About this file

This is a Questions and Answers (Q&A) document for Pre-solicitation N62470-26-R-0036 addressing vendor inquiries regarding a 150 US ton mobile boat hoist procurement for Sasebo, Japan.

The document clarifies two key requirements from the pre-solicitation notice. First, "Registered Professional Engineer" refers to an engineer holding a Professional Engineering license issued by a U.S. state licensing board, with international engineers permitted to provide documentation of their country's equivalent professional credential. Second, regarding the use of commercially available overseas-manufactured hoists, the government response indicates that any proposed end product must strictly comply with all terms and conditions of the final solicitation, including DFARS Part 225 clauses such as DFARS 252.225-7001 (Buy American and Balance of Payments Program) and all prohibited source restrictions. Offerors bear sole responsibility for independently determining the eligibility and compliance of their proposed products with applicable federal contracting requirements before submission.

Pre-solicitation N62470-26-R-0036 — Mobile Boat Hoist, Sasebo, Japan Page 1

150 US TON MOBILE BOAT HOIST, SASEBO, JAPAN

Q&A Document: Pre-solicitation N62470-26-R-0036

Subject: Vendor Questions and Government Responses

Solicitation Reference: Pre-solicitation N62470-26-R-0036 (Mobile Boat Hoist)

Q1: The pre-solicitation notice states that the crane shall be built to the design of a registered professional engineer. Could you please clarify what qualification is meant by "registered professional engineer"?

Response: "Registered Professional Engineer" refers to an engineer that has obtained a Professional Engineering license issued by their state's licensing board in the United States of America. Engineers working outside of the U.S. can provide documentation of their country's equivalent professional license/credential in the engineering field.

Q2: We understand that there are very few manufacturers in Japan capable of producing this type of mobile boat hoist. Therefore, we are considering proposing a commercially available boat hoist that is designed and manufactured by an overseas manufacturer. Would this be acceptable under this solicitation? If so, would the requirement for a registered professional engineer be satisfied by the engineer responsible for the design at the overseas manufacturer?

Response: Any proposed end product must strictly comply with all terms and conditions incorporated into the proposed solicitation. Offerors are responsible for reviewing all DFARS Part 225 clauses included in the proposed solicitation, once it has been issued — including, but not limited to, DFARS 252.225-7001 (Buy American and Balance of Payments Program) and all prohibited source restrictions — to independently determine the eligibility and compliance of their proposed end products.
