IDIQ for Mechanical, Electrical, Plumbing, and Fire Protection AE Services

NAVFAC SW

Requests for Information (RFIs) dated September 28, 2021

RFI 1: Please better define the “‘professional fee’ of $250,000 or more” statement. Does the “professional fee” mean the fee of the entire design team for the project if our firm was either the Prime Consultant or Subconsultant, or is the “professional fee” the fee for our relevant services (Mechanical, Electrical, Fire Protection) and possibly including any of our Subconsultant fees?

Government Response 1: The professional fee is the total project cost if the Offeror was either the prime contractor or subcontractor on the contract.

RFI 2: Please clarify the following requirement, “A minimum of one (1) project shall demonstrate relevant self-performed (see definition) experience with the preparation of a Request for Proposal for Design-Build for a new building HVAC system or the renovation/repair of an existing HVAC system.” Per the paragraph above this statement, this project shall have a professional fee of $250,000 or more. This seems like a very high fee amount for a Request for Proposal for Design-Build preparation project. Please verify if it is the intent that the fee be at least

$250,000 for this type of project given that the fees for RPF preparation is typically 25% to 50% of a full Design-

Bid-Build fee.

Government Response 2: The fee of $250,000, as mentioned in the paragraph identified in RFI #2, is accurate.

RFI 3: Will the submitting firm need to be able to provide all the services mentioned or can you submit to specific services only?

Government Response 3: The requirement is to provide all services as identified in the Synopsis.
