About this file
This document summarizes a solicitation for design and construction services for an aircraft paint complex at Naval Base Coronado in San Diego, California. The Navy seeks a turnkey design and construction project to build a new paint facility and corrosion facility, with high bay areas sized to handle aircraft including MV-22, F-18, and H-60 helicopters. The facilities will include divisible and non-divisible bays. The estimated price range for design and construction is between $25-100 million. The NAICS code is 236220 with a size standard of $36.5 million. The solicitation will use a two-phase design-build selection process, first evaluating technical approach, experience, and past performance, then safety, technical solution, energy reduction, small business utilization, and price. A maximum of five offerors will be selected from phase one for phase two. The pre-proposal conference will be held on August 30, 2019 at Mariner Park at Naval Base Coronado, with no site visit until phase two. The solicitation will be available electronically only on FBO.gov on or around August 30, 2019.
