ARCHITECT-ENGINEERING SERVICES INDEFINITE DELIVERY
INDEFINITE QUANTITY CONTRACT
FOR SURVEYING AND MAPPING
Request for Information (RFI) dated April 27, 2022
RFI 1: Should we use the same secured drop box instructions from our original proposal submittal to upload our revised proposal? If not, can you please provide details on how to deliver our revised proposal by the May 5 due date?
Government Response 1: Yes. Offerors should follow SF-330 Submission Requirements in the Synopsis for submitting their responses.
RFI 2: Amendment 3 states that a draft Small Business Subcontracting Plan (SBSP) is NOT required from small businesses—it goes on to say that the Small Business size standard classification is $16.5 M (or less) for the NAICS 541370, Surveying and Mapping classification.
Does this mean a small business is classified as anything earning less than $16.5 M in gross annual receipts?---or does a Small Business need to be a company with an average of $16.5 M or less over a 3-year average period? Either way, H&A qualifies as a Small Business under the $16.5 M in annual earnings. Do we need any type of proof or SBE certification to prove our status as a small business? And can you please confirm that we are NOT required to submit the SBSP template provided by NAVFAC if we qualify as a small business?
Government Response 2: The Small Business category is a self-certifying designation. Please consult with the SBA regarding how to determine if your firm qualifies as a Small Business for this NAICS/Size Standard.

In addition, slated and/or selected firms will be required to complete the representations and certifications in the SAM database and will have to attest to their small business size for this
NAICS.
A draft subcontracting plan is not required for Small Business firms.
RFI 3: Can we please get a fillable copy of the DBE form?
Government Response 3: The SBSP (PDF) form provided can be edited so you can fill in the information.
