The following have been added by full text:
AMENDMENT 0002
Subject: N6247319R1240, P-1024 NAVY V-22 HANGAR AT NAVAL BASE CORONADO, SAN DIEGO, CALIFORNIA
The purpose of this amendment is for the following:
1. Provide answers to the following RFIs received:
RFI #3: This section of the RFP gives direction to provide a technical approach narrative describing the proposed primary construction firms and primary design firms for this contract and the rationale for proposing this arrangement. This should also include a simple organizational chart. That narrative is limited to (1) double-sided page including the organizational chart, but items #2 and #3 are excluded from this page count. Item #2 is asking the Offeror to provide a signed teaming documents. Item #3 is asking the Offeror to complete Exhibit A (Offeror Team Composition and Management) and Exhibit B (Offeror Team Consent Form).
Please clarify if the Offeror should provide a description of the firms’ roles and rationale in a technical narrative (including an org. chart) and again on the Exhibit A (Offeror Team Composition and Management) form or if only the Exhibit A form should be used instead of a separate narrative.
Government Response #3: The Offeror shall state the proposed primary construction firms and primary design firms and provide the roles, responsibilities, and contractual relationships in the technical approach narrative. The narrative shall also include the organizational chart. Please see revisions to Factor 1 – Technical Approach, as part of this Amendment 0002. Paragraph (3) is hereby deleted from Factor 1 – Technical Approach, Section (a) Proposal Submittal Requirements.
Additionally, as part of this Amendment 0002, see revisions to section titled, “Proposal Submission Requirements” under Section 00100, which now states, “Optional for this section: Attachment B (Exhibit “A” Offer Team Composition and Management) and Attachment C (Exhibit “B” Offeror’s Team Consent) are optional forms and may be used by the Offeror as deemed necessary.”
RFI #4: Factor 1.(a).(1) States: (1) Provide a technical approach narrative describing the proposed primary construction firms and primary design firms for this contract and the rationale for proposing this arrangement.
Provide the role, responsibilities, and contractual relationships between the various firms (see FAR Subpart 9.6).
The narrative shall also include a simple organizational chart that clearly identifies the lines of authority between the entities. If the experience of an entity is being claimed in Factor 2, that entity must be named in the above narrative and organizational chart. (2-page limit) and Factor 1.(a).(3) States (3) The Offeror shall complete Exhibit “A” (Offeror Team Composition and Management) The Form States: Use this form to provide information regarding the primary members, composition, and management of the proposed design-build team for Factor 1, Technical Approach. If Offeror is a Joint Venture or other partnership, list each partner as a separate team member. Modify form as necessary to include all primary construction and design team members. (2-Page limit)
These 2 items seem to be asking for duplicate information. Can you please clarify what information to feature where and how many total pages we are allowed for Factor 1? Should the Technical Approach narrative be placed on the Form?
Government Response #4: See Government response to RFI #3.
RFI #5: Factor 3.(a) Paragraph 5 States: All Offerors (both large and small businesses) shall submit, on Exhibit “G” (Past Performance – Small Business Participation) under Tab “3,” the requested information for each project submitted in Factor 2 (Experience) in order to validate their prior participation of small businesses. Past performance information submitted for projects other than those submitted in Factor 2 will not be considered. Exhibit “G” shall not be submitted for design projects.
NAVFAC Phase 1 submissions typically do not require this information. This information is typically submitted in Phase 2 under Factor 7 – Small Business Participation. Please confirm if you are requiring the Attachment H – Exhibit “G” Past Performance- Small Business Participation forms be submitted in Phase 1 or if it should be submitted in Phase 2 under Factor 7?
Government Response #5: Yes, Attachment H – Exhibit “G” Past Performance- Small Business Participation is required as part of Factor 3 – Past Performance for Phase I proposal submissions.

a. In “Section 00100 – Instructions to Offerors,” on Pages 4 to 5, delete Paragraph (2) “Proposal Submission

Factor 1 – Technical Approach:
(a) Proposal Submittal Requirements:
The composition and management of the firms proposed as the construction and design-build (DB) team for this contract will be evaluated in this factor.
The Offeror shall submit the following information under Tab “1”:
(1) Provide a technical approach narrative describing the proposed primary construction firms and primary design firms for this contract and the rationale for proposing this arrangement.
The technical approach narrative shall be limited to one (1) double-sided page (or two (2) single-sided pages) including the organizational chart. The information requested in item #2 and #3 below is not included in this page limitation.
(2) In addition to the narrative, the Offeror shall submit a signed copy of a joint venture agreement, partnership agreement, teaming agreement, approved mentor protégé agreement (MPA), or letter of commitment for each member of the Offeror’s team identified above (e.g., joint venture member, partner, team member, subcontractor, parent company, subsidiary, or other affiliated company, etc.).
(b) Basis of Evaluation:
The assessment of the Offeror’s technical approach will be used as a means to evaluate the organizational structure and teaming relationships proposed by the Offeror. This factor will be rated on an Acceptable or Unacceptable basis.
c. In “Section 00100 – Instructions to Offerors,” delete “Factor 3 – Past Performance” and replace with the following:
Factor 3 – Past Performance:
The evaluation of past performance will include the contractor’s history of reasonable and cooperative behavior, commitment to customer satisfaction, record of conforming to specifications and applicable law (i.e., labor standards and safety standards), quality of workmanship, effectiveness of management, record of controlling costs, adherence to schedules, and prior utilization of small business concerns.
(a) Proposal Submittal Requirements:
Submit Past Performance Questionnaires (Exhibit “F”) and CCASS/ACASS/CPARS evaluations under Tab “2” immediately following each of the project data sheets to which they pertain. Submit any other past performance information under Tab “3.”
If a completed Construction Contractor Appraisal Support System (CCASS) or Contractor Performance Assessment Rating System (CPARS) evaluation is available, it shall be submitted with the proposal for each project included in Factor 2 for construction experience. If a completed AE Contractor Appraisal Support System (ACASS) or CPARS evaluation is available, it shall be submitted with the proposal for each project included in Factor 2 for design experience. If there is not a completed CCASS, ACASS, or CPARS evaluation, submit a Past Performance Questionnaire (Exhibit “F”) for each project included in Factor 2 for Construction Experience and for each project included in Factor 2 for Design Experience. The Offeror should provide completed Past Performance Questionnaires (PPQ) in the proposal. Offerors may use PPQs previously submitted for other RFPs, but Offerors must include these in the proposal and shall not incorporate these by reference. However, this does not preclude the Government from utilizing previously submitted relevant PPQ information in the past performance evaluation. If the Offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the Offeror should complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s). The Government may make reasonable attempts to contact the client noted for that project(s) to obtain the PPQ information. However, Offerors should follow-up with clients/references to help ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government’s point of contact Mary Grace Cortez at marygrace.cortez@navy.mil.
Offerors may provide any information on problems encountered and the corrective actions taken on projects submitted under Factor 2 – Experience. Offerors may also address any adverse past performance issues.
Explanations shall not exceed one (1) double-sided page (or two (2) single-sided pages) in total.
The Government reserves the right to contact the references noted for each project included in Factor 2 for verification or additional information. The Government’s inability to contact any of the Offeror’s references or the references unwillingness to provide the information requested may affect the Government’s evaluation of this factor.
Performance award or additional information submitted will not be considered.
All Offerors (both large and small businesses) shall submit, on Exhibit “G” (Past Performance – Small Business Participation) under Tab “3,” the requested information for each construction project submitted in Factor 2 (Experience) in order to validate their prior participation of small businesses. Past performance information submitted for projects other than those submitted in Factor 2 will not be considered. Exhibit “G” shall not be submitted for design projects.
If established goals were not met on any submitted projects, an explanation for each unmet goal is required.
In demonstrating past performance in prior utilization of small businesses, small business Offerors may include for consideration self-performed work, as well as subcontracts they may have awarded to other small businesses.
(b) Basis of Evaluation:
This evaluation focuses on how well the Offeror’s Team performed on the recent, relevant projects submitted under Factor 2 – Experience. In addition to the above, the Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS) using all CAGE/DUNS numbers of Contractors who are part of a partnership or joint venture identified in the Offeror’s proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other known sources not provided by the Offeror.
The Government will consider the recency and relevance of the information, the source of the information, context of the data, and general trends in the Contractor’s and design firm’s performance. This evaluation is separate and distinct from the Contracting Officer’s responsibility determination. The assessment of the Offeror’s team’s past performance will be used as a means of evaluating the Offeror’s team’s probability to successfully meet the requirements of the RFP.
With respect to relevancy, past performance of greater relevancy will have more influence on the past performance confidence assessment than past performance of lesser relevancy.
Offerors lacking relevant past performance history will not be evaluated favorably or unfavorably in past performance and will receive a Neutral Confidence rating.
The Government is seeking to determine whether the Offeror has consistently demonstrated a commitment to utilize Small Business (SB) concerns, including Small Disadvantaged Business (SDB), Woman-Owned Small Business (WOSB), Historically Underutilized Business Zone Small Business (HUBZone SB), Veteran-Owned Small Business (VOSB), and Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns; and, if applicable, Historically Black Colleges and Universities/Minority Institutions (HBCU/MI) and Alaska Native Corporations (ANCs) and Indian Tribes.
The basis of evaluation will include the extent to which the Offeror has utilized small businesses in the listed socioeconomic categories when awarding subcontracts, as well as their efforts and successes in compliance with established small business subcontracting goals (if applicable), on the recent, relevant construction projects submitted under Factor 2 (Experience).
Proposals that demonstrate strong historical utilization of small businesses, including utilization of all of the various socioeconomic categories (SDB, WOSB, HUBZone SB, VOSB, and SDVOSB) may be rated higher.
Proposals that fail to provide required and complete information may be rated lower.
d. In “Section 0700 – Contract Clauses,” add FAR Clause 52.208-9.
NOTE: ALL OTHER PARAGRAPHS, PROVISIONS, AND CONDITIONS TO RFP N62473-19-R-1240
REMAIN UNCHANGED. THE OFFEROR MUST ACKNOWLEDGE RECEIPT OF ALL AMENDMENTS
ON THE OFFER SCHEDULE.
