The following have been added by full text:
AMENDMENT 0006
The purpose of this amendment is to
a. Extend the date of receipt for proposal
b. Clarification/revisions regarding Base Offer Item 0001, and Option Item 0001 and Option 0002;
c. Respond to RFIs
d. Provide a revised Offer Schedule
a. The date of receipt for proposal is revised from 2:00 PM, 14 May 2019 to 2:00 PM 16 May 2019.
b. Clarification for Base Item 0001 and Option Item 0001 and Option Item 0002:
1. Clarification of Base Offer: Base offer includes Apron 3 Pavement section 8" PCC/HTC on 6" Cement treated base (CTB) on 24" compacted subgrade. Base offer does not include hangar access apron. Base offer includes pricing for virgin aggregates in new cement treated base.
2. Option Item 1 should include the cost to INCREASE the Apron 3 pavement section from 8" PCC/HTC on 6" Cement treated base (CTB) on 24" compacted subgrade the base bid thickness TO 11" PCC/HTC on 12" of Cement Treated Base on 24" compacted subgrade. Refer to Plan sheet G-005 and Specifications for further information.
3. Option Item 0002 to Recycle Existing Portland Cement Concrete (PCC) is deleted from the solicitation in its entirety.
Responses to RFIs
RFI 37. Originally, a small business/subcontracting plan was not required by the RFP. RFI 012 asked for confirmation that one was required to which the government answered "yes." Can you please provide clarification as to what format we are to submit the plan on and how we should submit (e.g. in binder with SF 1442 form, in sealed envelope with price, etc.);
Government Response: A small business/subcontracting plan shall not be submitted until requested by the Government.
RFI 38. RFI 039 requested information relative to the pavement areas denoted as option items on the plans (e.g.
apron access pavement and wash rack pavement. The government clarified that the wash rack pavement was to be included in the base bid and stated that the apron access pavement is part of Bid Option 2. The offer schedule provided does not reflect that Option 2 includes the apron access paving, but only indicates that it includes the costs associated with utilizing recycled aggregates made from the onsite demo material. I believe the disconnect is that the base bid and options, as described on drawing G-005 do not match what is provided in the Offer schedule. Can you please provide further clarification as to where the work items are to be priced so as we do not provide pricing that negatively affects the outcome of our bid?
Government Response: Hangar access apron is not a part of this solicitation. Please see Clarification 1.
RFI 39 -. (previously RFI 10-3)) Previous and recent MV-22 "Washrack" MILCONS (which we have worked on in the SD Navy/Marine Corps region) have contained specification wording and/or drawings depicting what "washrack" control systems are to be provided and who is to provide them (e.g. an OEM packaged equipment provider or a control systems integrator such as our firm) and that the washrack utilizes an automated system.
Would you please clarify if the washrack is to be operated in an automatic or manual mode? If the washrack is to be operated in an automated mode, please amend the specifications and drawings.
Government Response: Wash rack control will be automatic through controls provided by the wash rack manufacturer. Additional information to follow in an upcoming amendment.
5/13/19 Government Response: Mechanical Drawings were revised to provide additional information. Drawings were uploaded in the google drive.
RFI 40. The following clarification is required in order for bidders to properly fill out the Offer Schedule and to submit a proper and responsive proposal and to avoid any confusion. The offer schedule includes a Base Offer and Option 0001 and Option 0002. Option 0002 is to Recycle Existing Portland Cement Concrete (PCC). The recycled PCC per Addendum 5 RFI 31 is for use in cement treated base course. There is Cement Treated Base Course in both the Base Offer where the Cement Treated Base Course is 6” thick and also in Option Item 001 where the thickness of the Cement Treated Base Course is increased to 12”, as a result there are two separate Firm Fixed prices for Option Item 0002 depending on if only the Base Offer is awarded or if the Base Offer and Option 0001 is awarded.
Please clarify if Option Item 0002 is to be priced in relation to the Base Offer only or is it applied to the Base Offer and Option I tem 0001 combined or are two separate prices for Option 0002 required? If two separate prices are r required please provide a revised offer sheet.
Government Response: A revised Offer Schedule is provided in this amendment.
