Questions & Answers

March 11, 2014

Question 1: If a contractor is able to show experience working with one Lead design firm for multiple projects but lists a second lead design firm and does not have any experience working together, would the second lead firm be considered a weakness or would it simply not gain a higher rating?

Answer: As stated in the RFP: “Relevant projects where the Offeror and the proposed design firm(s) have previously worked together may be considered more favorably than those that have not worked together.”

In this instance, an Offeror may not receive a weakness for not having experience working together with one of multiple design firms. However, it cannot be determined how you would be evaluated without seeing the Offeror’s actual proposal submission for that factor.

Question 2: It is stated in this solicitation that “this procurement is set-aside for 8(a) firms with a bona fide place of business with the respective jurisdictions of the SBA District Offices in California, Arizona, Nevada, Utah, Colorado and New Mexico.”

Does that mean one bona fide office in any of the states or bona fide offices in each of the states mentioned above?

Answer: There is no requirement to have a bona fide office in each state only one bona fide office is required, in one of the following states: California, Arizona, Nevada, Utah, Colorado or New Mexico. Please contact your SBA District Office for further information.

Question 3: If the Offeror does not have the construction experience as described but employees of the Offerors firm do have the experience, can the Offeror use employees of the firm’s past experience?

Answer: No.

Question 4: We wanted to clarify that a Construction Prime/Sub Team was able to submit past performance projects from both team partners (as long as they do not go over the limit of 5 projects).

We will have our Teaming Arrangement included in TAB 1.

Answer: No, construction subcontractor experience will not be considered. Projects must be submitted for the Offeror (see definition) in accordance with the RFP. Projects must be submitted for the Designer in accordance with the RFP.
