March 12, 2014 - RFI Question and Responses for N62473-14-R-0007 – Indefinite Quantity Contract for Structural Architect-Engineer Services, Small Business Set-Aside, Project At Various Locations, But Not Limited To California, Arizona, Colorado, Nevada, new Mexico, and Utah.
Question #6: In Part I, Section H, Criterion 4, it states that we need to provide an ACASS evaluation for each project submitted under Criterion 2. Is this something we should already have? If not, how may we obtain one?
Answer: Criterion 4 submission requirements state, “Submit an A-E Contractor Appraisal Support System (ACASS) or a Past Performance Questionnaire (PPQ) evaluation for each project listed under Criterion 2”.
ACASS evaluations are given on Government A-E contracts. Contact the Contract Specialist or Government POC of the subject project for the ACASS evaluation. PPQ’s can be submitted for projects worked on with the private sector or for Government projects for which an ACASS is not currently available. Your firm would provide the PPQ to the customer of the project to complete. Upon completion of the PPQ, your firm, or the customer completing the PPQ, would then submit the form to NAVFAC SW.
Question #7: If we have sub-contractors that will be providing us with projects under Criterion 2, do they need to provide us with their own ACASS evaluation as well?
Answer: If your firm elects to provide a project completed by a sub-contractor that is a part of your proposed team you may submit their ACASS evaluation or PPQ.
Question #8: Submitting PPQ’s per Section H, Criterion 4, Past Performance, is there a minimum on the number of PPQs we will need to provide? How many PPQ’s will we need to submit?
Answer: No, there is no minimum. It is your firm’s business decision to determine what information to provide, or how many PPQ’s or ACASS evaluations to provide. However, the criterion submission requirements state, “Show past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. Submit an A-E Contractor Appraisal Support System (ACASS) or a Past Performance Questionnaire (PPQ) evaluation for each project listed under Criterion 2.”
Please refer to Criterion 4 of the synopsis.
Question #9: Is it required that our team have all of the Primary Structural services in order to be considered for the proposal, or can we afford to leave a few services out for the submittal?
Answer: The Government will evaluate all timely submitted SF 330’s in response to solicitation N62473-14-R-0007. Please note that we are looking for the most highly qualified firm based on the requirements of the synopsis.
Question #10: Can we submit PPQs for projects in which we were a subcontractor?
Answer: Yes.
Question #11: Can you clarify “year completed” of projects in Exhibit E and F. As an structural engineering firm, our professional services may be completed well before construction, therefore we are interpreting our professional services as one “month/year” and completion of construction as another “month/year”. Is this correct? Or should “month/year” of completion be interpreted as the entire project through construction.
Answer: If you refer to Section E and Section F of the SF 330 form, which can be found attached to solicitation N62473-14-R-0007, on www.fbo.gov, it provides two boxes for years completed for relevant projects. A box to identify completion of professional services and another box to identify completion of construction services, if applicable.
