AMENDMENT 0001
1. The purpose of this amendment is to respond to RFI Quesitons as follows:
RFI Responses
FY2020 LEADERSHIP DEVELOPMENT, COACHING/MENTORING SERVICES FOR GS13/14
SUPERVISORS AND FACILITATION SERVICES AT NAVAL FACILITIES ENGINEERING COMMAND
SOUTHWEST
Q1 Requests for Information (RFI) shall be submitted No Later Than 2:00 PM Pacific Daylight Time (PDT) on 15 July 2020. (PAGE 3) However, on the SF 1449 block 8, it states the following “OFFER DUE DATE/LOCAL TIME 02:00 PM 31 Jul 2020.
15 July 2020 was the deadline to submit Requests for Information (RFI) questions. The SF 1449 block 8 is the deadline to submit proposals.
Q2 Would the Navy consider allowing all the services specified in the solicitation to be delivered virtually/remotely?
Yes, virtual classes would be acceptable.
Q3 Given the impact of COVID-19 on the work locations and schedules of federal employees, is it expected that training sessions will still be delivered on-site in San Diego?
Until all COVID-19 concerns are alleviated, on-site in-person training sessions are not expected.
Q4 Is there a likelihood that monthly training sessions will be offered virtually?
Yes, virtual sessions would be preferred given the current health and safety environment.
Q5 Will participants have completed OPM’s Leadership 360?
Currently there is no time line for GS13s to complete a 360 degree assessment.
Q6 Are there other assessments that will be administered to participants to support learning around the OPM competencies?
No other assessments are planned at this time.
Q7 Are the proposals to be submitted directly to you via email?
Proposals shall be submitted only electronically via email to the Point of Contact (POC), Sean Barbosa, e-mail at sean.barbosa@navy.mil.
Q8 How many people are planning to attend each class?
Approximately 30 people per class (2 classes).
Q9 How many iterations are needed throughout the year?
There will be 12 iterations, one per month.
Q10 Is it the same group of people the whole time?
Yes, there will be two groups of 30 GS13s to participate in the classes.
Q11 How many people?
There will be two groups of 30 GS13s to participate in the classes.
Q12 When is delivery expected?
Fiscal Year 21 (Oct 2020-Sept 2021)
Q13 We are unclear on the scope and tie in between Service Tasks 3.1 and 3.3?
o 3.1 asks for 12 one day training sessions to be held monthly for GS 13/14's.
o 3.3 seems to ask for 8 additional one day meetings with the Business Director and Strategic &
Future Requirements Director o Is 3.3 meant to be a series of 1 day meetings in order to plan 3.1 training sessions? Or are 3.3 something separate for with different objectives?
o Are the meetings in 3.3 supposed to be completed before the sessions in 3.1?
Task 3.1 refers to the classroom training sessions, which meet once a month for 12 months.
Task 3.3 refers to facilitation services; meetings with the Business Director and Strategic & Future Requirements Director are to discuss content of the Executive Steering Group off-site meetings
Task 3.1 and 3.3 are not related.
Q14 Is there a revenue limit that cannot be exceeded to meet set aside limits?
Refer to SBA.gov for set aside limitations.
Q15 Number of participants anticipated for:
1. the 12 monthly sessions (task 3.1) 30 people per group
2. the 8 facilitation meetings (task 3.3) Approximately 15 people.
Q16 If participant count is greater than 20 for either group, are all participants expected to meet in one large group or multiple, smaller groups?
The expectation is to meet in one large group.
Q17 If a training classroom will be held at a site other than 937 North Harbor Drive, San Diego, will NAVFAC SW secure and pay for that facility directly or is that part of our role as Contractor?
NAVFAC SW will pay for any training facility utilized for this contract. However, the expectation is that classroom training will be held virtually, given the current COVID-19 situation.
Q18 Will break-out rooms be available for the sessions?
Break-out room availability depends on what training facility is used. If held virtually, some programs have the capability of breaking people into smaller groups.
Q19 Section 2.3 notes that facilitation services are needed for at minimum 8 sessions. However, section 3.3 simply states 8 sessions. Is it likely there could be more than 8 sessions? If so, when will that be determined?
Most likely 8 sessions will not be exceeded. The Business Director determines the frequency of the sessions during the course of the year. An adjustment may occur.
Q20 Regarding the 8 facilitated sessions, will the sessions be related to the topics/personnel involved in the 12 monthly sessions or would they be distinctly different?
They would be distinctly different.
Q21 To minimize travel costs, will the two sets of day-long meetings be able to be held back-to-back on succeeding days?
Back-to-back sessions can be arranged to accommodate travel. However, if performed virtually, no travel would be necessary.
Q22 A key element of our workshops is to tailor the content and discussion to the roles and responsibilities of the participants. This provides experiential development that the participant can easily apply on the job. To help us in that regard, could we have an organization chart identifying those people/positions that will be participating?
All participants will be either Supervisors or Managers dispersed throughout San Diego and consist of people from varied career fields. An organizational chart may not be useful in this instance.
Q23 In the event COVID-19 meeting and/or travel restrictions are tightened, would virtual sessions be an option?
This is something CE Leadership is able to support.
Yes, virtual sessions are an option.
Q24 Can the monthly 8 hour class be completed virtually?
Yes, virtual sessions are an option.
Q25 What is the number of students to attend the leadership development course?
30 Employees (GS13s) per group (2 groups).
Q26 How many GS 13/14 Supervisors will be trained/coached/mentored?
60 GS-13 supervisors will be trained. We approximate 75 GS13s/GS14s will request coaching/mentoring services.
Q27 How large is the senior leadership team?
The ESG is comprised of approximately 15 people.
Q28 Does the command plan to schedule training on back-to back days for those months where both GS 13/14 training and senior leadership meetings are planned?
The schedule for the task orders is at the discretion of the contractor. A proposed schedule is expected to be presented and approved by the Business Director.
Q29 Will sessions be held online as a result of COVID?
Yes, sessions are expected to be conducted virtually due to COVID.
Q30 Is there flexibility in the duration of the sessions, due to shorter attention spans online?
Yes, flexibility is allowed. For on-line classes, at least 6 - 7 hours of training should be able to address the topics.
Q31 Will we be able to have a (one or more) call(s) with NAVFAC to discuss their issues, for us to tailor the training sessions to what they need?
Yes, a call to discuss tailoring training sessions can be arranged.
Q32 Are both of these programs for the same personnel (GS13/14)?
There will be some overlap between the programs. One program (training) is for GS13 supervisors and the other is Coaching and Mentoring for GS13s/14s.
Q33 I understand there will be facilitation meetings (not training sessions) to help leadership resolve challenging issues and review each module prior to training session?
Yes, there will be 8 facilitation meetings with leadership, but they are not related to the training session modules.
Q34 Does the winning company get to utilize the existing material or do they create their own for this class?
a. If this is created material, we need more information to establish priorities and "hot buttons" for these classes. Will the meetings prior to the training provide this landscape? NAVFAC SW does not have existing training materials on the topics listed.
b. What's most important along the learning spectrum for each topic? The ability to influence and direct people through leadership in order to accomplish the mission of the command.
c. Since it's 12 topics and a 12 month program with 1 day per month, is it correct to deduce that each one of these topics is 1 day? Yes, that is correct.
Q35 How many attendees per class?
There will be 30 attendees per class (2 classes).
Q36 For the 2nd program under 2.2, what is the time allotted for this coaching and mentoring?
a. How is this time broken up? Time for coaching/mentoring will depend on how many GS13s/GS14s avail themselves of this service.
b. If the attendees of the first and second group are the same, then this could work. If it is a different group, how do we get this second group the baseline understanding of the provided topics? The expectation is that at the GS13/14 levels, there already exists a baseline understanding of the topics listed.
c. Should we assume that the coaching and mentoring also entail a full day. No, it should not be assumed that coaching and mentoring one-on-one sessions would take a full day.
d. Are the materials owned by organization or by the current training company? Materials will be owned by the training company.
Q37 In Person Requirement: Understand in person requirement for Friday/Classroom sessions and eight (8) one day meetings, but am unsure/unclear on Coaching Requirements. Are virtual coaching sessions acceptable or must all interactions be in person?
All sessions are expected to be virtual given the current COVID situation.
Q38 My team and I are located on the East Coast- are we “baking” travel and per diem into the cost of services provided or is there another way to capture these costs?
All sessions are expected to be virtual given the current COVID situation.
Q39 Is there a leadership/personality assessment that is preferred for this course?
a. If yes- what is it? There is no preferred leadership/personality assessment.
b. If no- would there be any resistance/reluctance to our providing one both at the beginning and end of the year (360 benchmark…etc.) to highlight/capture effectiveness of training and return on investment?
There is no objection to providing dual assessments.
c. If we pay/facilitate the assessment- is there a way to highlight that this cost is “baked” in to our prices? Proposed costs should include all applicable costs to perform services in accordance with the Performance Work Statement.
Q40 In order to maintain lower/competitive pricing we plan to utilize 2 personnel for class sessions (one PhD/facilitator and one Program Manager), but are able to increase if required. Our PhD regularly teaches 50+ individuals in a cohort at UNC so feel additional personnel are unnecessary- do you expect a larger cohort than 50 or is there a desire for a specific instructor to student ratio?
There is no specific instructor to student ratio expected; there will not be more than 50 people in a group.
Q41 We feel that peer assessments offer beneficial feedback prove very effective at assisting in professional development. Are there or would there be any concerns/issues with our team utilizing peer assessments throughout the program?
There are no concerns/issues with utilizing peer assessments.
Q42 We would like to teach peer coaching at the initial class and in addition to the coaching offered by our team, we would like to assign peers to provide coaching as we find this builds strong relationships and is effective at reducing cylinders of excellence and increasing “cross pollination”. Would there be any concern/resistance to creating cross functional teams within the cohort and assigning “peer coaches”?
There are no concerns/issues with utilizing peer coaching as a tool.
Q43 From reading the solicitation and the learning objectives it would appear that curriculum should tie directly to the Executive Competency Qualification- is this a good assumption?
Yes, that is a correct assumption.
Q44 How many students will be accepted into the program? Our bid will be based on the preparation time and grading.
We plan for 30 people per GS-13 group (2 groups) for training sessions.
Q45 Likewise, the bid calls for mentoring services for approximately 80 - 90 hours. Is that per student or inclusive of the entire student body? So, 90 hours divided by 10 students is 9 hours of mentoring over the year. Or, is it 90 hours of mentoring per student?
The time frame allotted is inclusive of the entire student body.
Q46 What is the format of the classroom setting? Do you see it as information passing or are you striving for more critical thinking, with homework, tests and projects?
The expectation of training is more than just information passing. It’s the contractor responsibility to deliver the material in the most effective way in order for students to retain/utilize what is learned in class.
Q47 what (if anything) we are meant to do with the first two pages other than sign them
Signature and date is the only required information for the first two pages.
Q48 Is this a new contract for the training? If not, can you please provide the name of the incumbent?
This is a new contract.
Q49 If so, when was the last time this work was done and what vendor (or vendors) were contracted for the effort?
This is a new contract.
Q50 How will you measure the success of the program?
By seeing positive improvements in retention data and the command’s employee satisfaction survey responses.
Q51 Are there dates in mind for when the training will be held?
There are no specific dates in mind. Typically training should be held mid-week (Tuesday/Wednesday/Thursday) due to employee Regular Days Off (RDOs), usually on Mondays and Fridays..
Q52 What is the number of expected classes?
Twelve classes, one per month per group.
Q53 Given current health concerns, many of our clients are now delivering services via a variety of conferencing/internet technologies. Can the Department of Navy confirm that conduct/delivery of course services via the use of agreed-upon technology(ies) would also be an acceptable methodology of providing the desired leadership development, coaching/mentoring services training for the Department of Navy employees?
Technologies for virtual classes are acceptable and expected.
Q54 We have done this class many times for other clients and our materials cover exactly the same material but in a slightly different order. Would that be acceptable?
Yes, order changes are acceptable.
Q55 Would you provide a "producer" for the virtual training or are you expecting us to provide a resource to serve in this role?
The expectation is for the contractor to provide all resources related to virtual training sessions.
Q56 What are your expectations regarding materials for virtual training? Would we provide one digital version of the materials for you to distribute to participants or are you expecting us to send a hard copy of materials to someone, who will distribute to participants?
Prior to each training session, an electronic version of training materials should be provided to participants via the Project Manager. No hard copy is required.
Q57 Can we provide suggestions for follow-up activities to reinforce the training?
Yes, follow-up activities can be suggested.
Q58 If so, how should we account for these optional services in our price proposal?
Optional services should be clearly identified in the price proposal.
Q59 How should past performance be presented?
Past performance should be presented in the resumes of key personnel in accordance with FACTOR 1:
TECHNICAL QUALIFICATIONS AND EXPERIENCE.
Q60 Does the table of contents and cover letter count against page count for the technical proposal?
The technical proposal is separate from the executive summary.
Q61 Do you prefer bios or resumes?
Resumes of Key Personnel who will work on project (not to exceed four pages total)
Q62 Do the bios or resumes count against the page count for the technical proposal?

Q64 Are materials included in the pricing within the SOW?
Price proposals shall consist of the Price Schedule Sheet (Attachment 1) with detailed cost breakdown for all items of the work to be performed in accordance with the RFP.
Q65 Should pricing be included separately from the technical?
Price proposals shall consist of the Price Schedule Sheet (Attachment 1) with detailed cost breakdown for all items of the work to be performed in accordance with the RFP.
Q66 Can the Department of the Navy please clarify any document formatting requirements for the proposal response so that we may be certain to conform with all requirements (for example, font, number of pages, margins, etc.)?
Proposals shall include the following:
• Offeror shall prepare an Executive Summary, not to exceed two (2), single-sided, single-spaced, pages.
The Executive Summary shall contain, at a minimum, the solicitation number, title, offeror name, DUNS number, TIN, mailing address, phone number, and fax number, point of contact, and email address, and any technical assumptions
