AMENDMENT 0004

a. The date for receipt of proposal is revised from 2:00 PM May 3, 2019 to 2:00 PM May 14, 2019.

b. The RFI cutoff date is 4:00 PM May 6, 2019.

c.. RFIs and Government Responses:

RFI 1: When downloading the sets of Design drawings and combining them into a single set they comprise sheet 136 through 269 of 269 sheets. The first 135 sheets are not provided. It appears the missing sheets are necessary in order to prepare a complete proposal. Will the government be issuing an amendment which include the 135 missing sheets of the Final Design Drawings?

Government Response: Complete set of drawings and specifications are available in the google drive link provided on FBO.

RFI 2: There is no project specifications included in this posting for N62473-19-R-1211 on the NECO site. Will an amendment be issued including project Specifications?

Government Response: Complete set of drawings and specifications are available in the google drive link provided on FBO.

RFI 3: Consideration the short duration of time between the issuing of Amendment 2 which provided the google drive link to the plans and the current proposal due date of May 3, 2019 we strongly suggest the proposal due date be extended a minimum of two weeks.

Government Response: Proposal due date is extended as shown in this amendment.

RFI 4: During the site visit it was mentioned the government had commissioned a Hazardous Material Survey for the buildings being demolished as part of this project. Please provide a copy of the survey/report showing hazardous materials information on Asbestos, lead and any other hazardous materials which will be required to be handled during the performance of work.

Government Response: Hazardous Material Survey is uploaded to the google drive link provided on FBO.

RFI 5: (Observances after sit walk visit): Please confirm if there is asbestos in the hangar buildings to be removed.

Government Response: Hazardous Material Survey for the building being demolished is uploaded to the google drive link provided on FBO.

RFI 6: (Observances after site walk visit): During the job walk it was discussed, since there is a finish surface differential, there will be a tapered edge from existing concrete to new PCCP. Please confirm it will not be straight-edged.

Government Response: The new to existing concrete tie in locations are all outside the proposed apron, taxiway, or helipad limits (markings). This allows for new pavement to match existing grades which are not all per UFC

N6247319R1211 grading requirements, then transition so grades within the parking apron, taxiway, or helipad limits meet UFC criteria. Due to existing conditions, there are areas where straight edge requirements cannot be met when tying into existing pavement. Pavement will not be straight edged within 20 feet of tie in locations between new and existing pavement. Other requirements such as spot elevation tolerances do still apply everywhere."

RFI 7: (Observances after site walk visit): Construction water is provided to the contractor at the batch plant site. 1) Will the contractor have to pay for the water? 2) Is there permitted line power at the plant site?

Government Response: The contractor is required to pay for the water. Per utility note 9 on sheet G-005 “Contractor shall obtain and use government provided water meter for batch plant water use.

RFI 8: (Observances after site walk visit): During the job walk we encountered a “mysterious” vault. NAVFAC has no record of what it is or what it contained. Please clarify how we should bid the removal. For estimating purposes, Is the area contaminated or not?

Government Response: The vaults are unknown, are not in the GIS, and appear to be a part of an abandoned distribution system. Photos of these vaults have been uploaded to the google drive under a folder labeled “Pre-Bid Site Pics”. Base utility personnel, base fuels personnel, as well as other fuels experts and airfield experts were consulted and the utility type could not be determined. Fuels experts do not believe they are fuel lines. For bidding purposes, the soil around these lines is NOT contaminated.

RFI 9: (SF1442, regarding offer due date): Due to the incomplete plans and delay of them being issued, and in order to secure teaming agreements with our partners and to be able to provide a comprehensive bid package, respectfully requests a bid extension due date to May 31, 2019.

Government Response: Proposal due date is extended as shown in this amendment.
