March 17, 2014 - RFI Question and Responses for N62473-14-R-0007 – Indefinite Quantity Contract for Structural Architect-Engineer Services, Small Business Set-Aside, Project At Various Locations, But Not Limited To California, Arizona, Colorado, Nevada, new Mexico, and Utah.
Question #12: SF 330, Part 1, Section E, Resumes of Key Personnel, CRITERION 1, PROFESSIONAL QUALIFICATIONS: states that “Key personnel shall include a minimum of three (3) registered professional Civil and/or Structural Engineers on staff of the prime A-E firm.” Can we as the prime under this contract file for an exemption if we currently have on our staff a registered structural engineer (S.E.) as the Lead Structural Engineer and a registered structural engineer (P.E.) as the Lead Project Engineer/Project Manager?
Answer: No
Question #13: The Set Aside states “Total Small Business”; does this mean that all Primary and Secondary firms per joint venture (JV) or otherwise are small businesses per 13 CFR 124 of the Small Business Act?
Answer: If you are under the Mentor Protégé Program, approved by the SBA, the joint venture entity must have one SBA certified 8(a) firm and a mentoring firm that can be a large business.
If your firm is not a participant of the Mentor Protégé Program, approved by the SBA, the participating firms of the joint venture are not an 8(a) business concern, all firms under the joint venture must be small businesses and have the approved NAICS code of the procurement. For this procurement the NAICS code is 541330.
Please contact your local Small Business Administration office for further clarification.
