About this file

This is a pre-solicitation synopsis for a Design-Build and Design-Bid-Build (DB/DBB) Indefinite-Delivery, Indefinite-Quantity (IDIQ) Multiple Award Construction Contract (MACC) to be issued by the Naval Facilities Engineering Command (NAVFAC) EURAFCENT. The MACC will support construction projects primarily in Rota, Spain, including general building construction such as new construction, renovations, alterations, demolition, and repair work for airfield, industrial, infrastructure, administrative, training, retail, food service, munition storage, and community support facilities. Approximately five separate contracts will be awarded for a base period of three years with five one-year option periods, with a combined not-to-exceed value of $495,000,000. Task orders will be Firm-Fixed-Price (FFP) and are anticipated to range from $8,000,000 to $87,000,000 per order. The NAICS code is 236220 (Commercial and Institutional Building Construction), and the small business size standard is $45,000,000.

The solicitation will be formatted as an RFP using a best value tradeoff source selection process with evaluation factors including technical approach, safety, experience, technical solution, and past performance. An initial seed project—P-016, Combat Aircraft Parking Apron in Moron, Spain (valued between $25,000,000 and $100,000,000 with approximately 1,038 calendar days for performance)—will serve as the basis for price competition and is representative of future task orders. The offeror submitting the best value proposal for the seed project will receive the seed task order, while additional best value offerors will be awarded basic contracts with $10,000 minimum guarantees. The solicitation (N62470-26-R-0001) will be posted on or about September 11, 2026, on PIEE and SAM.gov. All prospective offerors must maintain active registration in the System for Award Management (SAM). Inquiries should be directed to Kathleen Delashmitt or Kimberly Hall at the provided email addresses.

The intent of this pre-solicitation synopsis is to make notice of a proposed contract action for

Design-Build and Design-Bid-Build (DB/DBB) Indefinite-Delivery, Indefinite-Quantity (IDIQ)

Multiple Award Construction Contract (MACC) for construction projects primarily in Rota, Spain.

The MACC will require the ability to manage multiple task orders concurrently across the identified area of operations. Construction projects to be performed under the MACC will primarily consist of general building type projects (new construction, renovations, alterations, demolition, repair work, and any necessary design) including, but not limited to: airfield, industrial, infrastructure, administrative, training, retail, food service, munition storage, community support facilities and both vertical and horizontal construction in the Rota, Spain region or other areas managed by NAVFAC EURAFCENT. This tool may also be used throughout the NAVFAC area of responsibility (AOR), worldwide.

The proposed MACC will result in the award of approximately five (5) separate contracts for a base period of three (3) years and five (5) one-year option periods with a not-to-exceed value of

$495,000,000. Task Orders will be Firm-Fixed-Price (FFP) and are anticipated to be in the range of $8,000,000 to $87,000,000 per order.

This planned solicitation will include an initial task order seed project that serves as the basis of price competition for the evaluation of offers on the MACC and is representative of the projects that may be procured through this contract. The proposed seed project for this solicitation will fulfil a planned horizonal construction requirement: P-016, Combat Aircraft Parking Apron in

Moron, Spain. The seed project will construct an aircraft parking apron expansion to include the following scope items:

• Expansion of the Aircraft Parking Apron to provide nine (9) new aircraft parking spots in an unloaded condition, or three (3) new B-52 aircraft parking spots in a live ordinance loaded condition.

• Ten (10) new fuel pits and associated piping.

• Relocate the displaced Civil Engineer (CE) Storage Complex including a new covered storage building and an open storage yard.

• Environmental Protection and Spill Control for all areas impacted by the project.

• Extension of the new Munitions Roadway from C Avenue to the new parking apron.

• Relocation of critical overhead electrical lines to underground duct bank.

• Apron high mast lighting

In accordance with DFARS 236.204(v), the magnitude of construction for this project is between

$25,000,000 and $100,000,000. The period of performance for this project is approximately

1,038 calendar days after notice to proceed.

This solicitation is being advertised as "Unrestricted" for full and open competition. The solicitation including the specifications will be formatted as an RFP in accordance with the requirements designated by FAR 15.103-1 for a best value tradeoff source selection process. This method permits evaluation of proposals based on price competition, technical merits and other factors; permits impartial and comprehensive evaluation of offerors’ proposals; permits discussions if necessary; and ensures selection of the source whose performance provides the best value to the Government.

The offeror with the best value proposal for the seed project will be awarded a contract and a task order for the seed project. Additional remaining offerors who offer best value proposals will be awarded a basic contract and a task order for the overall minimum guarantee of $10,000 for the term of the contract.

This notice does not constitute a request for proposal. The Request for Proposals (RFP) will be available for viewing and downloading on or about 11 September 2026.

The appropriate Northern American Industry Classification System (NAICS) code for this procurement is 236220, Commercial and Institutional Building Construction, and the Small

Business Size Standard is $45,000,000.

The non-price evaluation factors are anticipated to be as follows: Technical Approach, Safety, Experience, Technical Solution, and Past Performance.
