6. The following information is provided in response to RFIs:

Question 1:

I do understand this is going to be new construction. Will you be needing testing and inspection?

Answer 1:

Yes, per RFP requirements.

Question 2:

The Proposal Submission Requirements for Factor 2 Experience are extremely limiting and will thereby disqualify most highly qualified and experienced General Contractors. Based on our current interpretation of the requirements for Factor 2 Experience, it appears as though we do not qualify. In fact, based on contract awards for Hangars in the past several years, we don’t believe there are but maybe one or two contractors in the nation that could qualify (if that). Most Hangars values are in the $30,000,000 range so it is unlikely that contractors will meet the requirement.

Additionally, projects that include Accredited ICD-705.v1.3 Compliant Facilities and/or special foundations are not common, especially when required to be over the $50,000,000 requirement. So without revision to the requirements, you will very likely end up with only one bidder, or maybe even no bidders. Please review the Technical requirements for Experience and consider a revision to allow more qualified competition.

Answer 2:

Factor 2 Experience has been revised, see item 3 above.

Question 3:

The Proposal Submission Requirements for Factor 2 Experience, requires Offerors to submit relevant projects to demonstrate experience. The RFP further defines relevant projects to include one of (4) elements including: (1) Multi-bay Aircraft Hangars; (2) Accredited ICD-705.v1.3 Compliant Facilities; (3) Coordination with Airfield Operations; and (4) New Construction with special shallow foundations. Additionally, each project submitted must be valued at greater than $50,000,000 and completed within the past 5 years (10 years for Element 4). Quite simply, Hangar projects valued at greater than $50,000,000 are few and far between. Most recent military Hangar projects are valued between $30,0000,000 - $40,000,000. Some of the recently awarded KC-46A Hangar projects have a higher value, but that is because the Hangars are much larger in size and include a significant amount of non-Hangar scope (i.e., airfield paving, site and infrastructure improvements, demolition). However, the KC-46A program is relatively new and most of those hangars are not yet complete. Please consider revising the definition for relevant projects to include projects greater than $30,000,000 completed within the past 5 year period.

Answer 3:

See response to RFI 2.

Question 4:

For Factor 2 Experience, if a mega-project included a $30,000,000 Hangar, plus multiple other buildings (e.g., Passenger Terminal, Cargo Facility, etc.), please confirm that the required $50,000,000 value threshold is for the Hangar and related site improvements only. Or can the value of all buildings be used to reach the $50,000,000 value?

Answer 4:

Factor 2 Experience has been revised, see item 3 above. The minimum awarded construction cost for a project to be relevant, includes the Hangar and related site improvements only, additional buildings are not considered in calculating the minimum threshold.

Question 5:

For Factor 2 Experience, Offerors are required to submit relevant projects that can include “Multi-bay Aircraft Hangars”. Most F-35 Hangars include only one “bay” that accommodates multiple F-35 Aircraft. Is an F-35 Hangar that includes only one bay but accommodates multiple F-35 Aircraft considered acceptable?

Answer 5:

Yes, Factor 2 Experience has been revised, see item 3 above.

Question 6:

I noticed this opportunity references “temporary facilities” as part of the SOW. However, I was unable to find any further explanation for the temporary facilities requirements.

Can you elaborate? Any assistance is appreciated.

Answer 6:

The “temporary facilities” will be elaborated on in the plans and specifications that will be released in Phase Two of the solicitation.

Question 7:

RFP: Section 00100, Factor 2 - Experience, (a) Solicitation Submittal Requirements, (1) Construction Experience and (2) Design Experience, Page 14 and 15 of 61

In the relevancy criteria for construction and design project experience, the RFP states "For the purposes of this evaluation, a relevant project is further defined as projects that include at least two of the following elements:

referring to the bullet list of four items defining relevant projects.

In our experience, the four relevancy criteria are very unique and not frequently found in combination with each other on projects. In order for the Government to have the best selection of highly relevant project experience to evaluate, we respectfully request that the RFP be changed to read: "For the purposes of this evaluation, a relevant project is further defined as projects that include at least one of the following elements:"

Answer 7:

See response to RFI 2.

Question 8:

RFP: Section 00100, Factor 2 - Experience, (a) Solicitation Submittal Requirements, (1) Construction Experience and (2) Design Experience, Page 14 and 15 of 61

The RFP states that, with the exception of those involving special shallow foundations with structural fill and deep stone column systems, all projects submitted for the Offeror and the design partner "shall be 100% complete within the past five (5) years of the date of issuance of this RFP …"

In our experience, hangar and airfield projects tend to be large and not as frequently solicited as other project types.

In order for the Government to have the best selection of highly relevant project experience to evaluate, we respectfully request that the RFP be changed to allow Offerors and design partners to submit projects completed within the past ten (10) years of the date of issuance of this RFP.

Answer 8:

See response to RFI 2.

Question 9:

RFP: Section 00100, Factor 2 - Experience, (a) Solicitation Submittal Requirements, (1) Construction Experience and (2) Design Experience, Page 14 and 15 of 61

The second bulleted item in relevancy criteria list for construction and design project experience reads: "• New Construction (or Design) of an accredited ICD-705.v1.3 compliant facility (Meeting Physical and Technical Standards for Sensitive Compartmented Information Facilities);"

There have been many relevant and innovative SCIF projects designed and built under the previous intelligence community standard, DCID 6/9. We respectfully request that the RFP be amended to allow offerors and design partners submit SCIF project experience completed within the past 10 years, including projects designed or built according to DCID 6/9.

Answer 9:

See response to RFI 2.

Question 10:

We are interested in bidding the new Hangar project and would like to know what I need to do to get the specifications and plans?

Answer 10:

This is Phase One of a Two Phase solicitation. The specifications and plans will be provided in Phase Two only to the Phase One bidders selected to proceed to Phase Two.

Question 11:

I already checked the website called fedbizzopps.com, to find more information related to this project, but I did not find any plans and I

Wanted to know if you would be able to provide an specific date regarding the plan submittal.

Answer 11:

See response to RFI 10.

Question 12:

The Experience Factor is similar restrictive and effective disqualifies just about every potential Offeror.

Also, I have attached a list of recent Hangar project awards. The list is every Contract Award for a new “military” Hangar posted since July 2014. As you will see, there just aren’t that many Hangars that are valued at greater than $50 million. The list shows that there are only (12) Hangars awarded over $50 million in the past (4) years.

And of those, only (3) Contractors have been awarded more than one contract: Hensel Phelps, Core Tech-AMEC- SKEC & Harper Construction.

(Note: Both of Core Tech’s Hangars are located in Guam. And both of Hensel Phelps’ Hangars are located in Hawaii. Those locations significantly increase the construction cost.)

Answer 12:

See response to RFI 2.

Question 13:

Regarding Factor 2 – Experience criteria, we suggests revising the minimum design criteria to reflect awarded construction costs of $40M in lieu of $50M to enable greater flexibility for the design team members. The current design criteria is highly restrictive particularly for ICD 705 compliant facilities. The suggested design experience would be revised as follows:

(2) Design Experience:

Submit a minimum of three (3) and up to a maximum of five (5) relevant construction projects for the Offeror that best demonstrates your experience on projects that are similar in size, scope, and complexity to the RFP. For purposes of this evaluation, a relevant project is further defined as projects that include at least two of the following elements:

* New Construction of a Multi-bay aircraft hangar;

* New Construction of an accredited ICD-705.v1.3 compliant facility (Meeting Physical and Technical Standards for Sensitive Compartmented Information Facilities);

* Construction coordination with airfield operations

* New Construction with special shallow foundations with structural fill and deep stone column systems.

All relevant projects when combined must demonstrate experience with all four (4) of the above elements.

Weighting of submissions:

* A relevant project with three or more of the above relevancy criteria may be given more weight;

* A relevant project with an awarded construction cost of $80M or above may be given more weight.;

The minimum awarded construction cost must be at least $40M for a project to be relevant.

Projects submitted shall be completed within the past five (5) years of the date of issuance of this RFP. For design-build projects, the design portion of the contract shall have been completed within the past five (5) years of the date of issuance of this RFP; except for projects submitted with special shallow foundations with structural fill and deep stone column systems; those projects shall be completed within the past ten (10) years of the date of issuance of this

RFP.

Please advise if the Phase 1 solicitation can be revised accordingly.

Answer 13:

See response to RFI 2.

Question 14:

We are interested in bidding on the above mentioned project, but I have been unable to locate docs. Is there any way you can send me a link to the project docs?

Answer 14:

See response to RFI 10.

Question 15:

RFP Section 00100, Factor 2 - Experience, Paragraph (a) Solicitation Submittal Requirements, (1) Construction Experience and (2) Design Experience, Page 14 and 16 of 61

The RFP states that "The minimum awarded construction cost must be at least $50M for a project to be relevant."

Based on our experience and observation, it is unlikely that enough otherwise well-qualified offerors have built hangars over $50M during the past 5 years to present a competitive selection of such projects to evaluate. We respectfully request that this relevant awarded construction cost minimum be reduced to at least $40M.

Answer 15:

See response to RFI 2.

Question 16:

RFP Section 00100, Factor 2 - Experience, Paragraph (a) Solicitation Submittal Requirements, (1) Construction

Experience and (2) Design Experience, Page 14 and 15 of 61

The second bulleted item in relevancy criteria list for construction and design project experience reads: "• New Construction (or Design) of an accredited ICD-705.v1.3 compliant facility (Meeting Physical and Technical Standards for Sensitive Compartmented Information Facilities);"

A brief review of the change history for ICD-705 indicates that each version of the specification has many small modifications and a few significant ones, however none that greatly alter the intent or complexity of the requirements. Also, it should be noted that there were also significant time lags during the transition from the DCID 6/9 specification to ICD-705 and from the first version of ICD-705 to later versions. There were many projects that began with one specification and were amended to apply features of the new specification. We respectfully request that the RFP be amended to allow offerors and design partners to submit project experience executed under any version of ICD-705, as well as under the previous standard, DCID 6/9.

Answer 16:

See response to RFI 9.

Question 17:

SF1442, Box 13, Item A, Page 1

Because of unanswered RFIs currently in progress that are critical to Factor 2 project experience selection, we respectfully request that the due date for the phase 1 proposal be moved one week to December 17th, 2018.

Answer 17:

The RFP Phase One due date is NOT extended.

Question 18:

I been looking at fedbizopps.gov to follow up with the changes and uploaded information about this project, and the only thing I see is the solicitation 1 being posted. According to that file the deadline to submit a proposal is December 10th, 2018 and I was wondering if the deadline is going to change or it still for the same day. If the deadline is not going to change, I just wanted to know if more information will be provided on the website

Answer 18:

All amendments and required documentation to bid on Phase One of the RFP will be provided on NECO and/or FBO on or before the RFP due date.

7. All other paragraphs, provisions, and conditions to this proposed contract remain unchanged.

The offeror must acknowledge receipt of all amendments on the offer schedule.

(End of Summary of Changes)

File details come from the government source that posted it.
