1. The proposal due date has been extended from Thursday, 13 April 2023, 2:00 PM Norfolk, Virginia Local Time to Thursday, 27 April 2023, 2:00 PM Norfolk, Virginia Local Time.
2. Pre-Proposal Inquiry (PPI) responses:
1. Inquiry: How many users do you plan to be on the platform simultaneously? I’m guessing the platform shouldn’t limit the users since access will be given throughout the U.S. I wanted to check with you first.
Response: Unlimited access to the platform and the number of users are listed in the Performance Work Statement in Appendix C. Refer to the modified Performance Work Statement item 2.1 page 19.
2. Inquiry: What locations will need access to these standards and how many concurrent users? Please provide the addresses of the locations.
Response: All locations listed in the Performance Work Statement Appendix C require access to the standards. The number of concurrent users for each SDO is listed in the revised Performance Work Statement Appendix A. Locations are listed in the Performance Work Statement Appendix C by installations/cities. Reference page 7.
3. Inquiry: NFPA no longer allows for downloadable content or pdf access except when purchasing the content directly from the NFPA. Due to this reason and our interest in providing the best customer experience, we no longer offer NFPA content. Are we able to respond to this solicitation if we do not offer NFPA content? (ITEM R1LL) This is only available from NFPA directly. The only other publisher we do not currently carry is UMRL.
Response: Refer to attached modified Performance Work Statement removing NFPA from Appendix A.1: Required Products List to Appendix A.2: Desired but Not Required Product List.
In the Non-Government Standards Internet Subscription document in Appendix B, item R1LL National Fire Protection Association has been removed from the Required Products List from A.1, and item D2O National Fire Protection Association has been added to the Desired but Not Required Products List from A.2, reference page 17.
4. Inquiry: Are you asking for complete sets of standards/ publications for each publisher? Or are you looking for custom collections (specific standards from each publisher if so we will need these to provide an accurate quotation?
Response: Descriptions are in the Performance Work Statement Appendix A. Descriptions were taken from the URL listed under Source of Products description column. Reference page 7.
5. Inquiry: Clarification needed between ASME American Society of Engineers and ASME standards?
(Items R1N and R10).
Response: Refer to the attached modified Performance Work Statement Appendix A.1 for description and removal of item 16 (R1P). Reference page 8.
6. Inquiry: Clarification needed between API Segments and API standards? Item R1I and R1J.
Response: Refer to attached modified Performance Work Statement Appendix A for description of items 9 (R1I) and 10 (R1J) in the Amendment. The 3 standards listed under the API standard may not be a part of the API segments therefore they are listed separately. Reference page 7-8.
7. Inquiry: What Contract Vehicle will be used for this procurement? Commercial or GSA?
Response: Firm Fixed Price (FFP), Indefinite-Delivery/Indefinite Quantity (IDIQ) single award contract for commercial services by utilizing FAR Part 12, and FAR Part 15 procedures.
8. Inquiry: In Appendix A.2 - Desired Products but Not Required, CSA - Please provide number of unique users that would require access along with total number of potential users.
Response: The number of authorized users is listed in the Performance Work Statement Appendix C.
Reference page 19.
9. Inquiry: Appendix C - List of Locations and Authorized Users o Currently NAVFAC has provided a list of locations by State, City (Location) and Command.
o It appears the attempt Is to group potential/authorized users by City (Location).
o By doing so, this does not break out the potential/authorized users by each command at their location.
o Would NAVFAC please provide a new list by Service Agency/Installation Command, Location (City/State) and number of potential/authorized users at each location?
Response: NAFVAC will not provide a new list by Service Agency/Installation Command, Location (City/State) and number of potential/authorized users at each location.
10. Inquiry: I have a question about submitting a hardcopy and separate CD as the electronic copy. Is that still applicable since to submit, we’ll need to upload using the DoD SAFE application?
Response: See Amendment detail below.
11. Inquiry: With the current deadline of April 13, 2023, we would greatly appreciate an extension of this due date until 5/4/2023. This extension would provide adequate time required to communicate with our various 3rd party SDO partners and to provide the best pricing options to NAVFAC.
Response: See Amendment detail below.
12. Inquiry: I am writing to request an extension for Solicitation N6247021R9011. We would like to request an additional week to work on this quotation due to the fact we have yet to receive a response regarding our submitted questions.
Response: See Amendment detail below.
