The Construction Cost Limitation is $90,000,000.
SECTION 00010 - SOLICITATION CONTRACT FORM
The following have been added by full text:
AMENDMENT 0002
SUBJECT: REQUEST FOR PROPOSAL N62473-19-R-1208 P-440 PIER 8 REPLACEMENT AT NAVAL
BASE SAN DIEGO, SAN DIEGO, CALIFORNIA
Date 14 February 2019
A. The purpose of this amendment is to incorporate the following changes to the subject solicitation.
1. The proposal due date is hereby extended to 2:00 PM local time 19 March 2019.
2. The Construction Cost Limitation has been added to the solicitation..
B. Attachment titled: Boat Access Request Instructions is included with this solicitation and is available on the NECO website.
C. The information below is provided in response to the Request for Information:
RFI 13: It is requested that we be allowed under Pier 8 access via Contractor provided boat. Please advise how we may contact Port Ops to be granted permission for an under Pier 8 inspection.
Government Response 13: For instructions to access under Pier 8, refer to attachment titled, Boat Access Request Instructions.
RFI 14: After review of the RFP requirements and information provided in the corresponding attachments it is clear that the level of effort required to develop the preliminary design, complete a reliable estimate and prepare the technical proposal will require more time than allowed by the current March 5th, 2019 proposal due date. Therefore we respectfully request that the Offer due date be extended by a minimum of 6 weeks to April 16, 2019.
Government Response 14: The Proposal due date has been extended to 2:00 PM local time 19 March 2019.
RFI 15: Standard Form 1442 states that sealed offers are due by 2:00 PM on 05 Mar 2019. This proposal due date is less than 4 weeks from the date of the pre-bid meeting held on 06 Feb 2019. Given the complexity of this design-build pier replacement project, 4 weeks is not sufficient time to complete a pre-proposal design, have subcontractors prepare proposals, and finalize the offeror’s proposal. Please consider an extension of the proposal due date to 16 Apr 2019 to provide adequate time for Offerors to prepare responsible offers.
Government Response 15: The Proposal due date has been extended to 2:00 PM local time 19 March 2019.
RFI 16: Under Section 00210 Basis of Award, paragraph 4., Factor 3 – Past Performance, it states: “ If there is not a completed CPARS evaluation then submit Past Performance Questionnaires (Attachment F) for each project included in Factor 2 for both Construction Experience and Design Experience.” If an Offeror has a previously completed Past Performance Questionnaire (PPQ) similar to the Exhibit F form, can this previously completed PPQ document be submitted for Factor 3?
Government Response 16: Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.
RFI 17: In Section 00210 Basis of Award, Factor 2 – Experience, it states, “Individual blocks on this form may be expanded; however, total length for each project data sheet shall not exceed one (1) double-sided page (or two (2) single-sided pages).” In order to meet the project data sheet requirement of clearly describing “the scope of work performed and the relevancy to the project requirements of this RFP (i.e., unique features, area, construction methods)” we request that project data sheets have a page limit of three (3) single-sided pages.
Government Response 17: The page limit remains unchanged.
RFI 18: The language in this section states, "Piles shall be extracted using dry pulling or with the assistance of a vibratory hammer to loosen the piles to the maximum extent practicable" which implies that pile extraction is required. However, reading further the language appears to contemplate removal is optional. Please confirm that the piles located at the existing Pier 8 structure and fenders may be cut at an elevation near the existing mudline and left in place wherever they are not in direct conflict with the new Pier 8 structure. This will reduce waste, minimize soil disturbance and creation of turbidity, and maintain the integrity of the surrounding soil structure.
Government Response 18: The contractors AE DOR is responsible in determining if piles are extracted or broken below mudline. The Design Build team shall account for any potential lateral softening of the soil if extracting the piles and the Design Build team shall assume all responsibility for interferences with piles broken off and left below groundline, including piles located in positions different that shown on the as-built drawings.
RFI 19: Within the next to last sentence of the referenced section there is a requirement to: “Remove fender parts from the old demolished Pier 12.” Please clarify this requirement to remove fender parts from the old demolished Pier 12.
Government Response 19: Refer to Part 6, Section 6.12, these items were previously removed from Pier 12. The contractor responsibility is to dispose of the listed items.
RFI 20: Please advise if the permits for Pier 8 will include a Demolition Reuse Program for the construction of In- Water Fish Enhancement Structures similar to those constructed in conjunction with Pier 12. If the permits for Pier 8 will provide for the construction of In-Water Fish Enhancement Structures please provide guidance as to their location(s), size and composition, i.e. – concrete piles, concrete deck, etc.
Government Response 20: The Demolition Reuse Program will not include the construction of In-Water Fish Enhancement Structures.
RFI 21: The contract performance period of 750 calendar days is grossly insufficient. The initial Pier 12 contract performance period was established as 754 calendar days. The demolition associated with Pier 8 (66’ x 1,609 = 106,194 SF) is significantly greater than Pier 12 (30’ x 1,458 = 43,740 SF) with more than twice as many concrete pile to be removed. The demolition phase of the contract will require 9 to 12 months to fully complete.
Accordingly, it is strongly recommended that the contract performance period for Pier 8 be amended to allow 1,000 calendar days to complete the contract.
Government Response 21: The period of performance remains unchanged.
NOTE: ALL OTHER PARAGRAPHS, PROVISIONS, AND CONDITIONS TO RFP N62473-19-R-1208
REMAIN UNCHANGED. THE OFFEROR MUST ACKNOWLEDGE RECEIPT OF ALL AMENDMENTS
ON THE OFFER SCHEDULE.
