Amendment 2

1. The proposal due date is extended. Responses received by the Government by 2:00PM EDT on 3 September 2020 will be considered.

2. SF330 SUBMISSION REQUIREMENTS (paragraph 2) is deleted and replaced with the following: SF-330 files are to be submitted via the DoD Safe application only. Please send an email to olga.dynov@navy.mil and jen.mcdonald@navy.mil at least 48 hours prior to the submission deadline and advise of the email address that will be used to submit the SF-330. Following receipt of the email address, the Government will confirm that it has been received and the Contract Specialist will send you a “request for drop-off” from the DoD Safe application. Note that “Requests for drop-off” from the DoD Safe application are only valid for 14 days. Submit your SF-330 via the DoD Safe application prior to the submission deadline. The DoD Safe application has a 25 file limit for upload and 8GB file size limit. Please plan accordingly. No hard copy submissions will be accepted.

3. Criterion 7 – Commitment to Small Business, Submission Requirements (paragraph 2) is revised as follows:

Submission Requirements: In support of (A), all firms shall provide historical data on utilization of SB, SDB, WOSB, HUBZoneSB, VOSB, SDVOSB and HBCU/MI. Large Businesses shall submit three (3) “final” or “most recent” Individual Subcontracting Reports (ISRs) for similar contracts of comparable size which show compliance with utilizing the various types of small business firms noted above. If ISRs are not FINAL or MOST RECENT they will not be considered. The MOST RECENT reporting period is 31 March 2020; therefore, any ISR submitted that is not FINAL must be from the 31 March 2020 reporting period to be considered. Failure to provide three (3) ISRs that comply with the requirements will result in a NOT MET for this criterion, except that if Individual Subcontracting Reports for similar contracts of comparable size are not available, large businesses shall submit other documentation which shows their utilization of the various types of small business firms for the contracts. If subcontracting goals were not met, provide an explanation. Small Businesses shall also submit documentation which shows their utilization of the various types of small business firms for similar contracts of comparable size.

Questions:

1. Because of the health concerns regarding COVID-19, we respectfully request that you eliminate the requirement of hard copies and CD copies of the SF 330. In order to produce these copies, we would need our employees to work together in a confined space while printing and performing quality checks of the hard copies and CD copies. This would not permit us to maintain social distancing. Additionally, hard copy submittals would require Government employees to receive and handle submission materials that will have been handled by multiple people.
