About this file

This document is a Request for Information (RFI) Questionnaire related to a federal contract opportunity to replace an intermediate pumphouse and two reservoirs at the Naval Air Weapons Station in China Lake, California. The contract is anticipated to be a $50M-$100M Design-Build project with a 910-calendar day period of performance. The government is seeking industry feedback on the potential use of a Project Labor Agreement (PLA) for this construction project. The questionnaire asks respondents to provide details on their entity type, availability of specialized contractors, union/non-union labor, interest in the project, experience with PLAs, wage rate comparisons, potential cost impacts of PLAs, and timing considerations for PLA negotiations. The government will use the responses to determine if a PLA is appropriate to advance economy, efficiency, and labor-management stability for this federal procurement.
