Amendment 0002 is issued to provide the following:
1) To provide revised Synopsis.
2) To provide responses to pre-proposal inquiries.
Inquiries & Responses:
1) QUESTION: CRITERION 2 - Professional Qualifications, of solicitation states: “Key personnel are individuals who will have major contract or project management responsibilities and/or will provide unusual or unique expertise. Specific disciplines that must be included in key personnel are Project Manager, Quality Control Manger, Architect, Civil Engineer, Landscape Architect, Structural Engineer, Mechanical Engineer, Electrical Engineer, Geotechnical Engineer, Cost Engineer (Certified Cost Professional or equivalent), Interior Designer (practicing certified or registered), and Fire Protection Engineer.”
Page 5, paragraph 4 under Criterion 2 – Professional Qualifications, of solicitation states:
“Provide a list of key personnel for three (3) design teams that shall be limited to the following: Principal-In-Charge (PIC) of the Prime AE firm, Project Manager (PM), Architect, Civil Engineer, Structural Engineer, Mechanical Engineer, Electrical Engineer, Fire Protection Engineer, Environmental Engineer, Geotechnical Engineer, Land Surveyor, Interior Designer (practicing registered or certified) and Cost Engineer. The PIC of the Prime AE firm may be the same person on multiple teams.”
1a) Since these listings of key personnel do not match, can the solicitation be modified to only show Project Manager, Quality Control Manager, Architect, Civil Engineer, Landscape Architect, and Structural Engineer, Mechanical Engineer, Electrical Engineer, Geotechnical Engineer, Cost Engineer (Certified Cost Professional or equivalent), Interior Designer (practicing certified or registered), and Fire Protection Engineer as the key personnel in both locations outlined above so that it’s clear what roles we are to provide Section E resumes for?
1b) Does NAVFAC wish to see three di erent Section E resumes for each key discipline listed on the design teams, e.g. 3 project managers, 3 architects, 3 civil engineers, etc.?
RESPONSE: 1a) Criterion 2 Paragraph 4 has been moved to Criterion 5. It requires identification of three di erent teams and will be located in Section H.
1b) Yes.
2) QUESTION: Solicitation states: Each project listed for specialized experience shall include project title and location, year “professional services” (not including PCAS) completed, details of specialized experience, point-of contact name, e-mail address, phone number, contract number or project identification number, contract period of performance, contract award amount, estimated construction cost and the role and experience the PM had in performing the project. Experience in a role other than PM for project submittal will not qualify as specialized experience and technical competence. If a project description does not clearly define the work performed by the PM (including the specialized design and engineering service) or if a project does not provide the requested data, accessible points of contact, or valid phone numbers, that project may be evaluated less favorably or as not qualified.
This information is typically listed in Section F but would seem NAVFAC would like it shown in Section E resumes. Can you confirm if this information is only meant to be shown for projects listed in the project manager(s) Section E resume and not all key personnel?
RESPONSE: Solicitation has been revised, moving the requirement to Criterion 5. The specialized experience for Project Managers will be indicated in Section H.
3) QUESTION: CRITERION 2 - Professional Qualifications, of solicitation states: “Provide a list of key personnel for three (3) design teams that shall be limited to the following: Principal- In-Charge (PIC) of the Prime AE firm, Project Manager (PM), Architect, Civil Engineer, Structural Engineer, Mechanical Engineer, Electrical Engineer, Fire Protection Engineer, Environmental Engineer, Geotechnical Engineer, Land Surveyor, Interior Designer (practicing registered or certified) and Cost Engineer. The PIC of the Prime AE firm may be the same person on multiple teams.
Specialized Experience: Provide a list of key personnel with specialized experience and technical competence in relevant projects that involved the execution of DD1391 or similar project programming documents, 1391/Design Charrettes, DB RFP solicitation documents, DBB design contract documents, and structural engineering studies.”
Does NAVFAC wish to see these listings preceding Section E resumes as a standalone page and will this page be counted toward page limit?
RESPONSE: Requirement moved to Criterion 5. These will be pages in Part I, Section H, and will count toward the total page count of Part I as described in paragraph SF-330 Submission Requirements.
4) QUESTION: CRITERION 8 - Firm Location, of solicitation states: “…Evaluation of firms will include consideration of their location within the general geographic area of the anticipated projects, primarily within 100 miles of Portsmouth Naval Shipyard, Kittery, Maine.”
Can you please confirm the location listed is an error and should be Norfolk Naval Shipyard, Portsmouth, VA?
RESPONSE: Confirmed. The primary location is Norfolk Naval Shipyard, Portsmouth, VA.
5) QUESTION: The solicitation states: “…Evaluation Criteria 1 through 3 are considered most important and are equal among themselves; Criteria 4 through 6 are of slightly less importance and are equal among themselves; and Criterion 7 is of the least importance and will be used as a tiebreaker among technically equal firms.
Can the verbiage be modified to include Criterion 8 and 9 and how they will be evaluated within this listing of importance?
RESPONSE: Solicitation will be revised to state that Criterion 9 is of the least importance and will be used as a tiebreaker among technically equal firms.
6) QUESTION: CRITERION 2 - Professional Qualifications (SF330, Part I, Sections E & G): Page 5 lists out key personnel to provide resumes for; in the list of key personnel, “Program Manager” is not listed. However, PIC is listed. Is the PIC equal to a Program Manager in the organization of personnel? Can you please define how NAVFAC sees the role of a PIC vs a Program Manager for this opportunity?
RESPONSE: Requirement to submit a resume for a PIC or Program Manager has been removed.
7) QUESTION: CRITERION 1 - Specialized Experience (SF330, Part I, Section F) page 3, states:
Submission requirements: Provide a maximum of six (6) projects with the design completed within the past 10 years immediately preceding the date of issuance of this notice that best demonstrates the specialized experience of the proposed team in the areas outlined above.
However, Criterion 2 – Professional Qualifications (SF330, Part I) Sections E & G states: Cite recent (within the past seven (7) years) project-specific experience in work relevant to the services required under this contract. Include any sustainable professional accreditation such as (but not limited to) LEED AP, Green Globes Professional, etc.
Would you consider making both of the date ranges for the projects in Section F and the projects provided on resumes in Section E completed within the past 10 years? The way it is written now, if we have a project for specialized experience in Section F that goes back eight
(8) years, we cannot highlight team members who worked on it in Section E due to being only allowed to go back seven (7) years on resumes. Changing the date range for both to ten
(10) years eliminates this issue.
RESPONSE: Concur. Requirements for Section E of Criterion 2 revised to reflect ten years.
8) QUESTION: Last paragraph, page 5, states: Each project listed for specialized experience shall include project title and location, year “professional services” (not including PCAS) completed, details of specialized experience, point-of-contact name, e-mail address, phone number, contract number or project identification number, contract period of performance, contract award amount, estimated construction cost and the role and experience the PM had in performing the project.
Section E resumes in SF 330 format, provides project title and location, year “professional services” (not including PCAS) completed, and details of specialized experience. Based on the paragraph above, are you requesting that every project included on a resume must also include the point-of-contact name, e-mail address, phone number, contract number or project identification number, the contract period of performance, contract award amount, estimated construction cost, and the role and experience description?
Resumes are limited to one (1) page; providing the additional information listed above outside of the typical SF 330 format will take up a large amount of space on the resume, adversely limiting the number of projects that can be listed on resumes to demonstrate the individual's specialized experience. Please clarify.
RESPONSE: Requirement for "Specialized Project Management Experience" moved to Criterion 5 to avoid confusion with the experience provided by projects in Section F. The additional PM experience will be included in the page count.
9) QUESTION: Page 5 states, more favorable consideration may be given for:
1) PM experience in (1), (2), and (3) of Criterion 1
Which criteria 1,2 and 3 of Criteria 1 are you referring to for consideration on the PM’s resumes? There are three (3) lists in Criteria 1 that are numbered 1-3.
RESPONSE: Solicitation revised to remove redundant numbering.
The following is now clarified under Section H, Criterion 5 as what will be considered more favorably for Specialized Project Management Experience:
A. Execution of DD1391 or similar project programming documents B. Facilitating DD1391/design charrettes C. Development of DB Request for Proposal solicitation documentation
