DATE: 23 January 2014
TO: ALL POTENTIAL OFFERORS
SUBJECT: RFP N62387-15-R-5405; Questions & Answers 01-03
Q1. Regarding Attachment E - Wage Determination:
i. Is there a collective bargaining agreement with established crew wages for this RFP?
ii. What are the incumbent charters?
iii. When will the final version of the Wage Determination be made available to offerors?
A1. i & ii. MSC anticipates that the Wage Determination governing any resulting contract will be based upon the two collective bargaining agreements applicable to the incumbent charter, MSC contract number N00033-07-C-5416:
· American Maritime Officers
· Seafarers International Union of North America, Atlantic, Gulf, Lakes and Inland Waters District/NMU, AFL-CIO
iii. At present, it’s expected that Attachment E will be posted 29 or 30 January 2015. MSC will consider extending the current due date for proposals in order to permit offerors adequate time to price proposals.
Q2. Is this requirement strictly for a U.S. flag vessel? Will a foreign flag vessel be accepted if no U.S. flag vessels are available?
A2. This solicitation is for a U.S. Flag, Jones Act compliant vessel. Proposals for foreign flag vessels are not eligible for award at this time.
Q3. Please reconfirm that the solicitation is limited to vessels less than 15 years age, without exception.
A3. Confirmed. As stated at C-3.B.g of the RFP, the vessel shall have a maximum age of 15 years throughout the life of the charter.
