N62470-19-R-2006 Amendment 0001

Amendment 0001 is issued to provide responses to pre-proposal inquiries.

Inquiries and Responses:

1. Please confirm that CPARS and SF330 Part IIs are not included in the page count.

The CPARS and Part IIs are not included in the page count.

2. Given the tremendous depth and variety of services required for this contract, would NAVFAC please consider increasing the maximum number of projects to seven (7)? This will better enable prospective service providers to exhibit the capability to meet more service requirements.

The maximum number of projects is increased to seven (7).

3. The solicitation requires completed CPARS or PPQs for Criterion 1 completed projects. Sometimes contractors do not receive a Final CPARS for completed work. Will NAVFAC accept Interim CPARS for Criterion 1 projects?

Yes – Interim CPARS are acceptable if Final CPARS are not available.

4. Will NAVFAC accept Project Management Professional (PMP) and Facility Management Professional (FMP) certifications for appropriate key personnel disciplines?

Yes - where appropriate.

5. On page 1 of 10 of the RFP, the scope includes "Infrastructure Condition Assessment Program (ICAP) inventory and assessment in support of the Navy condition based maintenance (CBM) program." The technical skill set, engineering capabilities, and methodology for executing ICAP inventory and assessment are similar across other DOD and Federal agencies. Will the evaluation of ICAP & ICA experience and relevant systems be given equal weight regardless of Federal Client?

The scope statement referenced is in regards to this contract, when awarded. The proposal will be evaluated using the identified Selection Criteria. See question 6.

6. “Criterion 1 –Specialized Experience evaluation for Area 1 “Facility and utility ICAP in support of Navy CBM program” effectively restricts competition on this $90 million IDIQ. Virtually all, if not all qualifying Facility ICAP projects completed in the last 5 years were performed by a single entity under the preceding IDIQ. While Navy Facility ICAP and CBM work have some process and terminology differences when compared to other DOD agencies, they share the same primary characteristics of inventory and assessment based on standards to achieve objective, repeatable results to identify future work items and support forecasts/planning. The Navy ICAP/CBM program will not be difficult to carry forward for the select handful of unrestricted firms engaged in professional delivery of similar services across DOD, just as it was not difficult for the incumbent contractor to learn under the preceding contract.

We request NAVFAC consider amending Area 1 by adding “or similar Facility inventory and assessment programs and CBM support for other DOD agencies.”

Criterion 1 is revised as follows:

Criterion 1- Specialized Experience (SF330, Part I, Section F):

Firms will be evaluated on specialized experience in performance of services similar to those anticipated under this contract through evaluation of experience in the following four (4) primary areas:

Area 1. Facility and utility ICAP inventory and assessment.

Area 2. Engineering services in support of Integrated Priority List (IPL) development.

Area 3. Engineering studies, surveys, inspections, and assessments as they relate to Facilities Management and Sustainment.

Area 4. Assessment of BUILDER requirements in support of work planning.

7. We would also request you consider expanding the acceptable project completion dates from five to eight years since this five year contract has been held by a single incumbent and it puts other firms at a disadvantage by only using the five year window.

Project completion dates remain unchanged.

8. The wide-ranging nature and dollar value of the projects in the scope of services for this contract often have prolonged periods of performance and/or multiple elements/locations. Would the Navy consider accepting projects in Section F that are substantially complete, where material project deliverables have been provided to the client, but other aspects of the project, such as administrative review, approval, and project closeout, have not been formally completed.

No, project submittals for Criteria 1 shall be completed as identified in the Submission Requirements section.

9. Will projects listed in Section F for other DOD or federal agencies be weighted equally to projects completed for the Navy?

See Question 6.
