Amendment 0002

Amendment 0002 is issued for the following reason(s):

1) Provide responses to pre-proposal inquiries

Inquiries & Responses:

4) Question: Referencing Synopsis Page 9, Section 1, reference to FAR 36.601-4(b): Please confirm that the prime firm does not need to be registered/licensed to practice architecture or engineering. This requirement was not outlined in the preceding sources sought. Requiring the prime to be registered could potentially limit competition unnecessarily. As the majority of scope is cost, schedule and risk management focused, AE registration/license from supporting subconsultants would sufficiently address planning and technical design evaluation scope components.

Response: As stated in the synopsis, “In accordance with FAR 36.601-4(b) contracts for architect-engineer services may only be awarded to firms permitted by law to practice the professions of architecture or engineering.” Further, “Failure to submit the required proof could result in a firm’s elimination from consideration.”

5) Question: Referencing Synopsis Page 8, SF-330 Submission Requirements: Please confirm if copies of registrations/licenses are required for all key personnel, in addition to registration/license numbers on the SF-330-Es. It is mentioned in the page count exclusion but not under Key Personnel Requirements.

Response: Yes, copies of registrations/licenses are required for all key personnel.

6) Question: Please confirm responding firms need to submit applicable SF-330 Part I A-C and SF-330 Part IIs. This was not specified in the Synopsis but typically included in an SF-330 response package.

Response: As stated in the synopsis, Architect-Engineer firms must submit a completed SF-330 package.

7) Question: Synopsis, Page 5 of 10: The list of Key Personnel includes a Planner. Does this mean a Space Planner or a Land Use Planner?

Response: The planner must be a ‘professionally certified planner’ with AICP credentials from the American Planning Association (APA).
