. Section 00100 of the solicitation, paragraph 1.8, Small Business Subcontracting Plan indicates that the subcontracting plan shall be submitted prior to contract award upon request of the Contracting Officer.

Please confirm that the Subcontracting Plan is not required with the bid submission.

A1. The Subcontracting Plan is not required with the bid submission.

Q2. Structural drawings S-108 through S-114 indicate the locations of the underside concrete repairs and the phasing plan. Phase 1 is shown as all work to the north of row F. As there are several repairs which span between rows G and E, please confirm that these repairs may be performed in Phase 1

A2. Repairs may be done in Phase 1. If repairs are conducted outside of the contractor’s fenced area, the contractor shall prevent heavy loads over any repaired area until the repair has been fully completed, including curing time.

Q3. Electrical drawings E-101 through E-107 show the plan view of the electrical work to be performed on the pier. As this work spans the width of the pier, please confirm that the phasing for this work can be modified so the entire width of the pier may be worked on in one phase.

A3. Work involving repair/replacement of conduit containing fiber optic cables at the underside of the pier shall be conducted in Phase 3.

Q4. Structural drawings S-101 through S-107 indicate the locations of the fender system and deck repairs. Note

6 relates to the pad eyes to be replaced on the north side of the pier and is shown on 21 of the pad eyes.

Please confirm that there are only 21 pad eyes needing replacing.

A4. Pad eye repairs only required at locations where NOTE 6 is indicated.

Q5. Note 1 on Structural drawings S-101 through S-107 refers to the fenders on the south side of the pier which are to be removed and disposed of. The note is indicated on 17 of the existing fenders. Should that note also be included on the fenders at bents 4, 8.5 and 92 or are those fenders currently missing?

A5. Fender removal only required at locations where NOTE 1 is indicated.

Q6. Sheets S-119 note 2-What is the thickness of the existing shotcrete? Does the shotcrete extend to MLLW

El 100?

A6. Shotcrete thickness averages 2" beyond the original dimensions of the repaired area plus the repaired area in the existing member. The repaired area in the existing member generally varies from 3” to 4” deep.

Yes, shotcrete extends to MLLW.

Q7. Sheets S-503-Detail A3 Note 1 requires “Remove all unsound concrete and shotcrete” and note 4 requires

“Portions of shotcrete may be sound, however, remove entire shotcrete jacket around pile.” Sheet S-301 notes “Exst previous shotcrete pile repairs, typ location varies” Please provide estimated quantity of piles that require shotcrete removal.

A7. Assume shotcrete covers 70% of repairs shown on S-115 to S-128.

Q8. Sheet S-504 Detail A3 notes “Exst fiberglass jacket (6ft long w/ grout). Detail A1 of the same page shows the bottom at 12” below MLLW and stopping approximately 3” below elevation 103.5 making the new jackets 4.25’ long. Please confirm length of all new pile jackets.

A8. New pile jackets shall extend 12" below MLLW.

Q9. Sheet S-507 Note 3 “Hot dip galvanize entire stanchion assembles after fabrication” Since existing galvanized fabrication cannot be re hot dip galvanized without extensive preparation, please confirm this only applies to the new guard stanchions.

A9. Hot dip galvanize new portions.

Q10. Sheet M-401 to M-406 note “Provide plastic binding, typical for all WW pipe shields see detail B2 M-501

(typ at each bent)” This note only appears on the WW line between grid G and F however there are 3 additional WW lines shown between grid J/H (4”), E/D (14’) and D/C (4”). Please confirm pipe shields bindings are only required on the single 14 WW line.

A10. Provide binding for all 3 lines.

Q11. Are there any pictures of the underside of the pier which could be made available to the contractors?

A11. See Amendment No. 0001.

Q12. Is there an inspection report of the damaged areas which could be made available to contractors?

A12. No.

Q13. Please provide the existing as-builts for the pier.

A13. As-builts not available.

Q14. Structural drawings and tables indicate the dimensions of the repairs to be performed. Please advise the contractor what the average depth of repair is that they should anticipate for bidding purposes.

A14. 3".

Q15. Drawings. M-401 through M-406 show the plan view of all pier underside piping however there are no section details indicating elevation. Please provide us with section drawings so we can understand what clearances there are between the piping systems and the areas to be repaired. The only elevation section on Dwg. M-501 which is drawn to scale is C3.

A15. See photos in Amendment No. 0001.

Q16. Specification Section 01 14 00 Par. 1.2 b. During the site visit there was a noticeable petroleum odor on the pier and a sheen was visible in the water. Please advise the bidders of what measures will be taken to ensure we have no liability for pollution control which was not caused by contractor’s activities.

A16. There is no current release of petroleum from Pier H. Probable source of oil sheen is from the USS

Arizona. Contractor shall protect their work area with oil booms to differentiate any spills generated from the pier repairs and from the spill from the USS Arizona.

Q17. Further, the oil or fuel on the water surface both inside and outside of the existing permanent oil boom would preclude construction work under the existing pier.

A17. Contractor shall account in their bid the first cleanup of oil or fuel in the work area as preparation work. This work may include but not limited to removing the oil/fuel in the work area and cleaning the existing concrete piles, pile caps and floating fenders. Once the contractor protects the work area with oil booms, the contractor will not be responsible for any leakage in the protected work area, not generated from their repair work. Provide photo documentation before and after the first cleanup of the work area.

Q18. How many fueling operation should the contractor expect and how long will those events last?

A18. During the phased construction work, portions of the pier will maintain normal fueling operations.

Schedule for fueling is not released. Port Ops will account for scheduling the fueling operations such that the fueling operations will not be a major impact to the construction work. One week noticed will be provided to the contractor prior to a fueling operation. Normal fueling operations include four trucks and personnel.

Q19. How much advanced notice will the contractor receive prior to any fueling operations on Hotel Pier?

A19. Government will provide seven days advance notice.

Q20. What will be the hot work restrictions during fueling operations?

A20. Contractor shall hire a Marine Chemist to determine any hot work restrictions or other work restrictions.

Fueling operations will be focused on a single riser/valve connection that will be designated as “active” during the phasing plan.

Q21. During the site visit vessel wakes from the Arizona Memorial Tour vessel were present under the pier.

Will the tour boats comply with No Wake restrictions while contractor personnel are working under the pier?

A21. Contractor shall install No Wake sign on pier during under pier operations but should anticipate that wakes will occur during the pier repairs. Due to the schedule of the tour operation to provide a 15 minute turnaround between the memorial and the visitor center, it may be difficult to eliminate the wakes.

Government will assist with communicating with boat operators to limit wakes. If there are any critical operation that require no wake, the contractor shall provide a 72 day advance notice. Tickets to the tours are distributed 60 days in advance and the notice will limit the number of tickets during a specified timeframe but not close down the tour operations.

Q22. Specification Section 01 57 19 The BMPP plan page 7 under “b.” at the top of the page appears to indicate that pile repairs will be complete in pairs and turbidity curtain will be within 10’ of the repair. This will severely hinder project schedule since there is approximately 400 pile repairs. Please clarify this requirement.

A22. A 20-foot depth turbidity curtain would be installed around the immediate work area quadrant. The project area will be segmented into 4 quadrants. The quadrant turbidity curtain would be within ten feet of the outside of the larger work area, and would move with the work to different quadrants.

Q23. Specification Section 01 57 19 AMAP-Page 4 III Monitoring Program Table 1-Please confirm that the

Water Monitoring Supervisor requires 35 years of experience and if so, please provide list of individuals that meet this experience requirement.

A23. The current AMAP requires water quality personnel to meet the specifications listed in Table 1. MRCI and

AECOS should be able to meet this requirement. Other firms may also have personnel able to meet this requirement.

Q24. Specification Section 01 57 19 AMAP-Page 5 Sampling Constituents-Since the contractor has no way to determine if further BMP’s will be required due to the Zn and AL thresholds being exceeded please confirm additional BMP measure will be considered a contract change and change order will be issued to fund these additional measures.

A24. The AMAP does require initial monitoring for ZN or AL, depending on the anodes used. This monitoring will be conducted during pre-construction and post-construction monitoring efforts. These constituents are not scheduled for testing during construction. Results will be compared at the end of the project for NAVFAC Hawaii and DOH CWB to review. If threshold values are exceeded at the end of the project, NAVFAC Hawaii and DOH CWB may consider requiring additional BMPs for future projects. If threshold values are exceeded before the project starts, it is unclear how NAVFAC Hawaii and DOH CWB will respond as this will be a result of background conditions, not the project.

Q25. Specification Section 01 57 19 AMAP-Page 9-First paragraph talks about taking additional DUs if activities other than construction causes turbidity. This will happen at each docking and undocking evolution on the Pier. How should the contractor quantify how many additional tests will be required due to activities outside of the work area?

A25. The Contractor is required to assess their potential to exceed turbidity thresholds. If they expect to exceed thresholds with ship movements, then they shall work with a water quality specialist to assess what additional tests may be required. This would be directly related to specific contractor means and methods and is outside the scope of the general AMAP design.

Q26. Specification Section 01 57 19 AMAP-Page 15 second paragraph-Please confirm that contractor “will subcontract Marine Research Consultants, Inc to perform the AMAP field date analysis and reporting.

A26. See III.1 discussion on organization and responsibilities. Water quality subcontractors must meet these requirements.

Q27. Specification Section 03 10 30.71 Par. 2.1.10. Due to the inherent issues of using bonding agents with formed repair areas, particularly pile jackets, please consider revising the specification to use bonding agent on only repair that do not require formwork.

A27. Follow 03 01 33 for pile jackets. For all other repairs, follow 03 10 30.71.

Q28. Please confirm that Appendix C Small Business Subcontracting Plan is not required to be submitted at bid time.

A28. See answer to Question 1.

Q29. RFP states that Contract Time is 780 Calendar Days after Notice to Proceed. Please clarify if Award and

NTP is expected prior or after RIMPAC. Discussion during the site visit stated that RIMPAC will be between June and August 2020, but construction will not begin till after RIMPAC.

A29. Contract is anticipated to be awarded prior to RIMPAC 2020. On-site construction work cannot start until RIMPAC 2020 is completed. Bids shall be based on all work completed prior to the start of RIMPAC 2022. The 780 calendar days include time for pre-construction and post-construction submittals review and approvals.

Q30. Specification Section 011400 Work Restrictions, 1.2 Special Scheduling Requirements, G. Anticipate berthing of an aircraft carrier at Pier H3/H4 that will disrupt construction for 2 weeks. Please confirm if this disruption is during or apart from RIMPAC. If this is apart from RIMPAC, will the General Contractor need to be completely demobilized from the work area while the aircraft carrier is at berth?

A30. Goal of project is to start on-site construction after RIMPAC 2020 and end all on-site construction work prior to RIMPAC 2022 so carrier berthing specified will not be during RIMPAC.

Q31. There is a phasing plan shown on the drawings. Please confirm that the contractor will have control of the entire space within the phase as shown and there are no working restrictions to the number of bents that can be worked on within the phase.

A31. Contractor will have control over the phased area, however the contractor must permit the Government to access the area if the Government needs access for fueling or other operations. Government will provide seven days notice when access is necessary.

Q32. Does each phase need to be entirely complete and turned over prior to starting work on the next phase?

A32. Yes.

Q33. Sheet C-100 and C-200 show the demolition and site plan for work that takes up the entire width of the front of the pier. Will the G.C. be required to phase the work on the site plan to match the width of Phase 1 and 2?

A33. Phasing is recommended unless there is a timeline when the entire width can be repaired without impacting the fueling operations.

Q34. Sheet C-200 shows existing abandoned utilities (To be plugged). Please verify if the plugging of these abandoned utilities will be done by General Contractor or by owner prior to start of work.

A.34. Done by General Contractor.

Q35. Sheet C-200, Detail C4 shows the detail for the area of excavation with the existing sinkhole. Please confirm that the scope is to excavate the area as indicated on C-100 and fill the excavation with 2500 psi concrete per the detail. Will marine concrete be acceptable as the repair concrete for this scope?

A35. Yes, the intent is to excavate the area around the existing sinkhole and fill with 2500 psi concrete, and top with A.C. pavement to match existing thickness at the area indicated on C-200. Provide concrete fill in accordance with 03 31 01.00 10.

Q36. Specification Section 033101 Cast In Place Structural Concrete for Civil Works references the sink hole.

Subsection 1.1.1.2 Measurement and 1.1.1.3 Unit of Measure reference payment of the concrete to for the sink hole in CY. Proposal schedule does not provide a bid item with quantity and unit price. Please confirm that filling of the sink hole with concrete will be a unit price item.

A36. Delete Specification Section 033101 Cast In Place Concrete for Civil Works Subsection 1.1 Unit Prices.

Filling of the sink hole will not be a unit price item.

Q37. Will Marine Concrete be allowed as the repair concrete material for pile repairs and partial bent beam / pile cap repairs due to forms possibly being submerged in water and thus the need to use a tremie marine concrete?

A37. See 03 01 33 for pile grout. Bent beam and pile cap repair material shall follow 03 01 30.71.

Q38. The Partial Existing Top Deck and Repair Plans S-101 to S-107 states to repaint all guardrail stanchions at all valve pits. Please clarify if repainting is limited to the guard stanchions at valve pits as shown on the schedule on S-507, or if all stanchions at all pits are required to be repainted. Please provide another schedule with all other pits with the number of posts in order to quantify the amount of painting.

A38. Repaint ALL guardrail stanchions at Piers H1-H4. Another schedule will not be provided.

Q39. Specification - Sea Engineering Appendix 3 – Explosive Safety Submission Determination Request –

Letter to NAVFAC, Paragraph 2, call for a broken pile lying against pile 85A will be removed with crane. Please provide more information (Size, length, type, photos etc.) in order to make the correct assessment for removal and disposal? Will pile need to be tested and remediated for hazardous/contaminated material prior to disposal?

A39. See S-127 for pile information. Proper testing for disposal shall be conducted.

Q40. With a crane requirement for the lifting of the broken pile, confirm that the pier will have enough capacity for a crane to be used at the pier.

A40. Contractor is responsible to ensure pier has capacity.

Q41. Repair plan notes state that shotcrete covers majority of bent beams and piles. Please provide a detail that shows the average thickness of the shotcrete and if there is any wire reinforcing within the shotcrete.

A41. See answer to question 6. Assume shotcrete is reinforced with welded wire fabric and ¼” diameter headed anchors at 4” oc.

Q42. Should all GC’s base their proposals on the assumption that all shotcrete repairs do not have (reinforcing, welded wire fabric)?

A42. See answer to question 41.

Q43. Please confirm that removal of shotcrete will be limited repair areas only and that all other shotcrete to remain.

A43. Shotcrete removal limited to repair areas only unless noted in the drawings.

Q44. Please provide under pier photos for the General Contractor to evaluate the existing conditions along with the amount of space between the water and bottom of beams.

A44. Amendment No. 0001. See S-301 for information.

Q45. Document 00110 2.2 Evaluation Factors, requires the General Contractor to submit relevant experience in all 6 work categories spread out into 4 projects for evaluations. If the General Contractor plans to use a subcontractor’s project to show work in a specific work category (i.e. repairing with fiberglass jackets), please confirm that the subcontractor does not need to be the General Contractor of said project. Also confirm that the sub scope of work (if submitted by a sub) for fiberglass jacket does not need to exceed $5,000,000. The number of projects exceeding $5,000,000 for specialty work such as fiberglass jackets or underwater pile repair are very few. Please consider reducing the minimum contract size for 1 of the 4 projects for submission to $1,000,000.

A45. Relevant projects can be submitted from the Prime or a Subcontractor, except for the project demonstrating experience in category (1) repairing underside of concrete spalls of concrete slab, beams or pile caps for piers or wharves, which must be a project performed by the prime contractor applying for this contract.

Subcontractor submitted projects to demonstrate a specific work category experience, does not require the subcontractor to have been a prime contractor for that project but the subcontractor must have been responsible for performing the category of work. The work categories can be less than $5,000,000, as long as the total project exceeds $5,000,000.

Q46. Due to the holiday season and the complexity of this RFP, we would like to request an extension to bid proposal due date.

A46. NAVFAC Hawaii is required to keep the solicitation on the street for 30 days. This solicitation will be on the street for 54 days and the proposal due date is after the holidays. The proposal due date will remain the same.

Q47. SPECIFICATION SECTION 01 11 00 Page 1, SUMMARY OF WORK; Paragraph 1.3 OCCUPANCY OF

PREMISES states, “Adjacent piers will be occupied during performance of work under this Contract.

Occupancy notifications will be posted in a prominent location in the work area.”

QUESTION: It is noted that the work for this project has been subdivided into phases (Plan Sheet S-101) and that work by the Contractor must proceed within those phases. Because of Pinch points within Phase 1 (existing buildings, light poles, etc,) will the Contractor be allowed safe access around those buildings by driving on the opposite side of the pier? Also, how is the Contractor to do work on the Phase 3 portion of the Pier? Will he be granted a safe thoroughfare to Pier H-2 or is access to this Phase limited by Ocean access only?

A47. Where existing structures affects the phasing, the Contractor will be permitted access for travel purposes only outside of the phased area undergoing construction. For example, during Phase 1, the contractor will have access along H1 and H2 provided that their operation does not impact the fueling work or any other Government maintenance work ongoing on those piers. The contractor will not be permitted to park any vehicles outside of their fenced area. Coordinate request for access with the Contracting Officer. In the Contractor’s fenced area, gates shall be located a minimum of 100 feet apart to minimize disruptions to Government operations and to allow Government vehicles to occupy contractor’s working area for travel turn-around purposes and temporary parking. The Government vehicles may be required to park within the contractor’s fenced area to maintain an open fire lane along the pier. The contractor shall accommodate Government requests to maintain the open fire lane.

Q48. SPECIFICATION SECTION 01 11 00 Page 1, SUMMARY OF WORK; Paragraph 1.3 OCCUPANCY

OF PREMISES states, “Adjacent piers will be occupied during performance of work under this Contract.

Occupancy notifications will be posted in a prominent location in the work area.”

QUESTION: Will the Contractor be required to install Security Fencing to enclose each of the Phase of construction as shown in the Phasing Plan on Sheet S-101? If so, How will access be provided to the Military when the Contractor is working on Phase 2 of the Project? Because of the “Pinch Points” listed in 1 above, How does the Contractor protect his work area if the Contractor may be required to allow safe passage for all other Pier operations by the Military? Further discussions and considerations on access and safe accessibility should be reconsidered

A48. See Section 01 50 00, paragraph 3.6. Contractor shall anticipate that the Government may need access into the contractor’s work area for travel purposes. Gates shall be provided to meet travel purposes.

Q49. SPECIFICATION SECTION 01 14 00 Page 1, WORK RESTRICTIONS; Paragraph 1.2 SPECIAL

SCHEDULING REQUIREMENTS Subsection a. states, “Have materials, equipment, and personnel required to perform the work at the site prior to the commencement of the work.”

QUESTION: Please clarify on the interpretation of this statement? Does ALL materials need to be onsite for every phase of the project before any work can be started for Phase I activity? Or can work for each activity be started once all the materials necessary for that activity is confirmed onsite by the Contracting Officer (i.e. concrete forms, rebar, and polymer modified concrete and coatings for the concrete spall repairs)? Again, please clarify the intent on this statement.

A49. Contractor is responsible for providing and scheduling of materials, equipment and personnel to meet the construction schedule. Regarding personnel, please keep in mind the security requirements, background checks, and the timeline to obtain the proper passes to conduct work at Pier H.

Q50. SPECIFICATION SECTION 01 14 00 Page 1, WORK RESTRICTIONS; Paragraph 1.2 SPECIAL

SCHEDULING REQUIREMENTS Subsection b. states, “The facility will remain in operation during the entire construction period. The Contractor must conduct his operations so as to cause the least possible interference with normal operations of the activity.”

QUESTION: We understand the importance of the ongoing requirements of the Military to keep the fuel pier in operation. Can NAVFAC provide the Bidder with sufficient information on how much downtime is anticipated for the 780 calendar day project? Will the Contractor be able to work on the Pier when a fuel barge is docked? Or will all Construction operations need to be terminated while the barge is present? How many other activities during the normal operations of the Pier will the Contractor be required to “Halt” all work and leave the Pier facility?

A50. Fueling operations are not known due to security reasons. Port Ops is aware of this repair project and will try to minimize disruptions. Contractors can anticipate working when a barge or ship is berthed at Pier H provided the Marine Chemist provides the clearance to perform the repair work. Contract documents and amendments indicate disruptions to the contractor’s operations.

Q51. SPECIFICATION SECTION 01 14 00 Page 1, WORK RESTRICTIONS; Paragraph 1.2 SPECIAL SCHEDULING REQUIREMENTS Subsection e. states, “Due to the RIMPAC exercises conducted every even numbered years, the Contractor must anticipate delays and disruption in construction activities for a period of 60 consecutive calendar days during the contract. Disruption may range from complete shutdown of construction activity for a prolonged period of time or periodic short term shutdown of less than a full day, but in no event will all such shutdowns in the aggregate exceed 60 calendar days per calendar year.

This affected period is between 15 May to 30 August of every even numbered year. Bidders must take into consideration such delays when preparing their bids.”

QUESTION: It was noted at the Pre-Bid Site Visit that any Onsite Construction will be delayed till after RIMPAC 2020. With this said, the Contractor will then be forced to contend with RIMPAC 2022 based on the Contract Duration of this Project. Question is then will the Contractor be required to fully demobilize all manpower, equipment, and materials completely off the pier for RIMPAC 2022 or will he be able to just vacate the premises with his Labor forces?

A51. All scheduled on-site work shall be completed before the start of RIMPAC 2022. If for some reason, additional work needs to extend beyond RIMPAC 2022, premises will need to be vacated during the RIMPAC exercises, including all fencing.

Q52. SPECIFICATION SECTION 01 14 00 Page 1, WORK RESTRICTIONS; Paragraph 1.2 SPECIAL

SCHEDULING REQUIREMENTS Subsection g. states, “Anticipate berthing of an aircraft carrier at Pier H3/H4 that will disrupt construction for a maximum of 2 weeks.”

QUESTION: Is the Contractor to assume that during the life of this Project, only ONE occurrence of the presence of an Aircraft Carrier will be encountered? If not, please specify how many times with the Contractor be shut down for two weeks during this project?

A52. Contractors to assume two (2) separate occurrences of the carrier berthing. Each carrier berthing will disrupt construction for 2 weeks.

Q53. QUESTION: Is the Contractor to assume that the present structural integrity of the Pier is sufficient to support the Contractor’s Equipment (i.e. forklift, flatbed trucks, Concrete Trucks, etc.?) Or will the Contractor be required to Structurally improve the Pier working its way outward, for example, during Phase I construction? Is this the reason why Phase 2 is at the beginning of the Pier at H-1 and Phase 3 is the last area to be worked on? Please Clarify?

A53. See answer to question 40. Phasing is due to pier operations.

Q54. Drawing Plan Sheet S-001 – Concrete – Note 1 states, “Surface repair mortar shall be a factory blended surface repair material combined with a polymer type admixture having a minimum compressm: Strength of 5,500 PSI at 28 days and used for repairs where forming is not required and for areas less than 2 square feet.”

QUESTION: Will separate bid item be provided for this work using factory blended surface repair mortar and will the Government provide the Contractor with an approximate bid amount for bidding? Or is this price to be included as part of the lump sum proposal as Part of Bid Item 0001AA? Or as part of bid item 0001AF, 0001AH, or 0001AJ, or all?

A54. No separate bid item. Include in bid items 0001AF and 0001AH.

Q55. Drawing plan sheets S-122 thru S-128 – Pier H Partial pile repair plan, 1-8, respectively, each that includes a legend “at or above waterline pile repair”

QUESTION: Please clarify? Are all these damages listed in the tidal range zone (below MHHW) and therefore will be required to be repaired by an underwater dive team?

A55. S-122 thru S-128 LEGEND Delete "AT OR ABOVE WATERLINE PILE REPAIR" and replace with

"PILE REPAIRS ARE AT VARIOUS LOCATION FROM BOTTOM OF PILE CAP TO 12" BELOW

MLLW". See S-301 for elevations.

Q56. Drawing plan sheet S-505, detail A-1 indicates that there will be crack injection repairs required for this project.

QUESTION: Will a separate bid item be provided for this work and will the Government provide the contractor with an approximate bid amount for bidding? Or is this price to be included as part of the lump sum proposal as part of bid item 0001AA?

A56. See Amendment 0002 for revised Proposal Schedule.

Q57. If an engineering firm was part of the plans and specifications, can they offer a proposal for the actual site work? (conflict of interest)

A57. If an engineering firm prepared part of the plans or specifications, they may still submit a proposal if they did not at any time have access to any information that was not or is not made available to other Offerors.

Q58. Does this project require a USACE permit to work over/in the water? If so, have it been applied for and approved?

A58. A Nationwide Maintenance permit application was prepared and submitted to NAVFAC for their review and submittal to the USACE.

Q59. Does this project require a State of Hawaii 401 water quality certification for this project? If so has it been applied for and approved?

A59. A Blanket Water Quality Certification application was prepared and submitted to NAVFAC for their review and submittal to DOH CWB.

Q60. Is there an AMAP for this project?

A60. AMAP included in specs.

Q61. Phasing plan anticipates that other operations with vessels will be happening during construction. Will there be any fueling operations? If so, does fueling operations require all work in the area to stop? There will be welding of rebar during concrete repairs that will be impacted if a vessel is fueling.

A61. See responses to RFIs #18, 19 and 20.

Q62. Sheet S-301 provides a typical cross section showing an existing concrete fender panel that extends below water on the H3/H4 side. We assume that the concrete fender panel is continuous from pier end to end.

Contractor will need to access the underside of the pier from the H2/H1 side. Please confirm that access from the H2/H1 side will be allowed during the phase 1 work.

A62. Concrete fender panel shown on Sheet S-301 exist only at the locations of the floating fenders. See sheets

S-101through S-107 for locations of fender panels and floating fenders.

Q63. The cross section detail and mechanical sheets show many utility pipes and conduits under the pier that will interfere with the repair of beams and soffits. Please provide a repair procedure to deal with existing utilities that cannot be moved/lowered even when utility hangers in the area are removed. Please confirm that no new temporary bypass of utilities will be required.

A63. For the mechanical piping shown on the mechanical sheets, move pipes as required to conduct repair work without damaging the pipes. Where pipes cannot be moved, the contractor can assume that repair work can be conducted with the pipes in place.
