A33. Detail C4 is drawn at 3/8” = 1’-0” and graphic scale is correctly shown.

Q34. Please clarify the intent of specifying Type V cement for this project. ACI 318 “Building Code” indicates in Tables 4.2.1 & 4.3.1, that for moderate sulfate exposure “class S1” (seawater, Water soluble sulfate (SO4) in soil, percent by weight {0.10 < SO4 < 0.20} or Sulfate (SO4) in water {150 ppm < SO4 < 1500 ppm}) Type II cement is required. Unless the owners are expecting sulfate concentrations greater than “moderate” as defined by ACI 318, there is no need for Type V cement. If higher sulfate is expected, Hawaiian Cement can offer Type II cement with Class “F” fly ash to improve the sulfate resistance. Section R4.3 (Requirements for concrete mixtures) of ACI 318 states “The use of fly ash (ASTM C618, Class F), natural pozzolans (ASTM C618, Class N), silica fume (ASTM C1240), or ground-granulated blast-furnace slag (ASTM C989) also has been shown to improve the sulfate resistance of concrete.” The footnote on Table 4.3.1 states “‡For seawater exposure, other types of portland cements with tricalcium aluminate (C3A) contents up to 10 percent are permitted if the w /cm does not exceed 0.40.” Again, there is no requirement for type V. Remember that type V cement is for sulfate resistance only and does not improve resistance to chemical attack (acids) or corrosion (hydrogen sulfide in sewage treatment). If this is the intended purpose for the Type V cement, again, the addition of class “f’ fly ash can greatly improve chemical and corrosion resistance by decreasing the permeability of the concrete.

A.34. See answer to Question 7.

Q35. Bypass, C-003. Government provide bypass pumping gallons per hour at existing wetwell, SMH C5 to C3 and SMH D12 to New SMH109.

Field Screening Test - Is there a specific field test recommended to screen for PCCBs that meets the listed requirements (capable of detecting PCBs down to at least 1 ppm, with less that 5 percent false negatives, and providing on site results within 2 hours of taking sample)?

A43. Yes, the RaPID Assay field test should be capable of achieving the required detection limit within the time frame required.

Q44. Environ, 02 61 23. Paragraph 3.3.4 Excavation Limits - The contaminated area map (G-008) and contaminated area plot plan 1 (G-009) identify the horizontal limits of PCB-contaminated soil. What are the vertical limits of PCB-contaminated soil? According to the contaminated area plot 1 (G-009), PCB-contaminated soil extends beyond the boundary of the pump station project site; is Paragraph 3.3.4 requiring excavation for the entire PCB-contaminated area shown on G-009, or only contaminated soil within the project site boundary, or only material within the project site that requires disturbance to construct the project?

A44. Refer to figures showing sampling results at selected depths. Paragraph 3.3.4 is referring to the excavated material within the project site that requires disturbance to construct the project.

Q45. Environ, 02 61 23. Paragraph 3.5.2 Disposal - PCB-contaminated soil (greater that 50 mg/kg) that must be disposed of at a TSCA regulated landfill cannot be disposed on-island and must me shipped to a mainland facility. Since PCBs were detected up to 170 mg/kg, the quantity of PCB-contaminated soil to be shipped to the mainland cannot be determined. For pricing purposes, does the government have an estimated quantity of PCB-contaminated soil that will require shipping to a TSCA regulated landfill?

A45. The estimated quantity of PCB-contaminated soil that will require shipping to a TSCA regulated landfill is

550 cubic yards for the Base Bid and 600 cubic yards for Bid Option 3.

Q46. Abandonment, Volume II, C-101 to C-111. Contractor request government furnish as-builts for existing

Gravity Sewer Mains shown on the referenced drawings.

Hawaii has Sewer System maps which indicate manhole ID's, distance between manholes, top of manhole elevation, manhole invert elevation, and pipe size.

Q47. Why is Type V cement specified for this project and for this particular applications?

ACI 318 “Building Code” indicates in Tables 4.2.1 & 4.3.1, that for moderate sulfate exposure “class S1” (seawater, Water soluble sulfate (SO4) in soil, percent by weight {0.10 < SO4 < 0.20} or Sulfate (SO4) in water {150 ppm < SO4 < 1500 ppm}) Type II cement is required. Unless the owners are expecting sulfate concentrations greater than “moderate” as defined by ACI 318, there is no need for Type V cement. Please refer to the attached copy of ACI 318 Tables 4.2.1 & 4.3.1. If higher sulfate is expected, Hawaiian Cement can offer Type II cement with Class “F” fly ash to improve the sulfate resistance. Section R4.3 (Requirements for concrete mixtures) of ACI 318 states “The use of fly ash (ASTM C618, Class F), natural pozzolans (ASTM C618, Class N), silica fume (ASTM C1240), or ground-granulated blast-furnace slag (ASTM C989) also has been shown to improve the sulfate resistance of concrete.” The footnote on Table

4.3.1 states “‡For seawater exposure, other types of portland cements with tricalcium aluminate (C3A) contents up to 10 percent are permitted if the w /cm does not exceed 0.40.” Again, there is no requirement for type V.

A47. See answer to Question 7.

Q48. Does the design team want class “F” fly ash added to the concrete to improve resistance to chemical attack (including sulfate) and corrosion?

A48. See answer to Question 7.

Q49. During the site visit, we observed that there are two temp bypass pumps are in the process to be installed in order to isolate / take out existing pump station out of service. Will the government take care of the bypass system including all associated costs related to bypass for the entire duration of the project?

A49. No, the Government will not take care of the bypass system. The Contractor will be responsible for providing the bypass system.

Q50. For existing aboveground fuel tank: Please provide anticipated residual quantities of fuel and sediment

(please see attached picture).

A50. Aboveground fuel tank will be full. The Contractor will need to empty the tank and provide new tank with full tank of fuel.

Q74. At the official site visit, attendees viewed significant amount of abandoned equipment and other materials not shown on the demolition plan sheets, C-102 through C-106. Will NAVFAC remove the abandoned equipment and material or will it become the property of the Contractor?

A74. All equipment in the abandoned industrial waste treatment facility will be the Contractor's responsibility.

All equipment in the pump station and emergency generator areas will be removed by others. All equipment in the C & P lot will be removed by others.

Q75. After review of the contract documents, it is apparent that the installation of the new 42” sewer line from existing manhole D12-A which will run west down South Avenue (approximately 3,300 linear feet) will be challenging via open cut methods because of the high ground water, permeable soils, hard rock/soils, and proximity to existing structures. Would the Department of the Navy consider microtunneling an acceptable method of installing the 42” South Avenue sewer line? Providing the option to install the South Avenue sewer line via microtunneling would likely result in a reduced installation cost.

A75. The Contractor's bid shall be based on the contract drawings and specifications.

Q76. Contractor requests postponement and extension of the question and answer period for a period to include:

1. Government furnishes as-builts for Buildings 1358, 1385, 1587, 1657, 1658, 1871, and generator fuel tank containment.

2. Question and Answer period of two (2) weeks after government furnishes as-built drawings.

3. Two (2) week bid period after response to questions and answers. This proposed extension will allow for proper engineering analysis of the existing wet well and building demolition conditions that are unknown to the Contractor at this time.

A76. 1. See answer to Question 4.

2. No additional extension besides the original 2 week extension will be granted.

3. See Amendment No. 0002.

Q77. Paragraph 3.3.6.1 (per Amd1) – Indicates analyzing a minimum of one multi-increment sample for every

400 cubic yards of soil to be disposed, yet also references testing samples in accordance with Section 01 74

19. For PCBs, Section 01 74 19 indicates 1 sample per 20 cubic yards of surplus soil. Please clarify the discrepancy.

A77. Refer to amended Section 01 74 19 issued under Amendment No. 0001.

Q78. Specification Section 101400 (Part 2 -2.2.1) – Interior Signage calls for extruded aluminum signs.

However, signage details on Plan Sheet A-603 indicate melamine plastic signs and standard aluminum signs. Which is correct?

A78. The safety hazard signs should be aluminum. The room signs should be melamine. C1 and B1 are melamine with raised lettering. Signs C2 and B2 should be aluminum.

Q79. Specification Section 104416 – Fire extinguishers call for 10-lbs fire extinguisher only. However, life safety plan on Plan Sheet F-102 indicates to provide a fire extinguisher in cabinet in Storage Shed. Which is correct.

A79. Provide fire extinguisher with cabinet for the storage shed.

Q80. Specification Section 104416 – Fire extinguishers. We don’t see any fire extinguishers other than in the

Storage Shed. Are fire extinguishers required in other locations? Please advise.

A80. Portable fire extinguishers are not required for the Pump Station Building. One fire extinguisher is required for the storage shed as shown on F-102.

Q86. Section 31 23 00.00 20 1.8.2 Dewatering Work Plan notes “the use of vibratory equipment or vibratory hammers to install or extract sheet piles, predrilling, excavating, and shoring is prohibited.” Additionally, 3.1.3.e indicates the use of vibratory equipment is not allowed. This is inconsistent with standard practices of installing and extracting sheet piles which are identified as a sheeting/ shoring option in Subsection

3.1.3. Please eliminate the restrictions on use of vibratory equipment as it limits the contractor’s means and methods of performing this work.

A86. Due to the presence of loose and submerged granular fill at the site, the use of vibratory equipment for sheeting and shoring installation or extraction is not recommended.

Q87. Section 31 23 00.00 20 1.8.2 Dewatering Work Plan notes “the use of vibratory equipment or vibratory hammers to install or extract sheet piles, predrilling, excavating, and shoring is prohibited.” In order to construct shoring system to safely construct the pump station, predrilling or drilling will be required in order to achieve adequate depths for shoring stability and groundwater cut-off. Please eliminate the restrictions on predrilling or drilling.

A87. See Amendment No. 0003 for edits to Section 31 23 00.00 20.

Q88. Will the contractor be allowed to utilize the new 7.5 Ton Bridge Crane and Monorail Hoist in the installation of the new pumps, piping and equipment?

A88. Yes.

Q89. Can an odor control manufacturer provide a biotrickling filter system with an EBRT lower than 15 seconds if they provide data from 3 or more systems in operation to qualify their design to meet the specified performance guarantees listed in the specification?

A89. An EBRT of less than 15 seconds is acceptable if the manufacturer meets all other performance requirements included in the specifications.

Q90. Specification section 33 30 00, paragraph 3.1.3.5.1, Jointing, which starts on page 18 of the section, at the top of page 19 the first complete sentence reads, “Provide dewatering system to draw down groundwater level below bottom of the pipe trench.” Paragraph 3.1.3.5 which preceeds this sub-paragraph states in part, “Installation of the pipe and fittings shall be in accordance with the drawings and specifications, and pipe manufacturers recommendations.”

We have had discussions with the pipe manufacturer and they have advised us that it is totally permissible to install and make up the pipe joints in the wet or underwater.

Please revise the specification to eliminate the requirement that a dewatering system be provided to draw groundwater level below the bottom of the pipe trench. There will be 7’ + of groundwater above the trench bottom at SMH C4 which will also likely be contaminated. The geotechnical conditions at the site would indicate that groundwater flows through the subgrade are highly likely. Attempting to remove this much water, which will likely percolate easily back into the trench once a dewatering effort is started, will be very costly and developing a system to maintain the trench in the dry may not even be possible to accomplish in the end.

A90. Although pipe and joints may be installed in the wet or underwater, dewatering is still expected to be required for the installation of gravity sewer lines. Grading, setting pipe inverts, placement of bedding material, and other steps necessary for gravity sewer line installation are expected to require the trench to be dewatered.

Q91. Please consider providing more time to bid the subject project. The additional time required for distributing project documents in compliance with DFARS 252.204-702 to interested subcontractors and suppliers, especially the small business community, is a challenge. This challenge will require additional time to provide our subs and suppliers reasonable time for review and pricing prior to the bid date.

A91. See Amendment No. 0002.

Q92. This is in regards to P-210, P-220, P-203, and P-240. Do you have the motor FLA? Are these existing and remaining? If so, any pictures available? Concerned that these are possibly slow speed motors and the FLA would exceed the standard 400HP VFD ratings. It’s paramount that we obtain the FLA.

A92. Pumps P-210, P-220, P-230 and P-240 on drawing P-103 are new pumps. The existing pumps in Building

1358 will be removed. The motor FLA for the new proposed pumps is 445 amps.

Q93. If excavated soils are sampled and tested for reuse onsite, what are the applicable site-specific Hawaii

Department of Health Tier 1 Environmental Action Levels (unrestricted or commercial/industrial) to be used for allowing reuse of the soil onsite?

A93. Unrestricted.

Q94. SECTION 01 74 19 Paragraph 1.9.1 states “Redeposit excavated petroleum contaminated soil in same area and depth that was originally encountered, to the maximum extent practicable.” However, SECTION 02 61 13 describes procedures for excavation and handling of contaminated materials and Paragraph 3.3.1 states that “Areas of contamination shall be excavated to the depth and extent shown on the drawings”. Since petroleum contaminated soil is shown on the drawings, there is confusion as to whether the petroleum contaminated soil can be redeposited back in the excavation or needs to be sampled and tested for reuse or offsite disposal.

A94. Petroleum contaminated soil can be re-deposited back in the excavation if soil meets Department of Health

Tier 1 Environmental Action Level for unrestricted use, or if returned to the same location and depth where the soil was removed. Soil needs to be sampled and tested for reuse and for off-site disposal.

Q95. Drawing G-010 shows the footprint of ERN site (Former Navy Public Works Center Industrial Waste

Treatment Plant) and indicates that soil excavated within this footprint shall be handled as CERCLA waste.

Please clarify if all excavated soil within this footprint must be disposed offsite as CERCLA waste, or if non-surplus soil can be reused onsite if appropriate sampling and testing results confirm contaminant levels are below the Hawaii Department of Health Tier 1 Environmental Action Levels?

A95. Non-surplus soil can be reused on-site if soil meets Department of Health Tier 1 Environmental Action

Levels for unrestricted use, or if returned to the same location and depth where the soil was removed.

Q96. On Drawing G-008, the top box in the legend (dotted) indicates contaminated soil and presence of free phase product – what are the identified contaminants in this soil?

A96. See Amendment No. 0003 for amended drawing G-008.

Q97. On Drawing G-008, for the areas identified as contaminated soil (TPH-DRO, TPH-LRO) – were any other contaminants (other than TPH) detected in these areas?

A97. See Amendment No. 0003 for amended drawing G-008.

Q98 Section 32 31 13 Chain Link Fence and Gates paragraph 2.2.6 Top Rail and 2.2.7 Bottom Rail are said to be provided however in the drawing they are not shown. Please confirm if a top and bottom rail are to be provided for the fence and gates.

A98. Provide top rails and bottom tension wire for fence. Provide top and bottom rails for gates.

Q99. Section 32 31 13 Chain Link Fence and Gates paragraph 3.2.2.2 Top and Bottom Tension Wire are said to be provided. Is this in addition to the Top and Bottom Rails? Please confirm if both top and bottom rails and top and bottom tension wires are required for the fence and gates.

A99. Provide top rails and bottom tension wire for fence. Provide top and bottom rails for gates.

Q100. Section 33 30 00 Sanitary Sewers, Gravity p2.1.3.2 calls for the bolts, nuts and gaskets for flanged connections for ductile iron pipe to be stainless steel. There is no such requirement for ductile iron pipe in sections 33 11 00 Water Utility Distribution Piping or 33 34 00 Wastewater Piping, Pressure. Is this the intent or should stainless steel bolts, nuts and gaskets be used in these sections as well?

A100. Yes, provide Type 316 stainless steel bolts and nuts for all ductile iron flange pipe.

Q101. There are no details or specifications for the wall pipe. Are wall collars sufficient or is thrust collars required?

A101. Provide wall collar for pump suction pipe wall penetration.

Q102. Section 14 10 00 Dumbwaiter paragraph 1.1 lists ASME A17.1 and ASME 17.2 as a few of the governing codes for the dumbwaiter and 1.3.2 indicates that installation needs to be supervised by a certified elevator technician. Dumbwaiters are governed by ASME B20.1, as they are not elevators. Please revise specification to correctly address requirements and codes applicable to dumbwaiters in lieu of elevators.

A102. Per the request "Please revise specification to correctly address requirements and codes applicable to dumbwaiters in lieu of elevators.", although B20.1 is a safety standard for conveyors and related equipment, A17.1/CSA B44 is the safety code for dumbwaiters as explicitly stated within the ASME and its description. Spec section will not be revised because ASME A17.1 2016 edition is NAVFAC’s currently adopted code.

Q103. Volume 2 Drawing CU-105 shows the demolition of an existing 24” sewer line that conflicts with the location and elevation of the new 42” sewer line. Please confirm it is the contractor’s responsibility to provide a temporary by-pass at this location from SMH C9 to the existing 30” sewer line to maintain current flows until the new 42” sewer is complete and operational.

A103. The Contractor shall provide temporary bypassing of wastewater flows from SMH C9 to the existing 30" sewer line until the new 42" sewer is operational.

Q104. Volume 2 Drawing CU-107 shows the demolition of an existing 8” sewer line that conflicts with the location and elevation of the new 42” sewer line. Please confirm it is the contractor’s responsibility to provide a temporary by-pass at this location from SMH D2 to the existing 30” sewer line to maintain current flows until the new 42” sewer is complete and operational.

A104. The Contractor shall provide temporary bypassing of wastewater flows from SMH D2 to the existing 30" sewer line until the new 42" sewer is operational.

Q105. We previously provided technical specifications for the Flygt pump model NZ3400 to HDR during the design phase of the project. In reviewing the project plans and specifications, we noticed three concerns with the bid documents to bring to your attention for consideration:

The contract drawing P-103 shows a flange coupling adapter but no service inlet. Attached is the info on this inlet for the Flygt NZ3400.

The specification 221329-2.2.13.1 Pump maintenance Service Cart calls for a roll-back service cart, which is used for the smaller <100hp pumps, but a controlled hydraulic sled is used for the much heavier Pearl Harbor pumps. The drawings are correct for this hydraulic sled, but the specs indicate “roll back” which we don’t do for safety reasons due to the weight of the pump assy.

We recommend the following language replace the existing section:

2.2.13.1 PUMP SERVICE CART AND SERVICE INLET
