SOLICITATION NO: N62473-18-R-5816
PHASE ONE
INDEFINITE DELIVERY INDEFINITE QUANTITY MULTIPLE AWARD
CONSTRUCTION CONTRACT 8(a) SET-ASIDE FOR NEW CONSTRUCTION, RENOVATION, AND REPAIR OF GENERAL BUILDING CONSTRUCTION AT
VARIOUS GOVERNMENT INSTALLATIONS LOCATED IN CALIFORNIA,
ARIZONA, NEVADA, UTAH, COLORADO, AND NEW MEXICO
QUESTIONS AND ANSWERS
November 14, 2017
Question #1: We have worked on numerous design build projects with our proposed lead design firm. If we were to list eight (8) of our “team” projects for past experience (five (5) in construction and three (3) in design, would the three in design be discounted because they also displayed our construction experience?
Answer: Under Paragraph (1) Construction Experience and Paragraph (2) Design
Experience, it states "If the same project is being used to demonstrate construction and design experience, submit separate Project Data Sheets for construction and design." We cannot advise you what projects to submit in order to meet the requirements of to this solicitation. That is a business decision that your company has to determine based on the requirements of the RFP.
Question #2: This question pertains to a situation where we were the prime contractor for a design build project which our lead design firm (LDF) is using as past experience/performance. The owner will not provide a PPQ for the LDF because they were not the holder of the contract. Can we complete the PPQ for the LDF?
Or can we submit a PPQ from the owner which is in our company’s name?
Answer: The Government will not advise the Offeror which projects they should submit to meet the requirements of the RFP. The RFP states, “If the Offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the Offeror should complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s).”
Question #3: Factor 2, Experience, Exhibit B, Construction Experience states “Submit a maximum of five (5) relevant construction projects for the Offeror that best demonstrates your self-performance (see definition) experience on projects that are similar in size, scope, and complexity to projects that may be ordered under this contract.” It is common to subcontract portions of General Building Construction Projects as anticipated under this MACC. Perhaps this is meant to say “…that demonstrates your Prime Contract experience…” OR Please confirm what percent of self-performance of General Building Construction projects this statement is referring to? Or perhaps this statement was meant for specialized NAVFAC IDIQs (such as Utilities MACC, or Fire Protection MACC, or Demolition MACC), versus this General Building Construction IDIQ? Please clarify.
Answer: See Amendment 0001
Question #4: Factor 2, Exhibit B, Design Experience states “The Offeror must provide a supporting joint venture agreement, partnership agreement, teaming agreement, or letter of commitment and an explanation of meaningful involvement for the design subcontractor.”
Please clarify where the explanation of meaningful involvement shall be located within the proposal? Either within Exhibit A (as this information is also requested in Exhibit A), or an additional explanation within Factor 2?
Question #5: The definitions define “New Construction” as “Refers to creating entirely new facilities (or new construction to existing utility systems where major components are provided as part of the expansion. Complete repair/replacement of a utility line (involving installation of new distribution lines) is considered new construction).” The definition as it relates to utility lines does not seem to be relevant to NAICS 236220. Is this a mistake? Is so, would the Government please provide the full definition for New Construction for purposes of Offerors selecting relevant projects?
Question #6: Is section 00600 of the RFP required to be submitted as part of Phase I or in both
Phases?
Answer: Section 00600 is required to be submitted in Phase One. Any requirements for
Phase Two will be in the RFP for those Offerors that proceed to Phase Two.
Question #7: Due to restrictions on many Government computers, many of our clients are unable to scan documents (such as completed past performance questionnaires) back to us. The solution to this has been for the Government clients to use an e-signature program, such as e-sign in Adobe, to digitally stamp the PPQ and then email it back. In order to decrease re-work to our Government clients, would the Government please consider allowing this type of electronic signature stamp in lieu of a physical signature?
Answer: There is nothing in the RFP that prohibits electronic signatures.
Question #8: Considering the holidays during the month of November including Veteran’s Day and Thanksgiving, as well as the need to gather past performance questionnaires, would the government consider extending the due date a minimum of 3 days from the original due date of November 28th, allowing time following the Thanksgiving holiday to produce and deliver our proposal response?
Question #9: Under Instructions to Offerors, Proposal Submittal Requirements, it states that the format of the Phase One proposal is to include Tab 4 – Factor 4, Safety (Exhibit “D”) (pgs. 5-6 of 118). However, the following sentence states, “Do not submit Tabs 4 through 7 in Phase One Proposals.” Will Tab 4 – Safety need to be included for Phase One?
Question #10: We have noticed that there have been no postings for this opportunity (N62743-
18-R-5816) on the FedBizOpps web site (fbo.gov). Can you please confirm this is accurate and that all documents are on neco.navy.mil.?
Answer: The RFP is available on NECO but has also been uploaded to FBO.
