About this file

This performance work statement outlines requirements for a non-government standards internet subscription contract to be awarded by the Naval Facilities Engineering Command. The contractor shall provide desktop access to over 50 standards developer organization collections, including AASHTO, ACI, AISC, ASTM, ASME, AWS, ICC, IEEE, NFPA, and others listed in Appendix A. Access must be available to over 1,500 users across 150 locations in the United States, its territories, and in various countries worldwide as identified in Appendix C. The period of performance is one base year with four optional one-year extensions. The contractor must also provide quarterly reports, maintain the UMRL and UFGS references, and offer customer service and training support. Pricing shall be proposed for the base and option years by SDO collection using the format in Appendix E.

The performance work statement establishes requirements for the non-government standards internet subscription but does not award a contract itself.

1.3 Place of Performance:

Contract must be performed entirely at the Contractor’s facility (off-site), and service provided to Users remotely. On-site visits may be arranged with the Contracting Officer for contract coordination and for User on-site training if requested.

2.0 Specific Requirements

2.1 Desktop Subscription to DoD Locations:

The contract is for web-based subscription of materials and standards collections, in electronic format and via Internet–based networking subscription arrangement, with instantaneous access and availability from the Standards Document Organizations (SDOs) listed in Appendix A, in which, the Contractor, a Single- Supplier, has established licensing agreements for copyrighted data. Appendix A is broken out in two sections, Appendix A.1: Required Products List where the Contractor is required to provide these subscriptions, and Appendix A.2: Desired but Not Required Products List where the Contractor provides as many subscriptions as possible. Provide subscription to documents indicated by SDO and Description, and number of Concurrent Users in Appendix A for each of the locations indicated, available online and for download, 24/7. Number of concurrent users listed for each SDO is listed in Appendix A. Documents in Custom Collections are listed in Appendix B. Detailed locations and number of Users at each location are in Appendix C.

The Contractor is expected to furnish, if requested, documentation demonstrating that the licensing rights for each SDO are in place prior to an award. If requested from the Contracting Officer, provide a complete list, electronically, of the individual codes/standards that are included in each SDO collection.

Provide instant access to these standards documents in electronic format for viewing, searching, and printing according to authorized copyright and licensing arrangements, without imposing copyright liabilities to DoD. Provide access to 100 percent of these documents through an Internet-based index and search engine that will provide bibliographic information on selected U.S., International, and European commercial standards. Documents will be accessed by authorized DoD personnel on DoD inventoried computers. Provide updating and replacement of subscribed documents. Documents must be in English.

Documents must be viewable online, without plug-ins or other software applications required, from the Contractor’s website in electronic-based PDF or HTML format, must be fully printable at least one time for each user, and must be provided in a licensing arrangement which will permit authorized downloading to hard-drive or other electronic storage media for viewing off-line for the term of the contract. Once the user has accessed the subscription, no additional password shall be required for downloading to hard drive or other electronic storage media for viewing off-line. Hardcopy substitution or pay as you go for any of the specified document collections will not meet the licensing and use requirements, and thus, will not be acceptable.

Access to codes, standards by other Standards Organizations, or changing publication ownership, may be negotiated, added by contract modification at Government’s request.

2.2 Performance Reports:

Provide contract services which allow DoD ability to track subscription usage by standard, standards organization, and user, and to monitor access of the licensed products. Provide quarterly reports, shown in Table 1, identifying number of times each standards collection was accessed each month by each location or IP address, tracking downtime (unavailability) of access to subscription website and standards collection; customer satisfaction; subscription usage by standards organizations, code/standard, location, and user; and concurrent user overage report.

Table 1: Quarterly Performance Standards and Reports

Performance Objective Report Performance Standard 1 The Supplier system must be accessible via a standard web browser at all times with limited interruption of service. Provide a log of interruption of services and standards.
