Questions & Answers

Question 11: Should Offerors mark both New Construction and Renovation/Repair for a single project (if applicable)? This will allow us to quickly identify projects for more favorable consideration under the Basis of Evaluation.
Answer: Yes. Also, Amendment 0002 directed deletion of the “(check one box only)” from line 6 of Exhibit “B”.
Question 12: RFP page 11 of 103 states, “RENOVATION AND REPAIR PROJECT TYPES: Refers to projects where the work modifies existing structure. Projects that only modify supporting facilities (including but not limited to electrical, exterior utilities, sidewalks, roofing, HVAC repairs/replacements, and equipment replacements) will not be considered relevant.”
Our understanding of this definition is that projects that modify other building systems but did not include structural modifications, no matter the extent of the other modifications, will not be relevant. Please confirm that a renovation and repair project type must include modifications to the facility’s structural system.
| Answer: | Repair/Renovation projects must include modifications to the primary facility, and shall not only modify the supporting facilities. |
| Question 13: | The Exhibit “E” Safety Data Sheet states, “Complete blocks 1 through 8 for each contractor who is part of the JV or partnership. Only one safety narrative (Block 9) is required.” The submission and evaluation criteria for Factor 4: Safety do not indicate that a safety narrative is required. Furthermore, the Exhibit “E” form as provided does not include Block 9. |
Please confirm that a safety narrative is not required for this RFP.
| Answer: | No narrative is required. Please disregard the sentence that states “Only one Safety Narrative (Block 9) is required. Additionally, Amendment 0002 addressed this issue as well. |
| Question 14: | RFP Section 00210, Factor 4: Safety indicates that Offerors should “Submit Exhibit ‘D’ (Safety Data Sheet) under Tab ‘4’.” However, the form provided states “Exhibit E” in the header. |
Please confirm that the form provided and marked as “Exhibit E” is the correct form to use in responding to Factor 4: Safety.
RESPONSE: Confirmed. Additionally, Amendment 0002 directed that Exhibit E be changed to Exhibit D.
The following is the answer to question 6 that was not answered in Amendment 0001:
Question 6: What rating system is in place for Factors 2, 3, and 4 in Phase I? For Phase I, are the rating categories as follows: Outstanding, Good, Acceptable, Marginal, and Unacceptable? If so, please provide the evaluation criteria to achieve each for each Factor. If not, what are the possible ratings for each Factor 2, 3, and 4 and what criteria will be used to determine those ratings?
Answer: Offerors are to submit what is required per the solicitation. How proposals will be rated does not impact the solicitation.
