RFI Questions and Answers

RFI QUESTIONS AND ANSWERS

QUESTION 1 – Reference: P1, Para 1 & 3; P5, Criterion 1

Please confirm that “primary area of focus”, “primary geographic areas”, and “principle geographic area” are used synonymously and refer to the Atlantic Ocean and Eastern United States (U.S.)

ANSWER 1:

Yes, “primary area of focus”, “primary geographic areas”, and “principle geographic area” are used synonymously and refer to the Atlantic Ocean and Eastern United States (U.S.)

QUESTION 2 - Reference: P6, Criterion 1

There have been limited NEPA and EO 12114 projects for Navy operations in the military training range complexes in the principle geographic area (Atlantic Ocean and East Coast) completed within the last five years due to permit conditions that now extend beyond five years. Will NAVFAC consider expanding the timeframe for Section F projects to the last 6 years?

ANSWER 2:

Yes. NAVFAC has reconsidered and the timeframe for section F is expanded to seven years.

Please see below:

CURRENT: Submission requirements: Firms shall provide a maximum of five (5) projects completed, or substantially completed, within the five years immediately preceding the SF330 due date that best illustrate specialized experience of the proposed team in the areas outlined above. For the purposes of this submission, a project will be considered substantially complete if it has reached 80% completion based on amount invoiced as compared to maximum value, before the date of issuance of this notice. Sufficient information to determine the percent complete for substantially complete projects must be included in the project description or the project will not be considered. If more than the maximum number of projects are submitted, the Government will only evaluate projects up to the maximum number authorized in the order submitted. At least three (3) of the five (5) projects submitted must be in the principle geographic area of this contract. Special consideration may be given to projects demonstrating Navy and Marine Corps experience.

QUESTION 3 - Reference: P6, Criterion 2

We notice that Criterion 1 heading references Part 1, Section F only and Criterion 1 Submission Requirements states, “The Government WILL NOT consider information submitted in addition to Part 1, Section F in evaluation of Criterion 1.” The Criterion 2 heading references Sections E & G only, but the Criterion 2 Submission Requirements do not include a similar exclusionary statement about Section E only. Please confirm the Govt will only evaluate information provided in Part 1, Section E for Criterion 2.

ANSWER 3:

Yes, only the submission requirements listed for Criterion 2 will be evaluated.

QUESTION 4 - Reference: Criterions 1 & 2

Is an introductory page allowed within Part 1, Section E and Part 1, Section F for Criterions 1 and 2, respectively?

ANSWER 4:

An introductory page, containing substantive information in response to the synopsis, must be numbered and counted in the overall limit.

QUESTION 5 - We are performing independent research on the Combined Synopsis/Solicitation (N6247023R9016). We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number? Appreciate any insight you can provide.
