AMENDMENT 01
The following are responses to Request for Information (RFIs):
RFI #01: The Excel spreadsheet file named “Attachment J-1502000-03b Fire Protection Inventory.xlsx” in the “1502000-J Attachments” folder in the “Technical Package” folder set of the solicitation apparently is corrupted and cannot be opened. Please provide a replacement for the file on beta.sam.gov.
RESPONSE: Excel spreadsheet file named “Attachment J-1502000-03b Fire Protection Inventory.xlsx" was a corrupt file and has been recovered and saved as a pdf for Offeror access. Please see the attachment for details.
RFI #02: Paragraph E.3.b.(1) states, “The Offeror shall complete and submit Files 1 through 5 (Factors 1 through 5) in an electronic folder or zip file and title “Volume 1 – Technical Proposal”. However, EXHIBIT B instructs the Offer to submit this EXHIBIT under Tab #1 of the Technical Proposal and EXHIBITS C and D instruct the Offer to submit these exhibits under Tab #2 of the Technical Proposal in accordance with the solicitation submittal requirements. Are the submittal requirements different for the electronic and hard copy of the Technical Volume? If so, please amend the RFP to provide requirements for the hard copy.
RESPONSE: Exhibits B, C and D have been updated to remove any reference to submitting under Tabs #1 and 2.
The submittal requirements for the original electronic proposal and the hard copy are the same.
RFI #03: EXHIBIT D has a section for a narrative for 8. Government Furnished Property. However, the solicitation submittal requirements do not ask for an approach for government furnished property. Please amend the RFP and provide the submittal requirements for this section or provide an amended EXHIBIT D.
RESPONSE: Exhibit D corrected to remove the requirement for Government Furnished Property. See revised Exhibit D for details.
RFI #04: EHIBITs C and D require the Offeror to use 10-pt Times New Roman Font. Both exhibits require organization charts. Will the Government allow Offerors to use a smaller font and fonts other than Times New Roman for the organization charts and any other graphics?
RESPONSE: Yes, see revised Factors 2 and 3 for details.
RFI #05: The Government is requesting a significant amount of information to be included in both EXHIBITs C and D. Will the Government consider issuing an amendment to increase the page counts for these exhibits?
RESPONSE: Yes, see revised Factors 2 and 3 for details.
RFI #06: Paragraph E.3.b.(2)(a)(i) instructs offerors to submit a minimum of two (2) projects and a maximum of four (4) projects. However, EXHIBIT B states, “Offeror may submit a minimum of 2 and a maximum of 5 projects.” Please clarify the maximum number of past performance contracts that may be submitted and issue an amendment as appropriate.
RESPONSE: Exhibit B has been revised to identify a maximum of four projects. See revised Exhibit B for details.
RFI #07: As a safeguard against technical difficulties a POC may experience, are Offerors permitted to nominate a secondary/backup POC to submit the proposal using DoD SAFE?
RESPONSE: RFP, Section L - Instructions, Conditions and Notices to Bidders, Paragraph 5. Proposal Submission, Using DoD SAFE Drop-Off, has been corrected to identify “rea.estrella@navy.mil” as the second point of contact for proposal submission.
RFI #08: Section L states that the anticipated award date is December 31, 2020 with full performance starting on 31 March 2021, which is a 90-day phase-in period. However, Section M states that the Phase-In Plan is limited to 60 days. Which is correct – a 60- or 90-day phase-in period?
RESPONSE: RFP, Section L - Instructions, Conditions and Notices to Bidders, Paragraph 3. Period of acceptance of offerors, has been corrected to identify December 28, 2020 as the anticipated award date with a period of performance start date of March 1, 2021. Section M – Evaluation Factors for Award, Paragraph E.3.a.(1), File #1, sixth bullet point, has also been corrected to identify December 28, 2020 as the anticipated award date. In addition, the phase-in period is 60 days.
RFI #09: Paragraph E.3.a.(1) instructs offerors to submit Volume 1 – Price Proposal and Paragraph E.3.b.(1) instructs offerors to submit Volume 1 – Technical Proposal. Please clarify how volumes are to be labeled and amend the RFP.
RESPONSE: "Volume 1 – Technical Proposal" has been revised to Volume 2 – Technical Proposal. See Section M – Evaluation Factors for Evaluation, Paragraph 3. Basis of Evaluation and Submittal Requirements for Each Factor, for details.
RFI #10: We are a Small Business with a Joint Venture with a Large Business; would this JV still be considered a Small Business and able to propose?
RESPONSE: It is the Offeror's responsibility to ensure they meet the compliance requirements of a Joint Venture.
Please coordinate with your Small Business Specialist with the Small Business Administration to discuss your eligibility to submit proposals.
RFI #11: Laydown area for contractor’s use for vehicles and trailer. Question: how big is the laydown area?
RESPONSE: Although the Prime Contractor will be provided with a laydown area, or laydown areas, the actual location(s) and square footage have not been finalized.
RFI #12: Section M states 2 – 4 projects for experience but the experience sheet states 2 min to 5 max. Please clarify max is 4 or 5?
RESPONSE: See RFI #06 response above for details.
RFI #13: Do any of the possible laydown yards provide have any utilities i.e. water, sewer and power?
RESPONSE: Water and power will be made available. Connection shall be at the expense of the Contractor.
Refer to Attachment J-0200000-06, Government/Contractor-Furnished Property, Materials, and Services for further information.
RFI #14: Does the recycle center operate 5 days a week, and if so, is there a separate or distinctive off hour PM schedule for this equipment?
RESPONSE: Per Annex 0200000 Spec Item 2.2.1., the Recycle Center operates during normal government working hours. The Contractor shall work with the Recycle Center to coordinate scheduled maintenance during normal working hours.
RFI #15: RFP Section B, Paragraph B.3.d, Page 9: The contractor shall not submit totals for SubCLINs;” however, Attachment J-0200000-13 ELINs recurring work tabs provide formulas that compute SubCLIN prices. Must contractors remove the formulas from recurring work tabs in cells N51, N58, N64, N71, N77, and N83?
RESPONSE: RFP Section B, Paragraph B.3.d, will be removed from the solicitation. The ELIN schedule is provided by the Government to assist Offerors to provide a breakdown of costs that will enable the Government to review, compare, and identify fair and reasonable Contractor costing. Offerors should only adjust or modify formulas if necessary. Changing the ELIN structure or format would greatly impair the Government's ability to perform thorough cost comparisons.
RFI #16: DFARS 252.217-7027 Contract Definitization: The clause indicates the Government will definitize the contract at the task order level; however, the Government appears to be soliciting for a firm, fixed price contract that has been definitized through a detailed Annex PWSs and multiple technical exhibits. Recommend removing DFARS 252.217-7027 from the solicitation.
RESPONSE: DFARS Clause 252.217-7027 Contract Definitization is properly included in the solicitation. The purpose of the clause is in the event a definititation of an undefinitized contract action is required. Per FAR Clause 52.216-1 – Type of Contract, the Government contemplates award of a Firm-Fixed Price / Indefinite Delivery Indefinite Quantity contract resulting from this solicitation.
RFI #17: Attachment J-1602000-03a Metering Station Atlas does not appear to show Site Plan 43-2 referenced in Att J-1602000-03 paragraph 12.1.1. Did the Government intend to say Site Plan 41-2?
RESPONSE: Concur – Attachment J-1602000-03 paragraph 12.1.1 has been changed to read Site Plan 41-2, vise 43-2.
RFI #18: Per the SF 33, the current deadline for proposals is set for May 14, 2020. In light of COVID-19 restrictions, limited availability for site inspection, and to give offerors ample time to respond to Government answers, would NAVFAC consider an extension of the proposal due date?
RESPONSE: Response pending.
RFI #19: Spec Item 1.2 of Annex 1502000 C FI 4.7.20 states “The Contractor shall be responsible for performing maintenance services on each complete mechanical system for each facility listed in the inventory provided in Attachment J-1502000-03 to include its assets and components.” Attachment J-1502000-03 has not been provided in the Technical Package. Would the government please provide this attachment?
RESPONSE: Attachment J-1502000-03 is provided in the Technical Package as part of Annex J-1502000-03, pages 9 – 52, as well as attachments 3a, 3b, and 3s, attached separately.
RFI #20: Exhibit A, Financial Questionnaire asks that “Upon completion of the questionnaire it is requested that you place the completed questionnaire in a sealed envelope showing the return address of the financial institution and forward it to the Offeror shown below.” Many financial institutions are working remotely due to COVID-19 and do not access to printers or ability to mail this form back to Offerors. Would the Government consider removing the requirement that the questionnaire be submitted in a sealed envelope from Offeror’s financial institutions and allow Exhibit A to be submitted electronically by the Offeror with a hard copy that is not in a sealed envelope?
RESPONSE: Exhibit A has been updated to have the financial institution email the exhibit to the points of contact specified in Exhibit A.
RFI #21: Excel spreadsheet file named “Attachment J-1502000-03b Fire Protection Inventory.xlsx" was a corrupt file and has been recovered and saved as a pdf for Offeror access.
RESPONSE: See RFI #01 response above for details.
RFI #22: Annex 1502000 – Facility Investment Paragraph: 3.2.29.1, 3.5.8 Page number: 37, 49-50
Can the Government please confirm if propane delivery and non-potable water are reimbursable to the contractor provided that they are over the RLL limit?
RESPONSE: Propane delivery and non-potable water are to be priced as recurring services. The Repair Liability Limit (RLL) should not be used to cover cost of these services, unless additional services, in excess of the scheduled services, are ordered by the customer.
RFI #23: Sections L and M of the RFP provide instructions and evaluation for Factor 3 Management Approach using the subsections of Operations and Management Plan, Management Methodology, Organization Chart, Work Reception Plan, Capacity Response, Recruitment, Contractor Furnished Property, and Phase-In Plan. However, Exhibit D (the required response form) uses the subsections of Operations and Management Plan, Management Methodology, Key Personnel, Organization Chart, Work Reception Plan, Capacity Response, Recruitment, Government Furnished Property, Contractor Furnished Property, Phase-In Plan, and Phase-Out Plan. Files 1 through 5 shall be submitted in Microsoft Word 2010 or later version and Adobe Acrobat 10.0 (2010) or later version.” Would the government please clarify that the Factors should be submitted in Microsoft Word OR Adobe Acrobat, or if both formats are required?
RESPONSE: Per Section M - Evaluation Factors for Award, Paragraph 3.b.(1), states "Files 1 through 5 shall be submitted in Microsoft Word 2010 or later version and Adobe Acrobat 10.0 (2010) or later version. As such, please submit both a Word version and Adobe/PDF version of the requested information.
RFI #25: Annex 0200000 - Management and Administration Paragraph: 2.6.6 Page number: 10
The Government has stated that they will use USMCmax as their CMMS system on this contract. Throughout 2.6.6, this system is referred to as USMCmax and MAXIMO interchangeably. Will the Government please clarify how we should be referring to the preferred CMMS system in our proposal response?
RESPONSE: USMCmax is the Marine Corps version of MAXIMO. The Contractor shall ensure they have personnel employed, and trained to use, and input as well as extract data, information and documentation into and from USMCmax as required by this Contract.

Would the Government please clarify if “rea.estrella@navy.milmailto:contracting.officer@navy.mil” is the correct email address for Rea Estrella for emailing the POC information for proposal drop-off? And should requests be sent to Rea Estrella or Contracting Officer.mil or both?
RESPONSE: Section L – Instructions, Conditions and Notices to Bidders, Item 5. Proposal submission, Paragraph titled “Using DoD SAFE Drop-off”, has been corrected to identify rea.estrella@navy.mil.
RFI #31: This competitive, firm, fixed price requirement, Attachment J-0200000-13 requires a detailed breakdown of materials, equipment, and indirect cost that is usually only required for sole source or cost reimbursable requirements. Would the Government consider limiting the breakdown to direct labor hours, direct labor FTEs, and total price for each ELIN?
RESPONSE: No, in order to ensure fair and reasonable pricing, as well as affording the Government the ability to perform thorough cost comparisons, it is required that all offerors provide ELIN schedules filled out completely indicating all labor, material, equipment and overhead costs, as provided on the ELIN schedule in the RFP.

RESPONSE: Section M – Evaluation Factors for Award, Factor 4 – Safety, Solicitation Submittal Requirements, paragraph (iv) and Exhibit E have been updated to match.
RFI #54: To adequately address all staffing and technical approach requirements, would the Government consider allowing more than a 10-page limit for Exhibit C?
RESPONSE: Additional pages will be allowed. See RFP, Section M - Evaluation Factors for Award, Factor – Technical Approach for the new page limitations.
RFI #55: Exhibit D (MANAGEMENT APPROACH) is limited to 10 single-sided pages. With a possible 11 items to address, the 10-page limit would give less than one page per item, where many items such as the Contractor Furnished Property list and Phase-In schedule could take multiple pages. Will the Government consider expanding the page count for Exhibit D?
RESPONSE: Additional pages will be allowed. See RFP, Section M – Evaluation Factors for Award, Factors 3 – Management Approach for the new page limitations.
RFI #56: Per Section F we are to submit a list of key personnel and qualifications as a deliverable with our proposal. This requirement is not provided for in Section M - Evaluation Factors for Award. Will you revise Section F or Section M accordingly?
RESPONSE: Annex 0200000 F, Spec Item 2.7.1, List of Key Personnel and Qualifications, have been removed as a proposal submittal requirement.
RFI #57: The RFP states under FILE #2: “With regard to the price shown on the SF 33, only Contract Line Item Numbers 0001 through 0014 are to be completed”. Is Section B - Supplies or Services and Prices to be included as part of FILE #2 with the SF 33?
RESPONSE: For Section B, please only submit CLINs 0001 through 0014 with the SF33.
RFI #58: We cannot open the following two files: “Attachment J-1502000-03b Fire Protection Inventory.xlsx” and “Attachment J-1602000-04b Solar PV Atlas.pdf”. Both files give an error message that they may be corrupted.
Will the Government please resubmit those attachments?
RESPONSE: See RFI #01 response above for details regarding “Attachment J-1502000-03b Fire Protection Inventory.xlsx”. Attachment J-1602000-04b Solar PV Atlas (rev 4.20.20), has been corrected to open without problem.
RFI #59: Exhibit A instructions indicate for the Offeror to submit the financial questionnaire in a sealed envelope under Tab 3 of the Price Proposal. With the electronic submission acting as the “Original” copy, are we to submit an electronic copy of this questionnaire or just submit sealed with the hard copy?
RESPONSE: See RFI #20 response above details.
RFI #60: Are the asset data and workload data contained within the Government Maximo current and accurate?
RESPONSE: No, not all of the modules in USMCmax are up to date. The information in USMCmax may include inaccuracies, omissions, and redundancies.
SECTION A - SOLICITATION/CONTRACT FORM
The depository location See Section L for details has been added.
SECTION B - SUPPLIES OR SERVICES AND PRICES
The following have been modified:
SECTION B
B.1 MAXIMUM NOT TO EXCEED (NTE) AND MINIMUM GUARANTEE
The maximum NTE value of an ordering period is the total of all the CLINs in that ordering period. The maximum or NTE value of the contract is the total value of all CLINs in the Schedule. Orders shall not be made that exceed the maximum NTE value for any ordering period. The maximum NTE value of an ordering period and of the contract may be increased by written modification to the contract in conjunction with any modification that increases the value of an existing task order that is authorized by a contract clause. Orders in excess of the estimated quantity set forth for any particular CLIN shall not be exceeded without the Contractor’s agreement which shall be indicated by signing or beginning performance of the order.
Concurrently with the award of the basic contract, the Government intends to issue a task order to obligate the contract minimum guarantee for:
CLIN 0001 Base Period Recurring work;
Minimum guarantees do not apply to the option periods.
B.2 CONTRACT TERM
This contract contains provisions for one base period of performance of up to twelve (12) months and three (3) one year option periods, two (2) six-month options periods, and one (1) six-month extension in accordance with FAR 52.217-8, for a not to exceed 66 months from the start date of the initial period of performance. The Government has the option to extend the term of the contract in accordance with Section I, Contract Clauses, FAR clause 52.217-9 Option to Extend the Term of the Contract (Mar 2000).
B.3 CONTRACT LINE ITEMS, CONTRACT EXHIBIT LINE ITEMS AND SUBCLINS
a. Offerors shall enter unit prices and amounts for Contract Line Items (CLINs) and Exhibit line items (ELINs) as indicated in the schedules and any accompanying exhibits. ELIN unit prices must be rounded to two (2) decimal places only. If an offeror does not round ELIN unit prices to two (2) decimal places then the Government will round the prices to two (2) decimal places and the rounded prices will be used for evaluation purposes. ELIN unit prices may not be less than $0.01, unless offering “$0.00.” If an offeror proposes a unit price greater than $0.00, but less than $0.01, then the Government will round the unit price to $0.01 and that rounded price and resultant extended total price will be used for evaluation purposes.
b. In the event there is a difference between the unit price and the extended total amount, the unit price will be held to be the intended offer and the total of the CLIN and/or ELIN will be recomputed to take into account the change in the contract ELINs. If the offeror provides a total amount for an ELIN, but fails to enter the unit price, the total amount divided by the ELIN quantity will be held to be the intended unit price; although, if this calculation results in a unit price requiring more than two decimal places, the unit price will be rounded to two decimal places, and the extended total price will be recalculated in accordance with the preceding paragraph. In the event there is a discrepancy between the Section J ELIN pricing and the Section B CLIN price, the Section J ELIN will be held to be the intended offer, and the Section B CLIN will be adjusted accordingly.
c. The Schedule of Recurring work (CLINs 0001, 0003, 0005, 0007, 0009, 0011, and 0013), and the Schedule of
Non-Recurring work (CLINs 0002, 0004, 0006, 0008, 0010, 0012, and 0014), will be used as the basis for deductions in accordance with the FAR Clause 52.246-4 Inspection of Services - Fixed Price (Aug. 1996)
B.4 INDEFINITE QUANTITY INDIVIDUAL CONTRACT LINE ITEM QUANTITIES
Once the estimated quantities for individual line items shown in the Schedule and any accompanying exhibits have been ordered, additional quantities may be ordered as long as the overall not-to-exceed (NTE) amount of the contract per year is not exceeded and the Contractor agrees by signing the task order.
B.5 FULLY LOADED PRICING
Prices provided shall be fully loaded and no other allocations, fees, overheads, G&A, insurance, taxes, profits or any other markups shall be applied when an option is exercised or work is ordered for pre-priced work. Costs for technical specifications 0100000 and 0200000 shall be considered overhead; therefore, their costs shall be allocated and included throughout the prices quoted for all other technical specifications.
B.6 GOVERNMENT PURCHASE CARD
Non-Recurring work may be ordered at the prices offered by two ways:
1) By the issuing activity using a DD Form 1155 “Order for Supplies and Services”; or
2) By an authorized Government user via a Government Purchase Card (GPC).
When receiving GPC orders against Section B/Exhibits, the contractor shall provide the supplies and services at the offered price without additional markup or handling fee.
B.7 UNIT PRICE ADJUSTMENTS IN OPTION PERIODS
This solicitation incorporates the Service Contract Act (SCA) Wage Determination and applicable Davis-Bacon Act (DBA) Wage Decisions. The Wages are incorporated for the Base Period of performance only. If the Option year is exercised, the most current SCA Wage Determinations and DBA Wage Decisions for that option year will be incorporated into the contract and the CLIN/ELIN prices will be adjusted in accordance FAR Clause 52.222-43, Fair Labor Standards Act and Service Contract Act- Price Adjustment, for the SCA Wage Determinations and FAR Clause 52.222-32 Construction Wage Rate Requirements—Price Adjustment (Actual Method) for the DBA Wage Decisions. The contractor warrants, by submission of his proposal that the price does not include any contingency for future wage increases.
B.8 PHASE-IN AND PHASE-OUT
Pricing shall include applicable Phase-In and Phase-Out costs. There is no separately priced CLIN for Phase-In and Phase-Out and such costs can be distributed however the offeror chooses. The Government recognizes that offerors may choose to front load these costs into the base year.
B.9 CONTRACT PRICE INFORMATION
For administrative purposes of the U.S. Government, the price of this contract and all subsequent task orders and modifications issued under this contract will be expressed in U.S. dollars. Payment will also be made in U.S. dollars.
