AMENDMENT 0001
SUBJECT: REQUEST FOR PROPOSAL N62473-19-R-1208 P-440 PIER 8 REPLACEMENT AT NAVAL
BASE SAN DIEGO, SAN DIEGO, CALIFORNIA
Date 05 February 2019
The purpose of this amendment is to provide responses to RFI’s.
Contractor RFI 1: The RFP documents posted and available as of February 1, 2019 indicate in the cover page of Part 6 – Attachments, that the following list of documents are to be provided:
P440 Pier 8 RFP Drawings P440 Pier 8 Geotechnical Report P440 Pier 8 Environmental Assessment Report P440 Pier 8 Anticipated Collateral Equipment List P800 (Steam Plant) As Built Drawings Existing Pier 8 As Built Drawings Existing Pier 8 Fender Repair Existing Quaywall Existing Sheet Pile Repair Storm Water Best Management Practices Policies and Procedures Manual (February 2017) Sample USACE permit: US Navy Pier 12 Replacement Project (Milcon P-327) at NBSD List of Additional Fender Items to be Disposed of Hazardous Material Survey of Pier 12 Draft Minimization, Mitigation, Monitoring and Reporting (MMMR) Tracking Sheet for Pier 8 Concrete Mix Designs for US Navy Piers 12 and Fuel Pier (75 Year Life) Blank Breakdown Sample Performance Assessment Plan
As none of the above documents are currently available on the website we request that these be provided as soon as possible, and further request that the anticipated date of availability be provide to allow proposers to plan development of the proposal.
Government Response 1: Attachments are available on the NECO website.
Contractor RFI 2: For the site visit, it states to meet at Mariners Park following the pre-proposal conference. Will NAVFAC be providing transportation to and from Mariners Park? If not, please provide instructions and details on where to meet after the Conference and later shuttling (by NAVFAC) to the site area. Will this second meeting area be at Pass & ID and if so, is there sufficient parking?
This section also implies that if attendees do not have, or cannot obtain the necessary base access that NAVFAC will escort them. For those being escorted, is there any special documentation they should bring or any advance paperwork that is required to be submitted?
For the site walk, are there any safety/PPE requirements? If so, will those be provided by NAVFAC?
Government Response 2: NAVFAC will provide transportation/escort from Mariners Park for those who do not have base access to the site. Government issued identification is required. There is no special documentation or paperwork required to be submitted in advance. Standard safety/personal protection equipment may be required to have full access to the pier. NAVFAC will not be providing any safety/personal protection equipment.
Contractor RFI 3: The provided file labeled “N6247319R1208P440-Parts-2-6.pdf” appears to indicate seventeen documents that should be included in this file. However, the file only contains the Part 6 introduction page (table of contents). Currently, none of the Part 6 attachment documents have been posted to FBO or NECO.
Please provide the Part 6 attachments.
Government Response 3: Part 6 attachments are available on the NECO website.
Contractor RFI 4: Please advise as to how we may obtain the other fifteen (15) Part 6 “Attachments”.
Government Response 4: Part 6 attachments are available on the NECO website.
Contractor RFI 5: Will we be allowed to take photos during the site visit to Pier 8 scheduled for Wednesday, February 6, 2019?
Government Response 5: No, photos are not allowed to be taken. See Part 6 attachment titled 6.1 P440 Pier 8 RFP DwgsR1 for photos.
Contractor RFI 6: Will it be necessary to have a camera pass to take photos of Pier 8 during the site visit to Pier 8 scheduled for Wednesday, February 6, 2019? If it is necessary to have a camera pass to take photos during the Pier 8 site visit, it is requested that we be provided with the appropriate Camera Pass Request form for NBSD and instructions as to whom it should be submitted.
Government Response 6: A camera pass is not necessary as photos are not allowed to be taken. See Government Response 5.
Contractor RFI 7: The delay in the issuance of the Part 6 – Attachments of the RFF is a significant handicap to Offerors preparing to submit on this Solicitation. The four-week proposal preparation period is insufficient to allow for development of a realistic cost proposal for a Design – Build Contract in that time frame. We would require an additional 30 days to complete our proposal.
Please note that Solicitation N62473-18-R2243 for P-224 Ammunition Pier and Turning Basin NAVWPNSTA, Seal Beach was originally issued on 10-Dec-2018, with an initial Offer due date of 24 Jan 2019, a period of more than six
(6) weeks for a Design-Bid-Build project that the Government provided 100% design. The due date for P-224 has subsequently been extended an additional two (2) weeks – ultimately affording 60 days to prepare offers on a completely designed project.
For Pier 8, the Offeror must develop and validate a constructible design, a process that will likely require at least a month, then involve subcontractors and suppliers, prepare estimates and develop a technical approach for submission to the Government – it is impractical to accomplish all these tasks within four weeks, especially when a significant amount of information (Part 6 Attachments) have not yet been provided to the Offerors.
Please extend the Offer due date an additional thirty (30) days.
Government Response 7: The proposal due date is not extended at this time.
Contractor RFI 8: Is there a process by which we can be provided with confirmation of receipt of RFI’s submitted to Victoria Brizuela via email at victoria.brizuela@navy.mil in accordance with Solicitation - PART 1 - INSTRUCTION TO OFFERORS - 1. Inquiries.
Government Response 8: An email is sent confirming receipt of RFI’s.
Contractor RFI 9: In addition to those documents listed as to be provided with Part 6 – Attachments, it is requested that we also be provided with the As-Built Drawings and Specifications from the most recent reconstruction of Pier
12 – NBSD.
Government Response 9: Pier 12 drawings and specifications will be available on the NECO website.
Contractor RFI 10: Under Section 00210 Basis of Award, section 3. Evaluation Factors, Factor 2 – Experience (a)
(1) Construction Experience, it states: Waterfront Demolition is defined as demolition of an existing pile supported waterfront structure. Does this definition of Waterfront Demolition include over-water bridge projects that meet the minimum cost requirement of $25,000,000 and which included demolition of in-water, pile supported bridge piers since the bridge piers were pile supported waterfront structures?
Government Response 10: Yes, Waterfront Demolition includes over-water bridge projects that meet the minimum cost requirement of $25,000,000 and which included demolition of in-water, pile supported bridge piers since the bridge piers were pile supported waterfront structures.
Contractor RFI 11: Referencing Section 00210 Basis of Award, section 3. Evaluation Factors, Factor 2 – Experience (a) (1) Construction Experience:
In order to allow Offerors to demonstrate Construction Experience that is most relevant to the P-440 Pier 8 Replacement project, we request that the third paragraph be revised to read: “Projects submitted for the Offeror shall be 100% completed within the past fifteen (15) ten (10) years of the date of issuance of this RFP.”
Government Response 11: Factor 2 is not revised.
Contractor RFI 12: Will the site visit on 2/6 include a chance to look at Pier 12?
Government Response 12: Yes, the site visit will include viewing Pier 12.
NOTE: ALL OTHER PARAGRAPHS, PROVISIONS, AND CONDITIONS TO RFP N62473-19-R-1208
REMAIN UNCHANGED. THE OFFEROR MUST ACKNOWLEDGE RECEIPT OF ALL AMENDMENTS
ON THE OFFER SCHEDULE.
