4. Business Case Analysis Studies,
5. 1391 Project Planning Documentation,
6. Shore Facility Planning System (Asset Evaluations/Basic Facility Requirements/
Facility Planning Documents).
Firms may be considered more favorably by demonstrating the following:
1. Specialized experience within the primary geographic area of this contract, the Continental United States (CONUS) East Coast, the adjacent waters of the Atlantic Ocean, including the Caribbean and Europe, Africa, and U.S. Central Command and may be evaluated more favorably commensurate with the extent of their experience in the various locations covered in the primary geographic area.
2. Experience on projects self-performed by the Joint Venture as a whole may be viewed more favorable than projects submitted by individual partner(s).

Resumes are limited to one page each and should indicate: professional registration, certification, licensure and/or accreditation in appropriate disciplines; cite recent (within the past five (5) years) project-specific experience in work relevant to the services required under this contract; and specifically indicate the person’s proposed role in this contract as follows:
(a) For the projects outlined in Criterion 1, demonstrate experience in the following:
1) Technical disciplines (such as planning, engineering, cost estimating, etc.)
2) Project Management including work plans and oversight
3) Preparing studies and analyses
(b) For all other contracts, including Federal and DoD contracts, demonstrate experience in the following:
1) Program and task order level management and administration
2) Quality control management and administration
Firms should not use other company titles such as “Type I Engineer” where the discipline and role are unidentifiable. Indicate participation of key personnel in example projects in the SF330, Part 1, Section G.

Firms should not use other company titles such as “Type I Engineer” where the discipline and role are unidentifiable. Indicate participation of key personnel in example projects in the SF330, Part 1, Section G.
3. Pre-Proposal Inquiries and Responses
1. Question: Considering that services under Criterion 1, such as GSIPs and Regional Plans, are not required frequently enough to consistently fall within a five-year timeframe, would NAVFAC consider extending the submission window for Criterion 1 – Specialized Experience – SF330, Section F to include projects completed within the past seven (7) years immediately preceding the date of issuance, instead of the past five (5) years?
Response: Please see revisions to Criteria 1 and 2 in Amendment 0001.
2. Question: Please clarify if it is your intent to receive resumes for staff in all key personnel disciplines listed in paragraph 1 under Criterion 2 – Professional Qualifications and Technical Competence (SF330, Part 1, Sections E&G), including disciplines that are listed as desired but not necessarily required.
Response: In accordance with Criterion 2, “[p]rovide resumes for all proposed key personnel that illustrate experience in the work proposed under this contract.”
3. Question: Please clarify the definition of the key personnel discipline listed as Engineer in paragraph 1 under Criterion 2 - Professional Qualifications and Technical Competence (SF330, Part I, Sections E & G) as further in the same paragraph specific engineering disciplines are listed (e.g., Mechanical, Civil, Electrical) and are desired but not necessarily required.
Response: Please see revisions to Criterion 2 in Amendment 0001.
4. Question: Please clarify the intent of the statement regarding relevant guidance to CUI and the list of reference documents at the end of the solicitation. This information does not appear to drive any specific requirement that we need to include in our SF330 proposal submission for evaluation.
Response: Guidance regarding CUI is to alert potential offerors that the ability to comply with CUI will be required and offerors must be prepared for this requirement.
5. Question: The Criterion 1 more favorable considerations point number 2 appears to provide more favorable consideration to a JV proposing entity with no opportunity for more favorable consideration for a single firm proposing entity. Respectfully request this more favorable consideration be removed.
Response: Please refer to Criterion 1.
6. Question: In light of the three upcoming holidays during the proposal period, combined with the anticipated unavailability of Government staff to provide PPQs, CPARs, RFI responses, and the timing needed to coordinate printing production and delivery, will the
Government consider a 2-week deadline extension with a revised due date of February 05, 2025? Additionally, a government shutdown now appears likely, again limiting our ability to obtain CPARS and answers to questions.
Response: No, please refer to SF-330 submission requirements.
7. Question: How many resumes are we allowed to submit?
Response: Please comply with the page limitation of 60 pages referenced in SF-330 Submission Requirements.
8. Question: Please confirm the hard copy submittal and CD requirements.
Response: Please refer to SF-330 submission requirements.
9. Question: Please advise if Industrial Engineers are required to have specific qualifications or licenses for this contract. The synopsis mentions that engineers must be licensed in their respective disciplines, but it does not specify any licensing requirements for Industrial Engineers. Typically, professional registration is not common in Industrial Engineering as they do not frequently sign and seal plans.
Response: Please see revisions to Criterion 1 in Amendment 0001.
10. Question: Do we need to submit a resume for each of the key disciplines listed?
11. Question: Do we need to submit resumes for the other disciplines listed (not key)?
12. Question: There are six types of projects listed in the solicitation for Criterion 1- Specialized Experience. Please advise if projects 1-6 are ranked in order of importance.
For example, will Project 1: Global or Multi-Regional Planning be given more weight in the evaluation compared to subsequent projects?
Response: Please refer to Criterion 1.
13. Question: For the 6th type of project listed, does that project need to include all three of the projects listed (i.e., asset evaluations, basic facility requirements, facility planning documents)?
Response: No, please see revisions to Criterion 1 in Amendment 0001.
14. Question: Is professional registration only required for the architect and engineer but not for the planner?
Response: Please see revisions to Criterion 2 in Amendment 0001.
15. Question: Is the order in which key disciplines are listed a priority order? For example, is project manager more important than others listed after?
Response: Please refer to Criterion 2.
16. Question: The synopsis requires prime’s to submit Unique Entity Identifier and CAGE with the SF-330 submission. We are considering the formation of a new Joint Venture (JV) made up of firms currently registered in SAM. The new JV will not be registered before the SF330 submission date, but will be registered prior to award. Please confirm that if all JV partners are registered in SAM the intent for SAM registration is met and the new JV will be eligible for award. Note: We have been advised through our recent inquiries with SAM representatives into the status of a newly registered JV, that the complete registration process will now take 5 weeks at a minimum where historically it could be accomplished in approximately 2 weeks. We regularly engage and follow up with SAM representatives, but there is little we can do to push their actions once we submit the registration. We believe this change is driven by the newly implemented SAM system and its more rigorous checks and balances, as well as the general slow-down in many federal administrative actions since the COVID pandemic.
Response: Please review the synopsis. “Interested firms are advised to ensure registration in System for Award Management (SAM) Database is current at time of offer and must remain valid through award of a contract.” SF330s are not considered “an offer” for this purpose. Firm(s) that are successfully selected will be requested to provide an offer at that time.
17. Question: We respectfully request a two-week extension of the submission deadline for
N62470-24-R-0061 INDEFINITE DELIVERY/INDEFINITE QUANTITY CONTRACT
FOR ARCHITECT-ENGINEER SERVICES FOR PREPARATION OF NAVY AND
MARINE CORPS PLANNING AND ENGINEERING SERVICES FOR WORK
PREDOMINANTLY LOCATED IN CONUS-EAST COAST based on the following:
Upon review of the synopsis, specialized disciplines that were not apparent in pre-advertising notifications and the sources sought were identified. Identifying and securing additional teaming partners with these capabilities will take extra time during the holidays, as most individuals will be out of the office until after the New Year. The impact of the holidays from Thanksgiving until the New Year has affected firms' ability to receive timely responses from government agencies processing the required joint venture paperwork to provide business licenses, UEI, and CAGE Codes. Given the long-lead time to obtain a CAGE code, which may be exacerbated by the upcoming holidays, please consider allowing JVs to submit SF-330 with UEI and CAGE codes for each JV partner, with the intent of providing the CAGE code for the JV entity by the time of award. This approach was allowable in the 2017 solicitation of this contract (see N6247018R4001, And 1, Question 2).
Response: Please see revisions in Amendment 0001.
18. Question: Regarding the following paragraph on page 5, "Experience on projects self-performed by the Joint Venture as a whole may be viewed more favorable than projects submitted by individual partner(s)," please clarify if "as a whole" refers to the specific JV ( i.e., with specific UEI/CAGE code) that performed the work. In other words, would an individual firm’s experience with a past/current JV still receive more favorable consideration if they are currently submitting individually, or as part of a different JV, for this solicitation?
Response: No, only past experience by the proposing entity JV will be viewed more favorably. Experience by an individual partner which was performed as part of another JV is considered experience by that individual firm which performed it. Please see Criterion 1 of the synopsis regarding the requirements for “projects performed as a subcontractor or a joint venture involving different partners.”
19. Question: As responses to the questions above may result in additional unexpected effort for interested parties, we respectfully request a three-week extension of the submission deadline.
Response: No.
