Amendment 0001 is being issued to provide the following:

1. Responses to Pre-Proposal Inquiries (PPI) 1 – 8

2. Revised Criteria 5 – Quality Control (SF330 Part 1 Section H)

Pre-Proposal Inquiries 1 – 8

1. QUESTION: Are these follow-on requirements? If so, could you please provide the incumbent contract numbers? If not, are these new requirements?

RESPONSE: The incumbent contract was a multiple award contract with the following MAC holders:

Parsons Government Services, Contract #: N62470-10-D-2019 HDR Engineering, Inc., Contract #: N62470-10-D-2020 AECOM Technical Services, Inc., Contract #: N62470-10-D-2021 URS/Onyx Worldwide Navy IQC, LLC, Contract #: N62470-10-D-2022

2. QUESTION: Regarding Criteria 1 – Please verify definition of “completed.” For example, must the ENTIRE multi-million dollar / multi-year TO referenced above be completed to be able to use it as a project or can we submit a project for completed individual projects within the overall task order (e.g., a “Base A Services” ) along with the “Interim – 90%” ACASS (vs a PPQ)?

RESPONSE: All projects submitted must be complete. For the purposes of this contract a task order (TO) on an IDIQ contract is considered a project; therefore, the entire Task Order must be complete to be included with the submittal. The example given would not qualify as a completed project.

3. QUESTION: Regarding Criteria 1 and SF330 Part 1 Section H - It appears that the government does not want any experience related to the extensive list of “Primary Tasks” and “Secondary Tasks” in the solicitation addressed in Section H. Please confirm.

RESPONSE: The submission requirements for Criteria 1 states that "Firms shall provide a maximum of 8 projects showing specialized experience of the proposed team in provision of the services noted above."

The "services noted above" is a list that highlights certain tasks anticipated under the contract. Therefore, any experience meeting the criterion would be related to one or more of the primary or secondary tasks.

The criterion does not, however, require an offeror to demonstrate experience in every aspect of every primary and secondary task.

4. QUESTION: Regarding Criteria 5 – Quality Control, the SOL states that the submission requirements include providing an organizational chart that shows relationship of management team to “team components”, including….. “coordination of environmental services (in support of Environmental Assessments and Environmental Impact Statements)…”

Question: There is no mention of EAs or EISs as a “Primary Task” or “Secondary Task” earlier in the solicitation. Please clarify if in fact EAs or EISs are a component of this solicitation and if so, whether considered a Primary or Secondary Task. It also appears that the org chart must include reference to three service areas: “environmental services”, “planning services”, and “engineering services.” Please confirm.

RESPONSE: Criteria 5 – Quality Control (SF330 Part 1 Section H) has been revised in Amendment 0001.

5. QUESTION: In reference to the above-listed solicitation, can you please confirm whether or not the following items are to be included within the 60-page restriction for Part I of the SF330 response:

• Project past performance questionnaires (PPQ)

• Small business subcontracting plan

• Small business individual subcontracting reports (ISR)

• Joint venture agreement

RESPONSE: No, these items are not included in the 60-page limitation.

6. QUESTION: Regarding General Information, and SF330 format…. Question: Can the Org Chart be a

11x17” foldout (vs 8-1/2 x 11”)

RESPONSE: One page single-sided 11 X 17 inch foldout will be allowed for the Organizational Chart only.

7. QUESTION: In reference to the above-listed solicitation, does the 12-point font size requirement apply to graphics, captions, and tables?

RESPONSE: No

8. QUESTION: Regarding inclusion of ACASS or CPARS ratings in the SF330. Will the ACASS or

CPARS ratings pages count towards the 60 page limit?

RESPONSE: No
