About this file
This solicitation is for the design and construction of a steel-framed, high-bay maintenance hangar with concrete foundation, concrete floors, interior partitions, steel roof deck, masonry walls and a pile foundation at Naval Base Coronado in San Diego, California. The hangar will be 132,000 square feet and equipped to support maintenance on six Navy V-22 aircraft. The project is estimated to cost between $25-100 million. The solicitation will use a two-phase design-build selection process, with Phase I evaluating technical approach, experience, and past performance, and Phase II evaluating safety, technical solution, energy design, small business utilization, and price. A maximum of five offerors will be selected from Phase I to submit proposals for Phase II. The solicitation will be posted on FBO.gov on or around October 15, 2019, with no hard copies provided. A pre-proposal conference is planned for Phase I but no site visit until Phase II. The Navy's Naval Facilities Engineering Command is the contracting agency.
