2. PROPOSAL DUE DATE:

Proposal due date information is identified in block 8 on the SF 1449 and/or as amended on the SF 30. Refer to these documents for date and time of proposal submission 31 July 2020 2:00 PM PDT.

5. Proposal Submittal Requirements

Proposals submitted in response to this solicitation shall be formatted as follows and furnished in the number of copies stated herein. Proposals shall be submitted via email.

The format for the proposal is as follows:

Proposals shall include the following:

Offeror shall prepare an Executive Summary, not to exceed two (2), single-sided, single-spaced, pages.

The Executive Summary shall contain, at a minimum, the solicitation number, title, offeror name, DUNS number, TIN, mailing address, phone number, and fax number, point of contact, and email address, and any technical assumptions

Acknowledgement of amendments and offeror information as provided on Page 3 of the RFP.

Factor 1 - TECHNICAL QUALIFICATIONS AND EXPERIENCE Factor 2 - PRICE o Pricing must be submitted on all items. Failure to propose on all items may result in the proposal being rejected as non-responsive.

The Proposed contract will be awarded to the responsible Offeror with the LPTA proposal.

FACTOR 1: TECHNICAL QUALIFICATIONS AND EXPERIENCE

(a) Proposal submittal requirements:

Resumes of Key Pesonnel who will work on project (not to exceed four pages total)

(b) Basis of Evaluation:

The Contractor and any project personnel must be able to conduct all duties that will meet the objectives in this contract.

a. The professional executive leadership consultant under this contract shall have expert level skill and executive leadership and change management experience in leadership development and organization change with a minimum of ten years relevant experience.

FACTOR 2: PRICE

(a) Price submittal requirements:

Price proposals shall consist of the Price Schedule Sheet (Attachment 1) with detailed cost breakdown for all items of the work to be performed in accordance with the RFP. The Government will evaluate the price of the offeror’s proposal only when the proposal has been determined to be technically-acceptable.

(b) Basis of Evaluation:

The proposed price will be evaluated to determine the reasonableness and completeness of the Offeror’s proposal.

The total price to be evaluated will include the Base Item 001.

A price that is found to be either unreasonably high or unrealistically low in relation to the proposed work may be indicative of an inherent lack of understanding of the solicitation requirements and may result in the overall proposal not being considered for award.

Any inconsistency whether real or apparent, between proposed performance and price must be clearly explained in the price proposal. For example, if unique and innovative approaches are the basis for an apparently unbalanced/inconsistently priced proposal, the nature of these approaches and their impact on price must be completely documented. The burden of proof of price realism rests solely with the Offeror. Price analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price: 1) Comparison of proposed prices received in response to the solicitation. 2) Comparison of proposed prices with the independent Government estimates, and/or 3) Comparison of proposed prices with available historical information.

DISCUSSIONS

It is the Government’s intention to evaluate proposals and award a contract without discussions with offerors, other than exchanges conducted for the purpose of minor clarifications. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Therefore each initial proposal should contain the offeror’s best terms from a price and technical standpoint.
