IDIQ for Mechanical, Electrical, Plumbing, and Fire Protection AE Services
NAVFAC SW
Requests for Information (RFIs) dated October 5, 2021
RFI 4: For the secondary and support services which may be required, do we need to include the SF330 Part II information for the cost estimation, incidental architectural, civil, structural, geotechnical and environmental firms that we may possibly use for this contract in the proposal?
Government Response 4: Yes, a separate Part II is required for each firm that will be part of the team proposed for a specific contract and submitted with Part I. If a firm has branch offices, submit a separate Part II for each branch office.
RFI 5: For Criterion 2, All relevant projects shall have a professional fee of $250,000 or more. Does the professional fee mean the total professional fee which includes prime and/or sub-consultants' fees? Or is the professional fee only for mechanical and electrical disciplines that worked on the projects?
Government Response 5: The professional fee is the total project cost.
RFI 6: In Criterion 3, some of the completed projects only have interim submittal CPARS/ACASS and the final
CPARS/ACASS have not been received from the clients. Will NAVFAC accept an Interim CPARS/ACCASS? If not, can we provide a PPQ?
Government Response 6: Yes, if a completed CPARS/ACASS evaluation is not available, firms may submit the Past
Performance Questionnaire (PPQ) completed by the client. Interim CPARS/ACCASS evaluations will not be accepted.
RFI 7: If we are a sub to a prime consultant can our prime consultant write the PPQ?
Government Response 7: Firms participating as team members shall not complete a PPQ for each other. As stated in the Synopsis, “PPQ evaluations that are completed by a team member identified in Part I, Section C of the SF-330 are considered interested parties to this solicitation and will not be evaluated.”
RFI 8: Can Program Manager be the Alternate Quality Control Manager and/or Lead Engineer?
Government Response 8: This Program Manager position is distinct from that of individuals who are responsible for managing individual task orders/projects under the IDIQ contract or special programs (QC, Sustainable Design, etc.). See Amendment 01 dated October 5, 2021.
RFI 9: Since a CPARS/ACASS is written for the prime consultant, can a sub-consultant on the Prime’s team use the
CPARS/ACASS as part of their submittal if they worked on the project?
Government Response 9: Yes, the subcontractor could submit the prime consultant’s CPARS evaluation. However, the subcontractor’s performance on the project must be specifically described on the CPARS evaluation. If not, the
PPQ would be the more appropriate method for the subcontractor to demonstrate their past performance on the project.
