REQUESTS FOR INFORMATION / CONTRACTOR QUESTIONS

Q1 - Is there going to be a set-aside for Service-Disabled Veteran-Owned Small Business?

A1 - See page 1, item #10 of the SF 1442 and page 5, paragraph A.2 of the IFB. This procurement is 100% set-aside for small business.

Q2 - What type of roofing system is being specified?

A2 - Contractors are expected the review the SOW and determine using their best professional judgement, what products will best meet the government requirements, unless specific materials are called out. Be advised, this specification is not a "brand-name" or "equal" specification.

Q3 - In regards to the solicitation number N62473-18-B-1607 that was posted today, May 7, 2018, on FBO, can you please let us know the correct proposal due date?

A3 - This Amendment updates the sealed bid due date and time. See paragraph 7, above.

Q4 - Is the proposal due via email or hard copy? The RFP is calling for the proposals to be hand-delivered to NAVFAC Southwest. Will you accept them via email?

A4 - No email sealed bids will be accepted. See paragraph 2(b), above.

Q5 - Is it required that the Contractor is to obtain a license in the State of California? Most federal contracts do not require the Contractor to obtain a license in the State.

A5 - Federal contracts do not require the Contractor to have a State Contractor's License.

Q6 - Page 60 of 114 says that we are to submit the first two pages of the SF 1442, with blocks 14 through 20c completed. Is it acceptable to also include Section 00010 - Solicitation Contract Form (with our pricing for Item No.0001) immediately following the SF 1442? Note:

A6 - Paragraph L.12 - Content of Proposals has been updated - see attached revised SOW.

Q7 - Page 4 of 114 says, "Bids shall be submitted in triplicate on Standard Form 1442..." Does this mean you want three copies (an original plus two copies) of the SF 1442?

A7 - The submittal copy requirements have been updated - see attached revised SOW.

Q8 - Page 4 of 114 says, "...for bids which exceed $100,000 shall be accompanied by a bid guarantee as stipulated in paragraph entitled, Bid Guarantee." However, page 59 of 114 states that, "no bid bond is required." Are we required to submit a bid bond with our proposal? If so, where in our proposal should it be submitted?

A8 - Paragraph L.7, Surety Form has been updated. A Bid Bond is required to be submitted with your sealed bid, if your sealed bid exceeds $100,000.00.

Q9 - Do we need to submit Section J, Representations and Certifications for Contracting by Sealed Bids? If so, where in our proposal should it be submitted?

A9 - See updated Form "Representations and Certifications for Contracting by Sealed Bids." You are required to fill in form and attach a copy of your SAM registration and include in your bid package.

Q-10 - What information would you like to see in the 2-3 page Capability Statement?

A-10 - This is not required and has been removed in the revised SOW.

Q11 - Under the project description demolition section. Section “C” states to “remove roof drains, vents-thru roof, parapet caps, condensate lines, underlying utility lines, electrical & HVAC units, etc..” However, since this project consists of an overlay and not a tear-off, there should not be not be any reason to demo the existing items listed above. Can you please provide clarification on whether line item C is applicable to this project? If it is applicable can you please provide a reason as to why it is applicable?

A11 –Replace the SOW with this section: Remove existing to install new roof drains, defunct sleepers under utility lines & parapet caps, but do not replace defunct condensate lines, defunct electrical conduits, which shall be lifted and reset on new sleepers, but not replaced. The HVAC units are to be lifted and new sleepers or curb flashing installed before resetting them. The existing HVAC does not have to be brought up to code, but properly flashed and waterproofed around curbs and penetrations.

Q12 - Under the project description demolition section. Section “E” states that the contractor is to demo and cap all non-functional or abandoned equipment and penetrations. Can you please verify what the contractor shall cap space with once the equipment has been removed? Can you also verify what equipment is abandoned and needs removed a capped? These items are not notated on the plans.

A12 - The non-functional or abandoned equipment reference has been deleted from the SOW.

Q13 - Under the project description demolition section. Section “F” states that the contactor is to “demo roofed over section on most southeasterly skylight”. Can you please provide clarification on what you mean by this?

A13 – This is a curb that housed an existing skylight which was removed and capped. The roofing material over the capped area is to be removed and a new roof capping material installed, including curb and edge flashing necessary for a watertight assembly.

Q14 - Section “2” under construction on p. 62 states that the contractor is to “patch all existing bldg. penetrations”.

Since the contractor is to overlay the existing roof system, all existing penetrations shall have a prefabricated pipe boot. Why are we to “patch the penetrations” if we are installing a new roofing system?

A14 – All penetrations must be tied into the new roof so they don’t leak. A new pipe boot meets this requirement if installed properly, but only for round piping penetrations. However, there are several types of penetrations that are to be waterproofed, including, but not limited to: HVAC curbs, rotovent penetrations, electrical or other utility line penetrations.

Q15 - Is it possible to have another site-visit in order to properly verify all details on roof?

A15 - No additional site walk will be scheduled.

Q16 - The project's main description is to install new roofing, but the old roof was not called out to be demo'd. Nor was mentioned in the construction notes to be replaced. Is re-roofing part of this scope?

A16 – The existing roof shall be left in place. Yes, a new roof shall be installed.

Q17 - May we request a copy of the Asbestos Report if any was done on this buildings?

A17 – Yes. The hazmat report indicates asbestos in the black mastic, which shouldn’t be an issue if the roof is not being removed. There is lead paint on the exposed vents, which may not be an issue if new roof jacks are set over them with out taking off the old ones. (See NS-280 “Asbestos/Lead Report” Sub Job 002/C97SR7 dated July 19, 2017)

Q18 - An as-built plan would help to determine the shut off location of the existing utilities affecting the roof, such as HVAC, electrical, etc. Are as-builts available?

Q18 - No

Q-19 - Will be given another time to examine the existing deckings and support? The current condition of the substrates will have a great effect on the estimate.

A-19 – No, structural concerns are not an issue.

Q20 - What is the thickness of the inssulsation installed in the existing roofing system? Below the existing BUR system?

A20 – There is no insulation between the BUR and the roof sheathing.

Q21 - The Government normally has preferred manufacturer of skylights. Please let Contractors know if there is one.

A21 – No preferrence.

Q22 - Does the file "N62473/N6247318B1607SECNAV5512.pdf" (posted on NECO website) contain any pertinent information? We were unable to open it.

A22 - This is the form that needs to be completed to obtain a DBIDs badge.

Q23 - Who is responsible for determing which roof penetrations are no longer in use?

A23 – All existing equipment and penetrations to remain.

Q24 - During the site walk, existing crickets looked sufficient. Is there a need to build them up even higher? Doing so would put the top of the crickets at the top of the parapet wall.

A24 – Crickets shall be directed toward positive drainage to the roof drains and scuppers at a minimum slope of ¼”:12” (2%).

Q25 - Is there a core sample of the existing roof to determine the depth of the roof down to the deck? This would determine the length of screws needed to mechanically attach the new roof.

A25 – There is no insulation between the BUR and the roof sheathing.

Q26 - Is a prefabricated PVC deck sheet required? Only one manufacturer provides this. There was talk at the site walk that this requirement might change.

A26 – No. This requirement has changed. See revised SOW, paragraph B.c - Roofing.

Q27 - is this a full roof replacement?

A27 – Yes.

Q28 - Is there a Bid Bond Form for this project?

A28 - A blank Bid Bond Form is attached to this Amendment. Your Bonding Agent should complete the form.
