N62470-19-R-2000 Amendment 0002

Amendment 0002 is issued for the following reasons:

1) To provide responses to pre-proposal inquiries

Inquiries & Responses:

9) Question: To give non-incumbent firms an opportunity to show relevant experience, can you please open the project and resume experience time frame to seven (7) years vs. five (5) years?

Since the incumbent has held this contract for the five preceding years, it is difficult to show NAVFAC related work in that five-year window.

Response: No. The solicitation asks for experience as it relates to utilities systems. It does not specifically request NAVFAC experience.

10) Question: Please clarify if copies of certification and/or licenses in appropriate disciplines must be included as an appendix for each key discipline.

Response: No. We do not require copies of the certificates or registration to be provided. The resumes should "indicate professional registration, certification, licensure and/or accreditation in appropriate disciplines".

11) Question: May Offerors submit ISRs filed for the Sept 30, 2019 reporting period as it is the MOST RECENT filing period?

Response: The ISRs for the period ending September 30th are not due to the Government until October 30th. Therefore, 31 March 2019 is the most recent reporting period.
