Request for Information (RFI) dated October 26, 2021

RFI 1: As it pertains to the referenced solicitation released 07 October 2021, we respectfully requests clarification to the following question:

While the identified states where the bulk of the work is expected to be CA, AZ, NV, CO, NM and UT but may include work worldwide; can you please clarify what is expected to be submitted in order to address the following solicitation requirement as it does not seem as though one certificate can satisfy this requirement, “Firms must submit proof that they are permitted by law as required by FAR 36.601-4(b). If a firm is in a jurisdiction that requires AE firm registration, the firm must provide proof of registration. If a firm is in a jurisdiction that does not require AE firm registration, the firm must provide proof eligibility to practice (e.g., a summary explaining eligibility under the laws of that jurisdiction).”

Government Response 1: “Per the synopsis, the submission requirement is determined by where the firm is located: If a firm is in a jurisdiction that requires AE firm registration, the firm must provide proof of registration. If a firm is in a jurisdiction that does not require AE firm registration, the firm must provide proof eligibility to practice (e.g., a summary explaining eligibility under the laws of that jurisdiction). The statement of the contract may include work worldwide does not change submission requirements.”

RFI 2: How many Past Performance PPQ’s are expected?

Government Response 2: Per the synopsis, Submit an A-E Contractor Performance Assessment Report System (CPARS), or a Past Performance Questionnaire (PPQ) evaluation for each project submitted under Criterion 2.

RFI 3: Are we required to have licensed Surveyors in all states requiring services?

Government Response 3: Per the synopsis, 1) The prime A-E Firm shall have a minimum of one (1) professionally registered Land Surveyor on staff, in addition to the Project Lead and 2) PROFESSIONAL REGISTRATION/ACCREDITATION is defined as Professional registration/license/ accreditation in one or more of the 50 United States and its territories.
