RESPONSE: The proposal due date has been extended to May 21, 2020. See the amendment identified herein for details.
Note: Additional RFIs have been received and are being processed. It is anticipated another amendment will be issued May 5, 2020.

2. Electronic Proposal due time and date: See Block #9 of STANDARD FORM 33 for details.
3. Period of acceptance of offers: The Offeror agrees to hold its offer firm until December 28, 2020 from the proposal submission. The anticipated award date is December 28, 2020 with a period of performance start date of March 1, 2021.
4. Pre-proposal tele-conference: Due to the COVID-19 Pandemic, a site visit will not be scheduled for this procurement. However, there will be a scheduled pre-proposal tele-conference at 9:30 A.M. (PST) on April 21, 2020. It is highly recommended that Offerors participate in the pre-proposal tele-conference. If you wish to participate in the pre-proposal tele-conference, please contact Terry A. Hardin at (619) 532-1995, or
N6247319R4406 email terry.a.hardin@navy.mil, by 2:00 P.M. (PST) on April 20, 2020, to register and for further call-in instructions.
5. Proposal submission: The proposal is to be submitted electronically via DoD Secure Access File Exchange
Services (SAFE). The Offeror shall also submit a hard copy, the same as the electronic one by mail (instructions identified below).
ELECTRONIC:
Naval Facilities Engineering Command Southwest (NAVFAC SW) Attn: Terry A. Hardin, Code ACQ2
Using the DoD SAFE, Drop-off feature in DoD SAFE (https://safe.apps.mil). Only DoD SAFE is authorized for the submission of proposals in response to this solicitation. Instructions for use of DoD SAFE are provided below:
Using DoD SAFE Drop-off: Upon determining that you will submit a proposal in response to this solicitation, the Offeror shall submit their point of contact (POC) name and email address to the assigned Contract Specialist and Contracting Officer via email to terry.a.hardin@navy.mil and rea.estrella@navy.mil. It is important that the POC information remains valid throughout the lifetime of the solicitation. Upon receipt of this information, the Contract Specialist or Contracting Officer will “Request a Drop-Off” procedure in DoD SAFE, obtain a “Request Code” and provide the Request Code to the Offeror’s POC email address. Only the identified POC will be able to drop-off proposals or proposal revisions in DOD SAFE. Failure to provide accurate POC information will preclude the Offeror from using DoD SAFE.
To submit the proposal: Offeror will log into DoD SAFE at https://safe.apps.mil, click Drop-off and enter the Request Code that was provided by the Contract Specialist or Contracting Officer. The system will allow for inclusion of a short note to the Recipient and then the Offeror will click to add files or drag and drop them.
Click “Drop-Off Files” to send the files to the recipient. The file(s) are uploaded and an email will be sent to the recipient notifying them of the “drop-off”. [Additional details can be viewed in the DoD SAFE User Guide available at https://safe.apps.mil]. Note that the submission of any proposal must be completed no later than the time indicated above. The DoD SAFE system will record the date and time of package submittal. The date and time of package submittal recorded in DoD SAFE shall govern the timeliness of any proposal submission.
Offerors shall allow adequate time to upload files which may be slower for non-DoD users and to avoid other technical difficulties that may be encountered. Offerors are also responsible for submitting files in the format specified consistent with requirements stated elsewhere in this solicitation. Files that cannot be opened, or are otherwise missing the required content are the responsibility of Offerors.
It is the sole responsibility of the Offeror to obtain the RFP files, along with any amendments, from Opportunities (www.beta.sam.gov). Unprotected editable electronic file copies of the RFP documents, including Word, Excel, and/or Adobe files will not be provided. Please plan accordingly.
MAIL:
The proposal submitted by mail is only a single hard copy plus a single CD-ROM, identical to the electronic proposal that was submitted via DoD SAFE, and shall be delivered no more than three business days after the submission of the electronic proposal.
Deliver the proposal to NAVFAC SW - 1220 Pacific Highway, Building 128, Mail Room, Attn: Terry A.
Hardin, Code ACQ2.TH, San Diego, CA 92132-5190.
