About this file

This is an Invitation for Bid (IFB) N62473LO11257 for a Department of the Navy Agricultural Lease at the NWS Seal Beach Detachment Fallbrook, California. The bid due date and opening have been changed to December 11, 2025, at 10:00 AM Pacific Time, with interested bidders able to attend a TEAMS conference call. The lease covers grazing rights on naval base pastures, with the Navy managing Animal Unit Months (AUMs) rather than specifying a fixed number of cattle heads.

Key details include a lease start date of January 1, 2026, with no minimum monthly AUM requirement but expectations for coordination with the Navy on grazing dates and maintaining pasture infrastructure. The historical AUM data provided shows varying cattle usage from 2017 to 2025, with no cattle present in 2015-2016 due to a tomahawk fire. Potential bidders must submit inquiries to Elizabeth Galindo via email by December 4, 2025, at 10:00 AM Pacific Time, and must complete security vetting, access badging, and hazard control briefings prior to cattle deployment.

INVITATION FOR BID N62473LO11257

DEPARTMENT OF THE NAVY AGRICULTURAL LEASE

PARCEL 4A01 NWS SEAL BEACH DETACHMENT FALLBROOK, CA

1) The bid due time and bid opening have changed to December 11, 2025, at 10:00 AM Pacific

Time.

2) Interested bidders may attend the meeting at 10:00 AM Pacific Time, TEAMS Dial in by

Phone (858) 980-0000 Phone Conference ID: 357 780 375#

3) The following are questions from interested bidders:

1. What are the minimum amounts of units that are required to be on the lease per month? No minimum AUMs per month, but Lessee is expected to coordinate with the Navy for on/off dates and meet the minimum AUMs for the entire grazing season unless climactic factors prevent it.

2. 1200 hd is used through documents when 1200 hd of cattle or units is a far greater number than the 7,500-acre naval base pastures can properly maintain.

The Navy manages Animal Unit Month (AUM) and not number of head (hd). The AUM number is for the entire grazing season (e.g. 300 AUM per month, for 4 months=1,200 AUMs for the season. Number of AUMs per month and number of months grazed will vary each year.

3. How soon would it be expected to have cattle turned out if an individual was awarded the lease? The lease starts on January 1, 2026. There is currently sufficient Residual Dry

Matter, and sufficient fall precipitation to allow deployment of cattle soon after the start of the lease term. Requirements such as security vetting, access badging, and hazard control briefs, as applicable:

number of AUMS; etc., will need to be coordinated with the Lessee prior to deployment of cattle. The

Lessee is also expected to ensure pasture infrastructure is appropriately maintained (e.g., fencing is cattle-tight) prior to deploying cattle.

4. Are there stranglers out in the piece of property up for bid, that the last Lessee left out at the pastures? To the best of the Navy’s knowledge there are currently no strangler cattle.

4) All inquiries concerning any part of the IFB shall be made to Elizabeth Galindo via email elizabeth.galindo1.civ@us.navy.mil . Inquiries and Requests for Information (RFI) shall be submitted via e-mail no later than December 4, 2025, at 10:00AM Pacific Time. No further questions will be allowed after this date and time.

5) The historical AUMs requested by interested bidders. (attached page 4-5) mailto:elizabeth.galindo1.civ@us.navy.mil
